Arcturus Mengsk

The Emperor

Mengsk is a ranged assassin hero that is all about dealing damage thru cooperation with other damage dealers, while not being personally involved in a fight.

Arcturus comes from Starcraft universe where he is a Charismatic Leader, Emperor and a Tyrant. He doesn't posses any magical power because his raise in power came from clever use of Leadership, Deception and Treachery. As a commander he orders his troops as if they were expendable. He finds solutions in bombarment and nuclear warfare and even uses Zerg hordes to his own advantage.

His kit revolves mainly around giving orders to his teammates. Those orders bring value of Mengsk as a damage dealer but require team to cooperate. This allows his team to have a strong damage dealer that can't be focused or zoned. On the other hand he doesn't bring much value without allies.

This concept of a hero can be easily adapted to hero that doesn't require body to function. However I would strongly insist on bringing his cool appearance to the game. Having body will give him the same risk-reward while gathering exp globes as other heroes have. It's also an increase in APM.
As for basic attack he could shoot from a pistol as long as it doesn't trigger his abilities. Or not, it isn't necessary because his W will be his waveclear anyway.

I won't suggest any specific values for health and basic attack damage because it shouldn't affect how the hero is played.

Combat Trait

Dominion Influence
Arcturus can only use his spell within Dominion Influence Zone.

Active: Chosen ally becomes a Servant of the Emperor which grants him 10% increase in basic attack damage. Additionaly each servant spreads Dominion Influence Zone allowing Mengsk to use spells nearby.

Gain charges at lvl 1,7,13,20.

Primary Abilities

Kill Command
Mengsk marks an enemy hero within Dominion Influence Zone for 4 seconds.
If an ally hits that enemy with basic attack, deal bonus 180(+4%)points of damage and destroy the mark.

Cooldown: 4 seconds.

Earthsplitter Barrage
Mengsk orders a quick bombarment over a small area(radius:2). After 1.5 seconds the bomb drops dealing 230(+4%) points of damage.

Zergling Cage
Mengsk drops Zergling Cage onto ground inside Dominion Influence Zone.

Cage can be destroyed by an ally by using basic attack against it. When the cage is destroyed spawn 2 zerglings that chase nearest enemy hero for 5 seconds.
Zerglings have 150% of hero movement speed, 250(+4%) health points and deal 40(+4%) damage per second.

Cooldown: 8 seconds | One cage at the map at the time

Heroic Abilities

Contaminated Strike
Mengsk launches a barrage of radioactive materials anywhere on the map contaminating an area(radius:6). Enemies inside contaminated area take 50(+4%) damage per second increased by 20% for every second inside the zone. Air clears after 8 seconds.

Cooldown: 80 seconds

Nuclear Soldier
After 2 seconds,Mengsk puts a bomb over an ally hero for the next 5 seconds. For every 200(+4%) points of health that the target loses, create an explosion(radius:4) that deals 120(+4%) damage to nearby enemy heroes. Up to 5 explosions.

Cooldown: 60 seconds

Talents

LVL 1

1: Tactical Advantage
Dominion Influence Zone radius is increased by 20%

2: Active(1) Emperor Hologram
Activate to drop a stationary Hologram(Wings of Liberty-Mission 1) anywhere where you have vision. Hologram has 1000(+4%) health and increase nearby minions attack speed by 20%. Spreads Dominion Influence Zone.

3: Imperial Inflirtration
Gambit! Give your team a mild experience generation while Mengsk is in range of enemy structures. This bonus is lost upon death.

LVL 4

1: Explosive Assassination
Kill Command now deals 30% of it's damage to enemies nearby(3 radius)

2: Growth of the Imperium
Dominion Influence provides bonus 1% to basic attack damage and bonus 1% for every Servant of the Emperor.
Gain an additional Dominion Influence charge.

3: Toxic Waste
Earthsplitter Barrage leaves toxic area for 4 seconds that reduce armor of every enemy hero inside by 10points .

LVL 7

1: Zerg Pheromones
After using Kill Command all Zerglings start chasing hero affected by that Kill Command.
Quest! Have your allies break 10 cages within 2 seconds of using Zegling Cage.
Reward! Zerglings move 33% faster.(150%->200%)

2: Emperor Barrage
All enemies hit by Earthsplitter are marked with Kill Command.

3: Shot with a dedication
Kill Command and Zergling Cage can be triggered by Earthsplitter Barrage.

LVL 13

1: Where do they come from?
Cage now spawns 3 zerglings instead of 2.
Quest! Wait for 5 minutes
Reward! Cage now spawn 4 zerglings instead.

2: Assassination Chain
Whenever Kill Command mark deals damage, reduce Kill Command cooldown by 2 seconds.

3: Infested Ammunition
Earthsplitter Battery also spawns 1 zergling when it explodes. Enemies hit by Earthsplitter Battery are slowed by 25% for 3 seconds.

LVL 16

1: Kill Them All!
Kill Command now marks all enemies near prime target(radius:3). Increase cooldown to 7 seconds.

2: Improvised Banelings
All Zerglings are spawned with an explosive charge. Whenever they die or expire, they also deal 80(+4%) damage to nearby enemy heroes.

3: Lethal Tools
Kill Command also deals 3% of enemy maximum health when detonated.
Zerglings deal bonus damage equal to 1% of enemy maximum health.

LVL 20

1: (H1) Killig Zone
Whenever an enemy leaves Contaminated Zone,he loses 25 points of armor for 1 second and is marked with a Kill Command. Only once per hero.

2: (H2) Remote Control
Nuclear Soldier gains 3 more explosions. Mengsk can remotely detonate bombs, one at a time, once every second.

3: Active(2) Execute Orders
Trigger all Kill Commands and Zergling Cages then reset cooldown of those abilities. Cooldown is reduced by 5 seconds each time Kill Command or Zergling Cage triggers.
120 seconds of cooldown.

4: Zerglings Shredders
Zerglings reduce enemy armor by 25 points for 1 second.
