Belial, the Lord of Lies, is a cunning Ranged Specialist that plays with the minds of his foes, shrouding what they know, and always seeming to be everywhere, yet nowhere.

Active; How to confuse an enemy team 101
While outside of enemy vision range, Belial may spawn an illusory Deceiver of himself anywhere the opposing team has no vision. This decoy deals 100% of Belial's damage to minions, while dealing 25% to heroes, and only has 25% of his life. While a Deceiver is active and not under Belial's direct manipulation, it will act as an Adept level AI with a preference towards laning. While Belial is directly controlling a Deceiver, it soaks 100% of experience, but otherwise, soaks 50% of experience. Deceivers will never cast Infiltrator unless under Belial's control. Deceivers gain the effects of non-heroic talents.

Cooldown(Spawn Deceiver) - 30 seconds.
Cost - Nothing.

Primary Abilities

[Q] - Obscuring Swarm
Active; It's pretty much a Graves Smokescreen, for you League players/knowers
Belial causes a heavy swarm of flies to coalesce at the target location over 0.75 seconds, that lasts for a total of 4 seconds. Enemies within the Obscuring Swarm take 30 damage every 0.25 seconds, and have their field of vision lowered to 2.5, with a total loss of Allied Vision.

Radius - 2.25.
Cast Range - 6.5. Requires the center of the AoE to be within the Cast Range only.
Cooldown - 8 seconds.
Cost - 30 Mana.

[W] - Infiltrator
Active; Miniature stealth heroes everywhere!
Belial secretly marks a target non-caster minion, and if its an enemy minion, it suddenly switches sides to Belial's team(not so secret then, but). Melee/Ranged Minions become Veiled Sentinels. While hidden among the minion wave, they have the normal stats of that minion except for its health, which is always replaced. Veiled Sentinels have unique AI, detailed below.

Veiled Sentinel

Health Regeneration - 10/s(while invisible or in the guise of a minion)

Attack Damage - 65
Attack Speed - 1.4

Veiled Sentinels move at 120% speed.
Veiled Sentinels have 50 Armor while Invisible or while in the guise of a Minion.
When a Veiled Sentinel takes Heroic damage, or walks into range of a Fort/Keep/The Core, it will reveal itself, doing one of two things based on the trigger;
Upon taking Heroic Damage, it locks on to them as a target. If it is more than range 3 from its target, it will enter a much harder to see invisibility that breaks when it takes damage, and will attempt to position around the back of its target before attacking them. When breaking invisibility through its own attack, the attack that breaks invisibility deals 100% bonus damage. After 3 seconds, it will attempt to back off to more than range 3 once more to re-enter its invisibility, but if it does not succeed within 3 seconds, it will instead attack the enemy hero once more. If it cannot see a hero for 3 seconds, it will instead move to the nearest allied minion wave, turning invisible and following behind the archer minions. The first time it sees a hero while in this state, it will lock on them as a target, as above.
Upon entering Fort/Keep/Core range, it simply turns invisible and backs away from these structures, remaining just outside of their range. Veiled Sentinels will not pursue heroes under these ranges, and will instead back away and turn invisible, instead waiting until the fort is destroyed or the hero leaves its range. While invisible, Veiled Sentinels wander around constantly, so as to increase the odds of not getting hit by stray attacks.

When a Veiled Sentinel dies, Belial gains 100% of the experience that minion would have given, globally. Converted enemy minions give the enemy team 0 experience, while converted allied minions give 100% experience to the enemy as well.

Cast Range - 5.5.
Cooldown - 12 seconds.
Cost - 60 Mana.

[E] - Obscure
Active; Whooosh
Belial turns himself or a target allied hero invisible for up to 8 seconds. For the first second, the stealth is unbreakable and total. If Belial turns himself invisible, he may activate [D] - Lord of Lies to spawn his Deceiver at his position, and can control his Deceivers without breaking his invisibility. When a hero stealthed by Obscure loses their stealth, their health bar is Shrouded from the enemy team for 3 seconds, hiding it from them. Casting Obscure on an Obscured target adds the new Obscure's duration to the old one, but does not add an additional second of Unbreakable stealth. Deceivers' Obscures have halved duration.

Cast Range - 4.5
Cooldown - 15 seconds.
Cost - 60 Mana.

