When I see the word "Akama" what sticks out the most to me is the Hero Unit from Warcraft III (WC3). Even in World of Warcraft: Burning Crusade (BC) I thought he looked really badass.
Akama would be a Melee Assassin from the WarCraft Universe. He would wield dual kamas (the short scythe-like weapon) and have a few of the same abilities as he does in WC3. His appearance would be more similar to how he looks in WC3 and BC rather than how he appeared in World of Warcraft: Warlords of Draenor.
Obviously the abilities below are merely suggestions and should in no way be considered absolute. (For you wise guys out there, each variable (X,Y,Z, Etc) is exclusive to each ability) In my mind I see Akama taking the role of an Assassin that does well in being a detriment to the enemy's movement.
Combat Trait

Shade of Akama
Basically the same trait that Zeratul has. Perma Cloaked until broken via Damage, Attacking, or Casting. Recloaks in 3 seconds out of combat.
Primary Abilities

Shadow Strike
(almost straight from the WC3 description) Hurls a poisoned dagger which deals moderate initial damage and then damage over time (DoT).
Personally I think that this ability would be best as a targeted ability (such as Kael'Thas' Pyroblast or Illidan's Dive) rather than a skill shot (such as Jaina's Frostbolt).
Talents could reduce initial damage by X% but increase the DoT by Y% or another talent could be that the target is slowed few a few seconds after the initial hit of the ability.

Feral Spirit
Feral Spirit: Would summon two spirit wolves to fight for Akama. As Akama's team levels up the wolves would increase in health and attack damage. They could last for a short amount of time (say 15 - 30 seconds) and be on a cooldown for the same amount of their duration.
I think that the wolves should be able to be selected by pressing (W) again, or simply copy-paste how Misha works for Rexxar and have (W) reacquire a new target. Akama could then target himself to have the wolves stay by him (similar to how Morales cancels her heal).
Talents could include: The ability to slow targets for a very short time (say 0.25 seconds) but reduce damage by X%. Increase the number of wolves by 1 but decreases damage by Y%. A number press (1,2,3,4,5) to cause them to berserk which makes them attack Z% faster but also take Z% increased damage. Or just a simple B% increase to their movement speed. Obviously some of these would have to be exclusive to each other.

Ensnare
(almost straight from the WC3 description) Causes a target enemy hero to be bound to the ground so that it cannot move for so many seconds. The snare would only last for a short time (0.75-1.5 seconds) and be on a moderately "long" cooldown (say 20 seconds). Personally I think that it should NOT be similar to Anub'arak's Cocoon heroic where allies can attack to help the entrapped target to escape.
I see this ability as being a skillshot so that way the enemy can position themselves in order to try to make their squishier heroes less vulnerable to being snared.
Talents could Include: Increases the duration by a large percent (say 100%) but the afflicted hero can escape by using abilities such as Samuro's Wind Walk, Zeratul's Blink, Valla's Vault, Alarak's Telekinesis and so on; this would make hitting a specific target all that more important and could be used as a counter against compositions (comps) that have very little escape abilities. Another talent could be that the duration is reduced (using the numbers above, could be down to 0.3-0.8 seconds) but allows Akama to cast another one for free within X seconds. A bland talent could be that it deals Y amount of damage to the target, could be called "barbed snare" or something.
Heroic Abilities

Reincarnation
Upon being killed Akama has the option to revive at his location of death (with full health and mana) after X seconds. This would be on a long cooldown (such as 5 minutes) since the effect is rather powerful.
In WC3 the ability revives the unit so long as the ability is not on cooldown. However, I think that it could potentially be pretty useless to have the ability occur if you happened to be caught out by the enemy team, have them sit there for a few seconds, then kill you again. In my opinion it would be better to give the player a couple second window (say 3-5 seconds) to activate the ability which would then revive Akama in 1-2 seconds.
The level 20 upgrade could be that Akama could choose a spot within Y radius to revive at which allows him to make his positioning a little more favorable if he dies in a team fight.

Wrath of the Draenei
Akama throws himself into a frenzy, increasing his attack speed by a very large amount (say 150%) but increases the damage he takes by a large amount (say 35-50%) for a while (say 10 seconds). This ability would be able to be canceled upon pressing the R key while it is active.
Considering that Akama basically watched his people be butchered and hunted I think that this option makes a little sense, but obviously not much.
The level 20 upgrade could be that it would reduce the vulnerability by X% and cause takedowns during the duration to increase the time of the effect by Y seconds.

(Alternate to Wrath) Mass Ensnare
Another Heroic idea could be a "mass ensnare" he channels (similar to Gul'dan's Drain Life or Rain of Desctruction abilities) which covers an area, and within that area enemy heroes are slowed by a fairly large amount (say 50-80%) for around 5-10 seconds. This option would fit the "theme" of Akama which I stated in the beginning of this thread, but it definitely doesn't fit the lore of Akama.
Final Notes
Again, it is my first hero suggestion but I noticed that Heroes of the Storm (HotS) has a distinct lack of Draenei Heroes. Sure, Akama is mutated and such, but maybe the skin that he's released with is his non-mutated form. Who knows?
Now to do something about the lack of Troll Heroes in HotS...
When Akama comes, i hope not for a further cloaked Assasin. Why not as a cloaked Specialist who can destroy Buildings like a infiltrator?
