Lord of Lies

Stats:
     Health: 770 (+170 per level)
     Health Regen: 1.61 (+0.35 per level)  
     Mana: 500 (+10 per level)
     Mana Regen: 3 (+0.1 per level)
     Attack Speed: 1.25    
     Damage: 37 (+9 per level)

Belial is a specialist hero that can help pushing lanes converting enemy minions and killing the remaining ones. His trait allow him to move in the map hidden but it must be used properly or you'll be discovered by enemies. Many of his abilities had to be used in the right way because they didn't work direclty on enemy characters, but instead on enemy players, deceiving them. I choose to leave a way for the opponents to discover those illusions and to reward smart players, but if the smartest is the Belial player you can do anything with this hero. He can easily become a lane pusher swarming his Snake Warriors around the map, an hidden assassin trying to hide in enemy lines and then stabbing them in the back. The main job of this character is to bother the opponent team, teleporting around the map, hide in smart places and destroy their structures whitout them knowing. 

Combat Trait

Illusion
Activate  to morph into a selected minion or mercenary. You can move while morphed and use basic attacks at morphed form speed. Using abilities or receiving damage will break the morph. Belial will appear in the minimap as a normal minion or mercenary when morphed. The target can be chosen from far distance (approssimatively half map lenght).

Primary Abilities

Cone of Fire
Mana: 20.
Cooldown: 10 seconds.
Belial will cast a cone of flames in front of him, dealing 39 (+9 per level) damage. Damage doubled against minions.

Snake Inside
Mana: 30.
Cooldown: 5 seconds.
Deal 50 (+12 per level) damage to an enemy minion. If the minion die shortly after this damage, it will revert into a snake minion under control of Belial team. Snake Minions are exactly as a normal minion and push lanes as usual, only his skin changes.

False One
Mana: 75.
Cooldown: 20 seconds.
Create a decoy and become invisibile for 5 seconds. Attacks agains Belial while cloaked don't reveal him, but deal normal damage. Other revealing abilities works as usual.

Secondary Abilities

Slam
Cooldown: 3 seconds.
Belial slam an area near him, dealing 45 (+15 per level) damage, and stunning for 0.5 seconds enemies caught in it.

Giant Cone of Fire
Cooldown: 8 seconds.
Belial will breath a cone of fire for 3 seconds, and he can be turned to move the cone around him. The cone deal 50 (+12 per level) damage per second to all enemies caugt within it.

Meteor Rain
Cooldown: 5 seconds.
Belial will randomly eject  10 meteor shots from his back, dealing damage in an area around him, but each meteor will strike at random. Each meteor deal 20 (+8 per level) damage.

Heroic Abilities

True Form
Mana: 100.
Cooldown: 90 seconds.
Belial turn into his true form for 15 seconds, becoming unstoppable and receiving 50% less damage from all sources and dealing 50% more damage with his basic attacks, but he can't move in this form. Belial obtain new abilities while in his true form.

Lie
Mana: 70.
Cooldown: 60 seconds.
You take the appereance of target allied hero. You revert to your normal form when your health points go down 50% of your maximum amount. You can still use your skills, but other movements, animation and basic Attacks will looks like the hero you've choose.

Special Mount

Secret Revealed
Cooldown: 30 seconds.
Belial can't use mounts. Instead, he can target an allied minion, sacrificing it to teleport in place of him after a channeling of 1.5 seconds, acting like he's bursting out of him.

Level 1 Talents

Demolitionist: Basic Attacks against Structures destroy 1 ammo and deal an additional 10% damage.
Regeneration Master: Collecting Regeneration Globes permanently increases Health Regeneration by 1.5 per second.
Bribe: Kill enemy Minions and capture Mercenaries to gain stacks of Bribe. Use 20 stacks to bribe target Mercenary, instantly defeating them. Does not work on Bosses.
Demonic Fire: Cone of Fire deal additional 15 (+3 per level) damage over 3 seconds.

Level 4 Talents

Snake Power: Increase the damage dealt by Snake Minions by 20%. Reduce Snake Inside cost by 10 mana.
Demolishing Fire: Cone of Fire deal double damage against structures and mercenaries.
Mercenary Lord: Non-Boss Mercenaries near your hero deal 50% more damage. Reduces damage taken from Minions and Mercenaries by 50%.
Fire Inside: Basic attacks deal an additional 18 (+3 per level) damage over 3 seconds.

Level 7 Talents

The Secret's a Lie: When you teleport using Secret Revealed, sacrificed minion will resurrect as a Snake Minion under Belial team control.
First Aid: Activate to heal 35.49% of your max Health over 6 seconds.
Illusive One: Attacks against the decoy of False One will heal you for 10% of the damage taken by it.
Sneak Attack: Basic attacks against structures and minions while under Illusion morph will deal an additional 20% damage.