[1] - Manipulator
Active; Mindgames.
Belial takes control of target Deceiver, switching his abilities for their own. Belial's Deceivers have separate cooldowns from Belial himself. While in control of a Deceiver, reactivating Manipulator causes Belial to regain control of himself. While controlling a Deceiver, Belial remains where he was casting the ability, vulnerable.

Cooldown - 5 seconds after cancelling.
Cost - None. Casting a Deceiver's ability while in control drains 10 Mana from Belial.

Secondary Abilities

[4] - [2] - Cunning Recruitment
Active; Bribe, but sneaky
Gain stacks of Bribe every time an allied minion dies nearby Belial or a Deceiver he is in direct control of. Gain 5 stacks of Bribe whenever a Deceiver is hit with an enemy ability. Spend 25 stacks to instantly defeat target non-boss non-support-camp mercenary. If you defeat a Mercenary Camp with only Cunning Recruitment, spawn a special Veiled Sentinel that follows it, and reduce the respawn timer of that camp by 25%.

Veiled Sentinels spawned from Manipulation have 25 armor while revealed, and have 50% increased health.
While this Veiled Sentinel is invisible, allied Mercenaries nearby it deal 25% increased damage. While it is visible, they gain 25 armor.
Veiled Sentinels spawned by Cunning Recruitment do not naturally aggro onto Heroes, but instead aggro onto heroes when the Mercenary Camp they are attached to is attacked by an enemy hero.

Maximum Bribe Stacks - 100.

[13] - [4] - Hidden Strike
Active; spoopy
Belial marks a non-Boss Mercenary Camp or its capture circle before it is actually captured; If Belial's team captures the Mercenary Camp within 30 seconds, no notification is given to the enemy team, and any captured Mercenaries are rendered invisible until they come within range 8 of an enemy structure.

Cooldown - 30 seconds.

[13] - [4] - Two-Faced
Passive; Is this the real Belial or not?
Belial's Obscuring Swarm deals 100% more damage(50% of normal damage total) and Belial's Obscure lasts for 100% longer(normal duration) when either are cast while Belial is in direct control of a Deceiver decoy.

Active; Fairly hard to tell, now.
Belial switches places with target Deceiver. If cast while in direct control of a Deceiver, Belial switches place with that Deceiver specifically, and instantly regains control of himself.

Cooldown - 60 seconds.

[13] - [4] - Falsified Death
Active; "Reports of my death have been greatly exaggerated."
Activate to place Belial in stasis for up to 3 seconds. Upon activation, Belial's opponents receive a notification for Belial being slain by whatever was the last thing to damage him; Heroes, minions, mercenaries, etc. Upon seeing the actual Belial, his Death Timer vanishes, no matter what it was at. Falsified Death may be activated while in control of a Deceiver, putting normal Belial in Stasis but allowing him to continue controlling his Deceiver. Upon exiting Stasis, Belial is granted a free untalented Obscure. Reactivate to cancel the stasis early.

Cooldown - 60 seconds.

Heroic Abilities

[R] - Perfect Mask
Active; but why are there two cho'galls
Belial channels for 1 second, before becoming a copy of any allied hero on the map for up to 15 seconds. Belial's basic abilities and trait are replaced with talented and, in the case of mana using heroes, cost-less versions of those of his allies, but they deal 25% less damage/healing, and Belial's 1-3 keys become Belial's basic abilities. Belial also gains all passive talents his target has. Activating one of Belial's basic abilities breaks Perfect Mask early. While Belial is inside of his Perfect Mask, both his and his targeted ally's health and resource bars are Shrouded.
Passive - Gain the [2] slot ability: "Altered Perception".

(On Death traits will not trigger for Belial.)

Cooldown - 90 seconds. Cooldown is reduced by 2 seconds for every second remaining on Perfect Mask when Belial breaks it early.
Cost - 100 Mana.

[10] - [3] - Altered Perception
Toggle-Able Active; Could really use a better name...
Upon the channel of Perfect Mask finishing, while Altered Perception is active, Belial and his target instantly swap places. Only functions so long as Belial's target is within Range 10.

Toggle Cooldown - 0.5 seconds.
Cost - None.

