Level 1|Tier 1
(!)??? - Quest: Gather Regeneration Globes to increase mana regeneration.
Quest: Gathering a regen globe grants Belial 0.1 mana per second, doubled when he cannot be seen by the enemy team, and capping at 2 Mana/second. Belial may collect regen globes through actively controlled Deceivers to gain progress towards this quest.
Reward: After gathering 20 regen globes, Belial also gains increased health per second equal to 1000%(10x) of the increased mana per second.
Simple Trickery - Deceivers deal low damage to enemies when taking damage.
Whenever an enemy hero deals damage to a Deceiver clone, they take 15 damage.
Duplication - Veiled Sentinels lower the cooldown of Infiltrator.
Whenever a Veiled Sentinel deals damage to an enemy hero, the cooldown of Belial's Infiltrator is reduced by 1 second.
Level 4|Tier 2
Massive Swarm - Obscuring Swarm grows as it deals damage.
Every time an Obscuring Swarm deals damage to an enemy hero, that Swarm's radius increases by 0.125, up to 1.5 additional radius.
Regenerative Cloak - Obscure heals heroes under its effects.
While under the effects of Obscure, Belial, his Deceivers, and allied heroes heal for 50 health per second.
Cunning Recruitment - Active: Have Deceivers take damage and kill minions to bribe a mercenary.

Level 7|Tier 3
Deceitful Momentum - Belial's and Deceivers' auto attacks reduce certain ability cooldowns.
Whenever Belial or one of his Deceivers auto attacks, Belial's and his Deceivers' Obscuring Swarm cooldowns are reduced by 0.25 seconds, Belial's and his Deceivers' Obscure cooldowns are reduced by 0.5 seconds, and Belial's Lord of Lies' active cooldown is reduced by 0.3 seconds.
Plaguing Swarm - Obscuring Swarm deals additional damage over time.
Every tick of damage from Obscuring Swarm applies a DoT effect for 25% of that damage over 3 seconds. This DoT stacks indefinitely.
Deceptive Sentinels - Deceivers killed by enemies spawn Veiled Sentinels
Whenever an enemy hero kills a Deceiver, an invisible Veiled Sentinel spawns from that Deceiver, initially fixated on the enemy hero that killed said Deceiver.
Level 10|Tier 4
Perfect Mask - Take the form of an allied hero, obscuring their health and mana.

"True" Form - Pull enemies into a devastating mental arena.

Level 13|Tier 5
Hidden Strike - Active: Turn allied Mercenaries invisible.

Two-Faced - Active: Swap places with a Deceiver.

Falsified Death - Active: Fake your death, entering a temporary Stasis.

Level 16|Tier 6
Vessel of Lies - Deceivers have increased health and damage, may be spawned at any time.
Deceivers gain an additional 25% of your damage(50% total) and 50% of your health(75% total). Additionally, they may be summoned even while Belial is in enemy sight range.
Serpentine Grace - Veiled Sentinels are invulnerable while invisible.
Veiled Sentinels are now Invulnerable while they are invisible.
Veiled Strike - Obscured heroes deal additional damage when striking from Obscure.
When Belial or an allied hero deal damage from Obscure, they deal an additional 50%(abilities)/100%(basic attacks) damage with that attack.
Level 20|Tier 7
True Duplicity - Perfect Mask applies to all allies.
Upon Belial finishing the cast of Perfect Mask, all other allied heroes also enter into a Perfect Mask state of the targeted ally. While Altered Perception is toggled to Active, non-targeted allies will instead swap places with one another, but cannot switch places with Belial or his target.
Distorted Reality - "True" Form spawns Deceivers of allies.
When "True" Form triggers, Belial also spawns a Deceiver clone of each Allied Hero that was within range, acting at the same Adept level of AI. These Deceivers benefit from all of Belial's Deceiver talents, but their damage is also halved with Belial's when "True" Form runs out.
Absolute Deception - Belial may spawn Deceivers of allied heroes.
Belial's Lord of Lies active effect now can create Deceivers of Belial's allied heroes. Selecting a hero is now done through the use of a ping-wheel, with Belial in the center(In the case of the Vikings, their outer 4th of the circle is divided into 3 segments). Any effect specifying a Deceiver taking a certain value of Belial's stats takes the specified stats from the targeted ally instead. Deceivers also gain the benefits of the selected allies' talents, and have whatever progress that hero has towards their quests.
Veiled Presence - Obscured Relocation may be cast from Obscure, cooldown reduced.
Shrouded Movements' cooldown is reduced by 25 seconds. Additionally, it may now be cast without breaking Obscure, but its cooldown is increased by 15 seconds when cast this way.
