Belial, the Lord of Lies, is one of the Lesser Evils. It was he who convinced Azmodan to help him overthrow the Prime Evils and take over Hell for themselves. He later found himself in disagreement with Azmodan and they fought each other, but later worked together to prepare an invasion of Sanctuary. Belial posessed influential people in the hopes of manipulating the mortals to his designs but ultimately his plans were thwarted and he was slain by the Nephalem. A demon never truly dies, however, and the Lord of Lies has many plans that have yet to unfold.
Belial is a peculiar support, with limited direct healing but many ways of helping out in roundabout ways. The mindgames and confusion he can spread among enemies is his real strength. The unpredictability he could bring into a match would breathe whole new life into the game. As a standard support his healing output is slower-paced AoE healing, but he can also provide conditional single-target healing, and that's not factoring in the possible damage mitigation by simply confusing the enemy. His overall kit works best with high-threat heroes on the team, but he can work as a second support in many other compositions. As for his potency as a standard hero, his basic attacks are melee and he has an okay health pool, so he's not a fantastic assassin.
The biggest selling point of Belial is his trait,
Deception, which has two factors. The first is that the enemy can't see what your health is at, because it's obscured by a demonic visual effect. This means that if he's at low health, full health, the enemy never knows. He can press the attack at 1hp and the enemy won't know to focus him. It's an extremely strong tool that a skilled player can make good use of, but enemy skilled players might be able to guess what your health is at, or simply burst you down regardless. Luckily your allies and yourself can see how much health you have so they can protect you if necessary. The second aspect is the active component, which lets you disguise yourself as an allied hero, down to their equipped skin and nametag, allowing for some cunning uses. Consider cloning an ETC and moving forwards, pushing the enemy back for fear of Mosh Pit. Damage and disables will not break the facade, however if you actually take lethal damage you will still die.
Pestilence is a point-blank ranged attack with okay range, but it's not a poking ability, in fact it's more defensive than otherwise since it deals no damage if they're out of range. The healing is okay, it's cheap and spammable, but both the damage and healing can be outrun encouraging you to stay at close proximity.
Voice of Lies convinces enemies to stay in your range so you can hit them, and since it has more range than your basic attacks giving the enemy an annoying little DoT might convince them to stay in range. When they stay in range is when they get hit by a decently strong attack speed slow, which can help you stay alive longer up close and personal, but it's less problematic than the damage. Lastly,
Soul Pact is a very powerful buff to a target ally, granting them a small amount of damage and essentially 9% lifesteal on all damage dealt at the cost of slightly increased damage taken, allowing for a large amount of burst healing on a strong damage dealer. It can be cancelled on a whim if you fear they might take damage, but still, try not to kill your teammates.
Deal with the Devil is quite versatile and provides lots of denial, with a shield that isn't too large, but if broken deals damage and weakens enemies all around. It's quite potent against bursty comps and can be used at nearly any time, but can be countered in the same way as Divine Palm in coordinated teams. Still, a shield is always welcome. Meanwhile
Manifesto is more subtle with its usage. You infiltrate an enemy hero, becoming unable to be removed except by allies of the hero and freely cast spells from their position, after which you jump out and away. This provides a remarkable level of defense and mobility, and can be amazing in tandem with a dive composition. Be warned that the target's allies can remove you from the host by hitting the avatar above the host's head, and be very wary of mobile heroes who can put you out of position.