[R] - "True" Form
Active; My interpretation of his Boss Fight
Belial channels for 1 second before dragging all enemy heroes within a certain radius around him into a mental arena. Heroes outside of this arena view all heroes inside, including Belial, as if they were in Stasis. While in this arena, Belial morphs into his "True" form from the Diablo 3 boss fight, his health increasing by 50%(150% total), his basic abilities being replaced, his basic attack being disabled, becoming Unstoppable and gaining 25 Armor. These effects last for 10 seconds, after which, all enemy heroes caught inside take 50% of the damage dealt to them by Belial in the arena instantly, while Belial's health is set to the same percentage as the True Form's health, but has a minimum health of 200(scaling). Enemy heroes in the arena cannot die, however, if Belial is dealt lethal damage, the effect ends early, with Belial's health set to 200(scaling) as above.

Visually, the arena shows the rest of the map breaking away, being replaced by the same effect seen in Belial's boss fight. All walls and structures that would be part of the arena also break away, leaving more flat terrain for enemies to maneuver on.

If Belial hits no enemy heroes with this heroic ability, it does not trigger, 40 seconds of its cooldown are refunded, and 60 Mana is refunded.

Belial may reactivate "True" Form to cancel it early. Cancelling "True" Form in this way grants Belial an untalented Obscure upon its end.

Arena Area - 6.5.
Cooldown - 120 seconds.
Cost - 120 Mana.

[R-Q] - Slam
Active; Smashing.
"True Form" Belial slams the target area within his arena after a 0.75 second delay, dealing 260 damage to anyone hit. Belial may recast Slam up to two more times within 1 second of the previous cast to slam again, with 20% then 40% increased radius and damage.

Radius - 2.
Cooldown - 3.5 seconds. Starts after either the 3rd slam or not recasting fast enough.
Cost - None.

[R-W] - Meteor
Active; Crushing.
"True Form" Belial calls forth a meteor from the sky, crackling with lightning, to the target location. It lands after a 0.75 second delay, dealing 140 damage to all enemies hit. All of Meteor's charges have their cooldowns tracked separately. Can be cast while using Slam or Breath.

Charges - 5.
Radius - 1.5.
Cooldown - 3 seconds. Each specific meteor's cooldown starts when it is cast, and they may all be recharging simultaneously.
Cost - None.

[R-E] - Breath
Toggle-Able Active; Electrifying.
"True Form" Belial unleashes a cone of Lightning Breath that reaches to the end of the arena, dealing 80 damage per second to enemies in its radius. Breath turns about 30% faster than Diablo's Lightning Breath. Breath lasts until cancelled, or until you cast Slam, interrupting Breath.

Cone Area - 75°
Toggle Cooldown - 0.5 seconds.
Cost - None.

Special Mount

[Z] - Shrouded Movements
Active; Never Sure Where Belial Is
While not within enemy vision range, Belial may channel for 1.25 seconds to teleport to any location the opposing team cannot see. Cannot be cast from Obscure, to prevent instant cancelling in the middle of the enemy team when it instantly breaks Obscure.

Cooldown - 50 seconds.
Cost - None.

Talents

Level 1|Tier 1
(!)??? - Quest: Gather Regeneration Globes to increase mana regeneration.
Quest: Gathering a regen globe grants Belial 0.1 mana per second, doubled when he cannot be seen by the enemy team, and capping at 2 Mana/second. Belial may collect regen globes through actively controlled Deceivers to gain progress towards this quest.
Reward: After gathering 20 regen globes, Belial also gains increased health per second equal to 1000%(10x) of the increased mana per second.

Simple Trickery - Deceivers deal low damage to enemies when taking damage.
Whenever an enemy hero deals damage to a Deceiver clone, they take 15 damage.


Duplication - Veiled Sentinels lower the cooldown of Infiltrator.
Whenever a Veiled Sentinel deals damage to an enemy hero, the cooldown of Belial's Infiltrator is reduced by 1 second.



Level 4|Tier 2
Massive Swarm - Obscuring Swarm grows as it deals damage.
Every time an Obscuring Swarm deals damage to an enemy hero, that Swarm's radius increases by 0.125, up to 1.5 additional radius.


Regenerative Cloak - Obscure heals heroes under its effects.
While under the effects of Obscure, Belial, his Deceivers, and allied heroes heal for 50 health per second.


Cunning Recruitment - Active: Have Deceivers take damage and kill minions to bribe a mercenary.
See 'Cunnint Recruitment' under Secondary Abilities above.



