There are already several versions of the same character and all are quite similar,so I decided to do something different...
The numbers are only for illustrative reason.

Cooldown:27 sec Increases the enemy's MP consumption by 50% in the next 3 basic skills during 5 sec. Each use gives you 1 Shadow Orb.Collect 5 Shadow Orbs to cancel the MP cost on ally in the next 3 skills during 5 sec.

Cooldown: 3 sec Summon divine light in the surrounding area to deal damage to total of 6 nearby enemies,and only 3 heroes ,prioritizing those with higher life. Heal alies in the area for 1.95% of their max health.

Cooldown:20 sec Regenerate 20 HP over 10 seconds and increases regeneration effects and all healing received by 10%.

Cooldown: 13 sec Summon a Divine Ring on target allied Hero that reflects 20% of the received Basic Ability and 10% of the received Basic attacks for 5 seconds.

Cooldown: 50 Connects 3 enemies in the area(prioritizing those with highest life) causing them to share the same negative effects during 5 seconds.The shared negative effect will last 50% less.You are slowed by 20% while this is active and is unable to perform another actions.

Divine Fortress
(R)
Cooldown: 70 sec Channel for 5 seconds to reduce the allies damage taken in the area by 15% and heal 100 health every 2.5 seconds .increases the enemy cooldown basic abilities used in the area by 100%. Press R again to cancel the channeling.
Traits

Meditation
Regenerate your mana by 1 every second after not taking damage for 3 seconds.
Soft Word Reduce Word of Reflection Mana cost by 50%. Mid Spike Shadow opression now deals high damage. Healing Storm Increases the healing of Heavenly Storm by 1%
Level 4
Tempest Increases Heavenly storm damage by 35%
Grace of protection Use Divine Grace on an ally with lower life than 30% to heal more 15 HP in the firsts 5 sec.
Swift Word Word of reflection now increases movement speed by 15%. Rebound Light
Blind the enemy who attack you with basic skill for 2 seconds .Can only trigger once every 15 seconds.
Level 7
Purgatory
Increases the area of Heavenly Storm and the total number of hero enemy targets to 5.
Instant Judgment
Heavenly storm gains 1 additional charge.
Angelic Presence You passively grant 2 basic HP Regen to nearby allies.Works simultaneously with Divine Grace. Chastise Cooldown: 60 seconds Activate to grant 10% Basic Attack damage to nearby allies for 10 seconds.

Using Heavenly storm increases the damage of next heavenly storm by 6%. Stacks up to 8 times and resets after 8 seconds.
Vital Grace Basic Attacks heal for 15% of the damage dealt to the primary target when divine grace is actived.

Cooldown: 20sec
Create a ring around you that blocks enemies from entering the area for 5 seconds
Dark Resource
Shadow opression now increase the enemy's MP consumption by 200%
Level 16
Spectral Leech
Basic Attacks against Marked targets reduce the enemy Mana by 0.75%.
Final word
Increases the cooldown of enemy basic abilities by 1 second each basic skill is received.
Conective Mirror
You also gain a Word of reflection whenever you cast it on another ally.
Bless
Reduce the cooldown of divine grace to 10 seconds.
Level 20
Dark Inquisition
Shadow oppression is automatically activated on all enemies affected by dark link.
Divine kingdom
allies who were killed in the area will resurrect in 15 seconds(except you)
-Storm Shield
Cooldown: 45 seconds
Activate to give all nearby allied Heroes a Shield for 20% of their max Health for 3 seconds.
-Bolt of the Storm
Cooldown: 40 seconds
Activate to teleport to a nearby location
Thanks for the feedback ,I updated the primary kit and removed the healing ward, putting her in Q.
English is not my native language, so it's kind of hard to express myself ,but I rewrote some descriptions and believe is easier to understand now.
Divine Fortress, as written, would make the enemies have twice as long cooldowns on abilities they use while in the fortress -- a 100 second cooldown, therefore, would become a 200 second cooldown.
In my opinion, that stands as too strong right now -- but the way I believe you meant it is enemy cooldowns recharge twice as slowly while in the fortress, am I correct?
So far, in his primary, kit, I see only his Q ability healing an ally, and just for 1% of their health, every 4 seconds. So every 12 seconds (about the same cd as uther's Q) you heal 3% of an ally's health, and you can only heal that -- the rest, as far as non heroics go, is self heal and buffs. Which means that both Tassadar and Tyrande have better healing than him -- even prior to their buffs ; and they were considered very bad as solo supports back then. I think his primary kit needs more healing ability for his allies, but that may just be me.
