Dominon Dictator

Dictator of the Terran Dominion, Mengsk did not expect his Xel'Naga Relic to explode. He expected to be transported to the Nexus by said explosion even less.

Mengsk was never a front line fighter himself, but fighting from inside of a Goliath, he could deal with.

Mengsk is a melee specialist from the Starcraft Universe. He brings respectable lane push and a fair amount of minion summoning, as well as shields, AoE damage and crowd control to support his team. However, Mengsk is never really and ally, and though many of his abilities have potent effects, they have drawbacks for his teammates as well.

Mengsk must choose when he wants to fight and when to use his abilities. He cannot attack while outside of his Goliath, but his abilities have 2 second less cooldowns and cost 50% of their normal mana.

Mengsk makes an ally vulnerable (25% increased damage) and buffs nearby allied heroes' and minions' damage by 15%.

Primary Abilities

Drop Pod (Q)
Mana: 100 (in Goliath) or 50 (Dismounted)
Cooldown: 10 seconds

GLOBAL RANGE
Summon a drop pod full of Dominion Marines. Marines follow normal minion AI but will prioritize heroes. Marines have no timer, but half the marines from the previous drop pod must be killed before another can be summoned.

Mana: 100 (Can be used outside Goliath only)
Cooldown: 20 seconds (Starts after dropship drops ally)

GLOBAL RANGE
Control a dropship that can pick up allies (and Mengsk himself) and fly over terrain. If the dropship is killed in transit, any hero inside is also killed. Only ranged heroes and abilities may attack the dropship.

Mana: 140 (In Goliath) or 70 (Dismounted)
Cooldown: 10 seconds

Mengsk shields himself and all nearby allies. As the shields expire, they explode, dealing damage to enemies.

Heroic Abilities

Xel'Naga Relic
Mana: 100 (in Goliath) or 50 (Dismounted)
Cooldown: 12 seconds

After a short channel time, unleash a small AoE damage and slow around Mengsk. This ability increases in power and range each time it is used, up to a number of five uses, on which the power and range reset.

At Any Cost
Mana: 70 (in Goliath) or 35 (Dismounted)
Cooldown: 45 seconds

Attach an explosive to an allied hero. If that hero dies within 25 seconds of this ability being used, they explode, damaging, slowing and making nearby enemies vulnerable.

Special Mount

Goliath
While dismounted, Mengsk cannot attack, but his abilities cost 50% less mana and have 5 seconds taken off their cooldowns. Heroic abilities have their cooldowns halved. While mounted, Mengsk pilots a Goliath, gaining a slow, high, damage short ranged attack. Mengsk cannot be dismounted, and only stuns and displacement will cancel his mounting, which takes twice as long as a normal mount. However, while mounting up, Mengsk takes 75% more damage. Goliath moves at normal walking speed.

Tier One Talents

(Because I do not want to write descriptions for existing talents, I will only provide descriptions for talents unique to Mengsk.)

-Regeneration Master

-Conjurer's Pursuit

-Medivac (W) -- Dropship heals allies inside of it

-Armor Plating (Mount) -- Mengsk takes 25% less damage while in Goliath.

Tier Two Talents

-Gather Resources -- Collecting 5 regeneration globes boosts Mengsk's ability power and attack damage by 1%. Buffs lost on death.

-Plasma Shields (E) -- Deflector Shield shield increased by 30%

-Stimpacks (Q) -- Increase marines from drop pod's attack speed while lowering their health

-Combat Shield (Q) -- Increase marines from drop pod's health

Tier Three Talents

-"Compromise" -- Take 15% of an ally's health and give Mengsk a shield for three times that amount

-Complete Domination (Trait) -- Increase damage buff to 20%, increase damage to ally to 35%

-Desparate Times (Trait) -- Dictatorship grants a 25% movement speed bonus for 3 seconds.

-Improved Pneumatics (Mount) -- Goliath grants half mount speed

Tier Five Talents

-Shrapnel (E) -- Explosion from Deflector Shields stuns enemies for 0.25 seconds

-Self Defense (Q) -- While marines from a drop pod are alive, activating Drop Pod again will cause those marines to follow Mengsk around and deal 10% bonus damage to heroes.

-Bunker Up -- Mengsk and any nearby marines move into a bunker. They gain a second health bar and are invulnerable until the bunker is destroyed.

-Thrusters (W) -- Increases Dropship movement speed by 15%

-Pummel (Mount) -- When in melee range, Goliath's attacks do 150% damage.

Tier Six Talents

-Imposing Presence

-Dominon Might (Q) -- Marines from Drop Pod have increased health and damage for 5 seconds after they land. Drop Pod also spawns a Firebat. Firebats do 300% damage to minions and splash for 50%.

-Industrial Production -- Mengsk's abilities gain two charges. The second charge costs 25% more mana.

-Overclocking (Mount W ability) -- Activate to increase Goliath's attack speed and range by 200% for 4 seconds. Goliath cannot move while this ability is active.

Storm Talents

-Storm Shield

-Bolt of the Storm

-Relic Optimization (R1) -- Xel'Naga Relic always hits with max power

-Kamikaze (R2) -- Target of At Any Cost has a 75% reduced death timer if they die with the ability on them. Explosion damage increased by 50%.

-Battlefield Presence (Passive) -- Mengsk periodically spawns Marines. Every third spawn, a Firebat is spawned instead.

Conclusion / My Thoughts

When making this hero concept, I really wanted to create a hero with two different play styles combined into one. In this case, you have direct damage potential with Mengsk's Goliath, as well as push and support potential with his other abilities. I liked the idea of having Mengsk come out of his Goliath, but he didn't seem like a frontline fighter to me, so I devised the idea of having more ability usage outside of his Goliath. In my mind, Mengsk would have a moderate mana pool with respectable regeneration, so using abilities inside of his Goliath would be acceptable, but they could be used much more and would be more mana efficient if he was on foot. I also decided to make dropship (probably an ability that would require a lot of balancing and testing) only usable outside of his Goliath.

When coming up with talents and abilities for Mengsk, I tried to emulate the character in them. I wanted to represent how Mengsk is quite selfish and is happy to harm his allies to achieve victory.