Level 7|Tier 3
Deceitful Momentum - Belial's and Deceivers' auto attacks reduce certain ability cooldowns.
Whenever Belial or one of his Deceivers auto attacks, Belial's and his Deceivers' Obscuring Swarm cooldowns are reduced by 0.25 seconds, Belial's and his Deceivers' Obscure cooldowns are reduced by 0.5 seconds, and Belial's Lord of Lies' active cooldown is reduced by 0.3 seconds.


Plaguing Swarm - Obscuring Swarm deals additional damage over time.
Every tick of damage from Obscuring Swarm applies a DoT effect for 25% of that damage over 3 seconds. This DoT stacks indefinitely.


Deceptive Sentinels - Deceivers killed by enemies spawn Veiled Sentinels
Whenever an enemy hero kills a Deceiver, an invisible Veiled Sentinel spawns from that Deceiver, initially fixated on the enemy hero that killed said Deceiver.



Level 10|Tier 4
Perfect Mask - Take the form of an allied hero, obscuring their health and mana.
See 'Perfect Mask' under Heroic Abilities above.


"True" Form - Pull enemies into a devastating mental arena.
See '"True" Form' under Heroic Abilities above.



Level 13|Tier 5
Hidden Strike - Active: Turn allied Mercenaries invisible.
See 'Hidden Strike' under Secondary Abilities above.


Two-Faced - Active: Swap places with a Deceiver.
See 'Two-Faced' under Secondary Abilities above.


Falsified Death - Active: Fake your death, entering a temporary Stasis.
See 'Falsified Death' under Secondary Abilities above.



Level 16|Tier 6
Vessel of Lies - Deceivers have increased health and damage, may be spawned at any time.
Deceivers gain an additional 25% of your damage(50% total) and 50% of your health(75% total). Additionally, they may be summoned even while Belial is in enemy sight range.


Serpentine Grace - Veiled Sentinels are invulnerable while invisible.
Veiled Sentinels are now Invulnerable while they are invisible.


Veiled Strike - Obscured heroes deal additional damage when striking from Obscure.
When Belial or an allied hero deal damage from Obscure, they deal an additional 50%(abilities)/100%(basic attacks) damage with that attack.



Level 20|Tier 7
True Duplicity - Perfect Mask applies to all allies.
Upon Belial finishing the cast of Perfect Mask, all other allied heroes also enter into a Perfect Mask state of the targeted ally. While Altered Perception is toggled to Active, non-targeted allies will instead swap places with one another, but cannot switch places with Belial or his target.


Distorted Reality - "True" Form spawns Deceivers of allies.
When "True" Form triggers, Belial also spawns a Deceiver clone of each Allied Hero that was within range, acting at the same Adept level of AI. These Deceivers benefit from all of Belial's Deceiver talents, but their damage is also halved with Belial's when "True" Form runs out.


Absolute Deception - Belial may spawn Deceivers of allied heroes.
Belial's Lord of Lies active effect now can create Deceivers of Belial's allied heroes. Selecting a hero is now done through the use of a ping-wheel, with Belial in the center(In the case of the Vikings, their outer 4th of the circle is divided into 3 segments). Any effect specifying a Deceiver taking a certain value of Belial's stats takes the specified stats from the targeted ally instead. Deceivers also gain the benefits of the selected allies' talents, and have whatever progress that hero has towards their quests.


Veiled Presence - Obscured Relocation may be cast from Obscure, cooldown reduced.
Shrouded Movements' cooldown is reduced by 25 seconds. Additionally, it may now be cast without breaking Obscure, but its cooldown is increased by 15 seconds when cast this way.

Skins

Purifier Belial

Belial re-imagined as a Purifier from StarCraft. Obscuring Swarm/Obscure/True Form abilities gain an Orange Hue, and take on a more energy-esque appearance. Veiled Sentinels become Purifiers designed similarly to normal Veiled Sentinels.

Obscuring Swarm damage decreased to 30 damage per tick(from 35). Range decreased to 2.25(from 2.75).
True Form's health increase more accurately specified to 50% total increase, for 150% total health. Armor in this form reduced to 25(from 50).
Updated Massive Swarm, Two-Faced, and Vessel of Lies with more specific numbers.

Favorite part to me is his Passive Hero Power. The enemy not being able to see that stuff is crazy and I would love to see that
