Arcturus Mengsk

Emperor of the Terran Dominion

Mengsk is ranged specialist who brings lot of tactical andvantages to his team and can convince enemies to join his side. Mengsk himself deals only low damage so he needs his summons to be effective. He also has acces to some support abilitie allowing him to reinforce his team in different ways.

Combat Trait

Revolution (D)
At 1000 Silent Supporters Mengsk can activate this ability to instantly change all enemy minions in vision of his team to his marines.
Mengsk recieve Silent Supporters for:
-killing enemy minions +2
-killing enemy heroes +10
-completeing map objective +20
-capturing mercenary camp +10
-destroying fort/keep +30
-destroying secondary buildings(gate, gate towers, healing fountain) +5
-killing enemy mercenaries(in lane) +3
-capturing boss + 15
-killing enemy boss +10

Mengsk loses Silent Supporters when:
-dying -10
-ally hero dying -5
-losing fort/keep -20
-enemy completeing map objective -10

Has 120 seconds cooldown.

Primary Abilities

Hidden weapon (Q)
Cooldown: 8 seconds
Range: 6
Mana: 60

Skillshot
Place bomb on targeted enemy, within next 5 seconds reactivate the ability to detonate. Explosion deals moderate damage to nearby enemies and the target. Cooldown starts after detonation.
Only the targeted enemy sees that he is affected.

Assasination (W)
Cooldown: 20 seconds
Range: 4.5
Mana: 80

Point and click ability
Summon two cloaked ghosts to attack targeted enemy. Ghosts uncloak themselves when attacking. Ghost´s attacks can be blocked by other enemies on the path to target. Ghosts last 6 seconds.

Cooldown: 16 seconds
Range: 5
Mana: 75

Point and click ability
Transform targeted enemy minion to Marine. Marines follow Mengsk and don't have maximum duration. Mengsk can only have 4 Marines following him. Any additional Marines will automatically push nearest lane.

Secondary Abilities

Eyes in the skies
Cooldown: 45 seconds

Reveal area of the map for 5 seconds. Stores up to 3 charges.

Calldown: MULE
Cooldown: 60 seconds

Activate to calldown a Mule that repairs Structures, one at a time, near target point for 40 seconds, healing for 100 Health every 1 second.

Healing drone
Cooldown: 30 seconds

Deploy Healing drone that heals target for 45 health per second. Lasts 8 seconds. Stores 2 charges.

Public enemy
Cooldown: 60 seconds

Mark enemy hero and reduced their armor by 15. Basic attacks against marked hero give +1 Silent Supporters. If the hero is killed while marked, gives double the normal hero kill reward.(+ 20 Silent Supporters) Mark lasts 20 seconds.

Noble sacrifice
Cooldown: 0 seconds

Activate when dead to decrease Mengsk's death timer by 1 second at cost of 5 Silent Supporters.

Heroic Abilities

Insurance policy (R1)
Cooldown: 65 seconds
Range: 5.5
Mana: 100

Large AoE (Aproximately Mosh Pit area)
After 0.5 second deploy Xel'naga artifact. After another 1 second artifact launches wave of energy that roots enemy heroes for 2.5 seconds and slows them for another 3 seconds. Also deals low damage.

Air Support (R2)
Cooldown: 50 seconds
Range: 5.5
Mana: 80

Large AoE (Like Phoenix from Kael'thas)
Liberator deals strong single target damage. Can be repositioned, when reactivating the ability. Lasts 10 seconds.

Talent tree

Level 1


Combat shields: Marines gain more health and 5 armor

Extermination(Quest):Kill heroes with ASSASINATION (W) or within 4 seconds after it's end. Every kill increase damage of Ghost shots. After killing 10 heroes ghosts last additional 2 seconds.

Rallying presence: Allies surrounding Mengsk gain 2 health and 1 mana per second. Increase this bonus by 1 health and 0.5 mana for every 100 silent supporters.


Bombs away(Quest): Heroes hit by HIDDEN WEAPON (Q) AoE increase it's damage. Reward: After 20 hits it's cooldown is reduced by 1 second for every enemy hero hit.

Level 4


Laser Targeting System: Increase attack and vision range of Mengsk and his Marines by 1.

Cluster bomb: HIDDEN WEAPON (Q) now slows enemy hits by 20% for 3 seconds.

Artifact hunt(Quest): Regeneration globes give double health and mana. Reward: Every 10 globes increase Mengsk's spell power by 1%. Max 5%.

Pinning shot: Ghost's attacks slow enemies by 5% for 2 seconds, stack up to 6 times.

HEALING DRONE: Active ability(Describtion in abilities section)

1-1 Upgrades: Mengsk and all his summon gain + 5% damage and health.

AIR SUPPORT (R2): Heroic ability(Describtion in abilities section)

Level 13


Better deal: CONVINCING SPEECH (E) can now be used to transform captured enemy mercernary to your side. If CONVINCING SPEECH (E) is used this way it's cooldown is doubled.

Unquestioning loyalty: Each Marine guarding Mengsk now recives 2% of damage instead of Mengsk. Also Mengsk now revive with 2 Marines.

Public enemy:Active ability(Describtion in abilities section)

We've been never here:Ghosts now stays permanently cloaked.

Dominion arsenal:HIDDEN WEAPON (Q) now has 2 charges.

Level 16


Noble sacrifice:Active ability(Describtion in abilities section)

Weapon of terror: HIDDEN WEAPON (Q) reduces armor of enemies hit by 10.

StimpackIncrease attack speed of Mengsk and his Marine by 20%.

Motivating presence: Allies surrounding Mengsk gain 1% increased damage and spell power. Increase this bonus by 1% for every 100 silent supporters.

Covert ops:Cooldown of ASSASINATION (W) is permanently reduce by 2 seconds a is further reduced by 1 second every time Ghosts hit the ttargeted hero. Mana cost is reduced to 60 mana.

Level 20


Elite guard: Mengsk can now have up to 6 Marines as his bodyguard. Marines also have increased damage and health.

Defense measures:Energy wave from Xel'naga artifact now also gives shield to nearby allies.

Advanced ballistics: Increase AoE and damage of AIR SUPPORT (R2) by 15%.

At all costs:Reduce Mengsk's cooldowns by 0.5 seconds when nearby nearby non-heroes die and 3 seconds when nearby heroes die.

Or see it burn to ashes around me:When Mengsk dies a Nuke is launched to his last location. Impacts after 3 seconds and deals heavy damage.

Creator's notes

I didn't ad damage or health numbers because I don't have any way to test this. Any feedback or suggestions are welcomed.
Mengsk recieves Silent Supporters from minions and mercs even when only his Marines are in range. Forts, objectives and takedowns works globally.

I made minor update: Added some ways to get Silent Supporters.

Dude,I read this concept of hero and you know what - I like it. He looks like a real specialist - hero dmg, push, supporting, this talents tree.

I would like to play him on hots.

Looks interesting, but you gotta polish this concept a bit. Almost half of all icons won't load, level 16 talents are missing and level 20 has only one (maybe that is intentional?). Also it says that he is an assassin, yet it is obvious he is a specialist (also written in his description). Finish and work on aesthetics of the concept and it will be great.
The coolest part is the trait no doubt!

Thanks very much for the feedback. The talent tree isn't fully finished yet, but I definitely plan on adding them. As for the icons I see them just fine. And you are right he is specialist, I will fix that ASAP.

Now it looks awesome! Good job. You did justice to this character. If he is ever introduced to HotS, I think his kit would be something like this.