Level 10 Talents

Level 13 Talents

Snake Generals: Snake Minions empowers nearby allied minions, giving them an additional 20% damage dealt. That will stack with Snake Power talent, but will not stack with itself.
More Illusions: Add another decoy to False One.
Greater Illusion: Belial can morph into an hero with Illusion, appearing as him in the minimap. His name will appear blue to enemies if he's morphing one of their teammates and Area of Effect damage and skill shots can hit him and instant reveal him as Belial, but it can't be targeted by regular Attacks and skills that choose a specified target.
False Property: Add a skill that can be used on a mercenary camp to hide his actual property in the minimap. The camp appear to enemies as if it was taken by them, actually keeping them at distance (no one go often to an owned camp). The countdown can still be seen.

Level 16 Talents

Snake Chain: Minions killed by Snake Minions became Snake Minions under control of Belial's team.
Stoneskin: Activate to gain 30% of your maximum Health as a Shield for 5 seconds.
Betrayer: Basic attacks dealt to enemy heroes while morphed as one of his teammates or friendly minions will deal 100% more damage.
Fire of Hell: Cone of fire mana cost and cooldown are halved.

Level 20 Talents

Snake Army: Activate to turn all allied minions on the battlefield into Snake Minions. Cooldown 180 seconds.
Bolt of the Storm: Activate to teleport to a nearby location. Cooldown 70 seconds.
Arena of Lies (True Form Power-Up): When Belial activate True Form, around him will be created an impassable circular wall.
Mass Lie (Lie Power-Up): All of your teammates will take the form of the selected hero, and the form is reverted when they have less than 25% of their maximum health.

I generally like the concept I linked as it feels more like belial, especially if taken in the direction I suggested on the concept.

interesting concept, like an abathur but with more presence on the battlefield... When I create this belial i thought make it invisible with his trait it would have been too "easy"... thinking about different ways to make it a master of illusion, and deceive opponents... but i don't rembember Belial use mind control, but it simply replaces enemies with his minions of with himself, so i feel the second heroic you suggested is a bit too inappropriate for him... good work anyway :)

I guess I wasn't understood. That isn't my concept but I commented on it to improve it. I also didn't like the mind control and instead suggested it become the opposite of Abathur's in that you would copy and become an enemy hero not an allied one. My comment is the last and probably the longest.

Invisible I don't think is too easy though. There are many ways of revealing and seeing stealthed units. Also without the hero being able to deal that much damage it would just need to be countered not really fought.

The Belial i've in mind is primarly a pusher that can become an assassin with a good choice of talents. Hide in a wave of creeps can help you reach enemy Towers without risk, and tp can be used on wave of creeps bursting out of your base, keeping you safe if you're been discovered. Like Brightwing tp, or Falstad jump, using it to reach advanced lanes can be Dangerous, so a smart Belial can move as a normal creep, and keeping the tp to save him. As Belial you should wait for the right moment to attack, just like Nova/Zeratul, but instead of attacking heroes you destroy keeps. It basically an Azmodan (for the minion spawn) plus the tp Zagara can have from the Nest Ultimate. He can boost a lane with snakes but attack hidden in another lane, to disorient enemy team.

Lie is supposed to be strong at 20, when in team fights if everyone became your tank, enemies don't know who to focus. I know at lvl 10 can be a little ****ty, but i hoped comments will help me improve it. If you think the lenght is too short i can increase it. And last but not least, i'm creating an hero based on an existent Diablo character, and i can't simply add a skill that he don't actually use. In the game he primarly hide himself and Others in different forms, so i thought it was a good choice for his ultimate.

A stealth Hero that works by misidrection and deception rather than concealement is an interesting idea. Unfortunately, it doesn't seem like Belial has a lot to DO with it. Since lane minions work in such predictable ways, you can't really hide as a lane minion -- the moment you DO anything, you're revealed to anyone looking. And since he can erupt out of a lane minion anyway, why bother hiding as one? And when he gets somewhere... he kills minions. He has a cone AOE which kills minions, a direct damage that kills and converts a minion, and an escape. The consequences for not realizing that something was Belial in disguise seem awfully low. He should make the opponent go "Oh no, that was Belial all along!" and make it a really negative thing that they failed to realize it.

Plus, "Lie" is the worst ultimate I have ever seen. Even if it isn't just "appearance" and it's actual abilities, it's half the duration of Ultimate Evolution without the stat bonuses.

No, his trait cannot work on bosses, only normal lane minions and siege/combat mercenaries, but included modified ones from Diablo's themed maps, such as goat lancers. I don't know if make it possible to morph into heroes minions, such as Azmodan's demons.

This is truly interesting, i'll consider it :)

I was very undecided about this, i want a talent like this but it's difficult to make it. I think AOEs and skillshots will reveal him, just like stealthed heroes, but just like them, it can't be targeted by auto-Attacks, unless enemy heroes activate skills like clearvoyance or tassadar trait.

Can his trait work on bosses, and will he have the same map marker when he does clone the boss, (I mean, same minimap marker as the boss).

Will you make him have a talent that he can make one camp appear as capped, while it is not TRULY capped?

With "Greater Illusion", can the enemies target him with abilities or auto attacks, and if he does take either AOE damage from them, or ability/auto attack damage, will he instantly get revealed?
