Combat Trait

Life-Binder's Brood
Alexstrasza lays a Dragon Egg that spawns a Whelp every 15 seconds. Whelps travel down the nearest lane to heal the closest friendly target, preferring heroes. Whelps last for 20 seconds and Dragon Eggs last for 60 seconds. 3 charges, 15 cooldown. Maximum of 3 eggs on the battlefield. 

Whelps will attempt to heal for 12+(4 per level) every second to the closest friendly target. Healing done to structures increased by 20%. 

Primary Abilities

Dragon breath
Shoots a fireball in a targeted direction. Upon impacting an enemy it explodes dealing 41 + (11 per level) in a small area. 2 Charges, 10 second cooldown.

Wild Growth
Summon a ring of flowers in an area healing heroes who stand in it for 39+(9 per level) per second. Lasts for 4 seconds. 12 second cooldown.

Wing Thrust
Alezstrasza flaps her wings knocking back enemies. Enemies who are knocked into obstacles are stunned for 1 second. 15 second cooldown.

Heroic Abilities

Queen's Call
Alextrasza summons 3 Whelps at her location and calling all active Whelps on the battlefield to teleport to her location. 

60 second cooldown.

Blast Wave
Alexstrasza breathes a wall of fire that travels in a cone dealing 185+(20 per level) to enemies. 85 second cooldown.

Talents

Level 1
Conjurer's pursuit: Collecting Regeneration Globes permanently increases Mana Regeneration by 0.1015 per second.
Oh Whelp: Increases Whelp duration by 50%
Dragon Scales: Periodically reduces the damage received from Hero Basic Attacks by 50%. Stores up to 3 charges.
Breathe-Out: increases the range of Dragon Breath by 25%

Level 4: 
Searing Breath: Dragon Breath deals an addition 75% over 4 seconds.
Miracle Growth: Increases the duration of Wild Growth by 2 seconds.
Winging-It: Using Wing Thrust increases your movement speed by 50% for 2.5 seconds.

Level 7:
Dragon's Momentum: Each time a Whelp heals a hero it reduces your cooldowns by .5 seconds.
Brood Expansion: Increases the Dragon Egg limit to 5.
Molten Impact: The first enemy that is hit by Dragon Breath is now stunned for 1.5 seconds.
Vigilance: increases the radius of Wild Growth by 25%

Level 10:
See Heroic Abilities

Level 13:
Ice Block: Activate to place yourself in Stasis and gain Invulnerability for 3 seconds. 
Shrink Ray: Activate to reduce an enemy Hero's damage by 50% and Movement Speed by 50% for 4 seconds.
Revitalize: Wild Growth now causes basic ability cooldowns to reset 25% faster for allied heroes.
Unstable Inferno: Increases the radius of Dragon Breath's explosion by 30%

Level 16:
Like Mother: Whelp's heal now bounces to the 3 nearest friendly targets healing for 25% of the original amount.
Fit for a Queen: Wild Growth now has 2 charges.
Stand in Fire: Dragon Breath's explosion also heals allied heroes for the same amount.

Level 20:
MANY WHELPS: Increases Whelps summoned by Queen's Call by 3. All Whelps near Alexstrasza have their healing increased by 25%
Dragon's Fury: Blast Wave now shoots 3 consecutive walls of fire and now becomes channeled and can change directions. 
Bolt of the Storm:
Through Mortal Eyes: Upon death Alextrasza becomes untargetable for 5 seconds with 50% health and mana. As a mortal she is silenced until reaching a Dragon Egg to sacrifice. 160 second cooldown.

Great concept, but a few things might need to be tweaked:

Whelps healing structures seems a bit too powerful - If the enemy team doesn't have a good specialist, it would take forever to destroy a Fort.

Wild Growth seems a bit weak - Even for an AoE heal, it's not much, but considering the passive Whelp healing, that can be justified.

Queen's Call should have a shorter cooldown - Whelp healing would be too inconsistent too justify such a long cooldown, 40-45 seconds would be better.

Blast Wave should scale better and have a shorter cooldown - 385 damage in an AoE at level 10 just simply isn't enough these days, it should scale by +35 (535 damage at Level 10) and have a 55-60 second cooldown.

Molten Impact is to strong at level 7 - Another Stun that early in the match is far to strong, it would be better if that talent was at Level 13 or 16.

Concept profile picture should be her dragon form - Your concept implies that she would be in her dragon form, but the profile picture shows her mortal form, not a huge deal, but still.

Stat numbers would be helpful - HP and scaling, Basic attack damage and scaling, and basic attack speed are really helpful for getting a feel for how well a hero could perform.
