Place a statue that increases nearby allies' basic attacks by 25% including units inside a bunker. 

3 seconds construction time. Destroyed by 3 basic attacks. Maximum 2 statues.

Place a Psi disruptor that drains 10 (+2/level) mana of nearby enemy units.

3 seconds construction time. Destroyed by 3 basic attacks. Maximum 2 disruptors.

Bunker
Place a bunker loaded with 2 marines and 1 marauder. Mengsk may also enter a bunker to disappear from the mini map and attack his enemies from inside. When a bunker is destroyed, the units inside will join the nearest lane. They will prioritize their attacks on Mengsk's primary target.

4 seconds construction time. Destroyed by 6 basic attacks. Maximum 2 bunkers.

Cooldown: 10 seconds. 60 Mana

Psi Destroyer (Talent)
Deals 100 (+7/level) damage per second to enemies around it. Only 1 Psi destroyer can be built at a time.  Can be destroyed by 3 basic attacks. Requires 3 seconds build time. 

Radius: 4.0. Cooldown: 30 seconds.

Heroic Abilities

Yamato Cannon
After 3 seconds delay, Yamato Cannon blasts the area for 100 (+15/level) damage per second for 5 seconds. Buildings receive 100% bonus damage. You can move the beam at 50% of a hero's mvement speed while it is firing.

After 2 seconds delay take control of an enemy hero for 5 seconds. This ability is channeling and can be interrupted if Mengsk is stunned, silenced or killed. Mangsk receives 25% less damage while channeling this ability. Can use this ability from inside a bunker.

Media Darling - Propaganda Statue effect increased to 50%.
Building Armor - Increases all of Mengsk's buildings health by 2. 
Infantry Upgrade - Increase the damage and health of bunker infantries by 25%.

Double Cannons - Yamato Cannon gains an extra charge. Damage increased by 25%.
Master Manipulator - Cooldown of this ability is reduced by 15 seconds, if an enemy hero dies near you. Cooldown of this ability is reduced by 1 second for non-hero units.
Advanced Construction - SCV, bunker, Psi disruptor, propaganda statue build limit +1. Building time removed.

a typical range hero has a range of 5.5 i think.
the buildings are hard to destroy so enemies are forced to fight outside of its range.
mengsk needs 3 seconds to build each building with one SCV at the start of the game. so he can't set all of them up quickly.

The idea of building stuff is very interesting and gives the game a new mechanic. I dont know how the range of the buildings are and maybe the auto attacks that needs to destroy a building could be too high. But the second ultimate is really cool and if the range is not insane it could be not op :D but i guess just the idea of taking a tank and remove its position is way too strong.
