Biotic Rifle
Her auto-attacks have long cool-downs relative to an AA and deals extra small damage over time, range is 20% further than other ranged Heroes, and you see 10% further than other Heroes.
Primary Abilities

Biotic Grenade
Enemies hit are slightly damaged and unable to be healed for a duration. Allies hit are healed a small amount and receive improved healing effects from Ana for a duration.
Small, circular area of effect ability (Lunara q size) that is cast on targeted area.
Range: short enough to be in range of blinds(basically forcing Ana to hover near allies to burst heal despite her long range AA)

Enemy hit has their E ability unusable for a duration. (Usually shuts off escape ability)
point and click skill.

Biotic round
A fast straight-line skill shot that pierces one target. Damages enemies hit(less than nova q) and heals Allies hit(more than Tyrande heal).
(Can aggressively heal and damage at the same time. In full healing situations, relies on teammates not stacking too hard around the main target of your heal to be effective,this along with you positioning.)
Heroic Abilities

Nano Boost
Target ally gains 55% ability power and 20 physical armor for a duration.
Fast straight-line skill shot.

Semi-automatic
Gain 3 charges of Biotic Round that only deal 55% damage for 4 seconds.
Talents
Critical care: every 3rd(or 4th) auto-attack does increased healing. (does not all need to be on a single target to activate)
Quite focus: after not auto attacking for a duration, first auto-attack on an enemy does large extra damage. reset on auto-attack. (Basically useful only to help confirm ganks done by your team.)
lvl 20: Ghost sniper: Grants stealth to self.
P.S.
I decided to avoid a skill shot heal so that she can compete with all other point and click cast heals in the game. The skill comes from forcing her to choose to heal or damage, you also can't use A-move to target allies(so you might end up walking out of position by accident).

Can choose to AA allies, healing them, or to damage enemies for a respectable damage(roughly Leoric AA) since its a long cool-down. AA on allies only happen when expressly selected with right click.
[basic ability] Nano boost: Give target ally bonus 20% movement speed and their next 1(or 2) auto attack deals extra 40% damage.
Fast straight-line skill shot.
[heroic] Biotic Pulse: Biotic grenade gains 2 charges and deals more damage.
[heroic] Semi-automatic: Next 5 shots can only be cast on allies, auto-attack speed increased by 150%(up to Raynor's w boosted AA speed).
(very strong because its basically a slow ancestral that you can divide up to more than one person, but balanced by the fact that it can be blinded)

Although the snipe heal is the original gut idea, this was the only way i could think to make it competitive with other healing abilities in the game at the time. Because their isn't a vertical dimension to make use of, its a lot harder to hit a needed heal when your entire team is in front of you and you can't shoot over them, and at base line it already doesn't compare to point and click heal just because its a skill shot. But I do have an idea right now that makes sense and makes use of the snipe shot.
