Belial is a unique hero to design for because he has a memorable boss encounter in D3, but also fills a fairly unique position in Blizzard Lore as a trickster. I didn't want to take misinformation so far that it would be unfair or unfun to the enemy team, so I designed his trait around the idea of being able to lie about his ability usage and remaining mana. Basically, as a long defensive cooldown Belial can swap his health and mana, allowing him to survive if he's a dive target, or more riskily to restore all his missing mana. To accomodate this, I designed him with a much higher mana pool than average, and wildly high mana costs to compensate. Belial's mana bar is not visible to his opponents, meaning that they cannot be sure if he has this defensive tool available.

This is matched by Belial's ability to 'deceive' his enemies. All of his basic abilities can be used as 'Deceit', causing them to appear and behave as normal, but deal no damage and cost no mana. In addition to the ability to create Illusions, this gives Belial a lot of opportunities to play mindgames with opponents.

Combat Trait

Master of Manipulation
Belial is a master of deceit, and can use this to his advantage in combat. His Mana Bar is not visible to his opponents. As part of his trait, he gains the Secondary Ability 'Deceit' which allows him to toggle the 'truth' of his basic abilities. While active his abilities cost no mana and do no damage.

His trait can be activated with [D] to reverse the values of his Health and Mana. This effect is not cosmetic - if Belial has 1500 Mana and 400 Health and uses this ability, he will then have 1500 Health and 400 Mana.

Cooldown: 30 Seconds.

Primary Abilities

Meteor
Belial drops a Meteor from the sky, landing in place after a 1 second delay. Deals 150 damage in a small AOE and leaves behind a zone of fire that continues to deal 30 damage per second to enemies inside for 3 seconds.

Stores 3 Charges with separate Cooldowns.

Cooldown: 10 seconds
Mana Cost: 100 Mana

Poison Breath
Belial breathes poison in a wide arc, dealing 75 damage on contact and an additional 150 damage over 3 seconds

Cooldown: 14 seconds
Mana Cost: 200 mana

Illusion
Belial creates an illusion of a nearby friendly Hero, Mercenary, or Minion. Illusions of Heroes do not use abilities but have their full Auto-Attack damage. Illusions take 100% increased damage from all sources and last until destroyed. When destroyed, the Illusion is replaced by a Snakeman Soldier at its location.

50 damage per second

Cooldown: 16 Seconds
Mana Cost: 200 mana

Secondary Abilities

Deceit
This is a toggle with a 2 second cooldown.

While Active, Belial's abilities cost no mana and deal no damage unless stated otherwise. These are treated as separate versions of his abilities with separate cooldowns.

State Change
Belial teleports to an Illusion, destroying that Illusion (does not summon a Snakeman).

Cooldown: 40 seconds

Heroic Abilities

Lord of Lies
Belial assumes his true form for 8 seconds (can be cancelled after 2). Activating this form resets the cooldowns of his basic abilities. In this form he is 250% larger, and cannot move. He gains 50 Armor, and his basic attack changes to a slow, cleaving melee that is 200% more powerful than his basic attack.

Mass Hysteria
Belial targets a large AOE. After a 1 second Delay, an Illusion is created of all Enemy Heroes in the area. Illusions last 5 seconds, do not use abilities, but deal full auto-attack damage and take 50% more damage.

Mana Cost: 300 Mana

Illusions Deal 10,000 Siege Damage:

Reduce Cooldown of Illusion by 2 Seconds.

Illusions Take 20,000 Damage:

Reduce Cooldown of Illusion by 2 Seconds.

Illusions Deal 20,000 Hero Damage:


Complete the other quests if they have not been completed. Gain Secondary Ability, State Change

Demonic Pursuit (Quest):



Passive: Regen Globes restore an additional 50 Mana.

Gather 20 Regen Globes.

Each globe increases Mana Regen by .5 per Second.

At 20 Globes, increase Belial's Maximum Mana by 200.


Pathological Liar:



Hitting Heroes with Belial's Abilities under Deceit reduces their non-Deceit cooldown by 1 second, with a maximum reduction of 5 seconds.

Level 4:



Extinction Event:



Meteor deals 100% increased damage to minions, mercenaries and monsters, and 50% more to Structures.

Halitosis:



Poison Breath reduces healing on heroes hit by 30% for 4 seconds.

Petty Lies:



Snakemen Target whatever destroys them and deal 25% increased damage to heroes.


Level 7:



Meteor Shower:



Hitting 3 heroes with a single cast of Meteor instantly refunds a charge.

Web of Lies:



Belial's Vision range is increased by 50% when Deceit is active.

Liar's Oath:



Belial is healed for 30% of the damage dealt to Illusions.

Fool Me Once:

If Belial is below 20% Health when he activates his Trait, its cooldown is reduced to 15 Seconds.

White Lies:

Hitting an enemy Hero with an ability while Deceit is active reduces their damage by 30%.

False Flag:

Illusion can be cast on enemy Heroes. Cast this way, its Cooldown is reduced by 2 seconds.

Level 16:



Bait and Switch:

When an Enemy Hero destroys an Illusion, Belial restores 150 Mana.

Pathological Liar:

While Deceit is Active, Belial regenerates an additional 1% of his Max Health and Mana per second.

Choking Poison:

Poison Breath applies 20% Vulnerability to Enemy Heroes.


Level 20:



Enraged Evil:


During Lord of Lies, Meteor's cooldown is reduced to 1 second and costs 25 Mana.

Self-Loathing:

Mass Hysteria Blinds enemies hit for 3 seconds.

White Lies:

Abilities do 50% of their damage during Deceit.

Fool Me Twice:

If any Illusion is active when Belial dies, his respawn time is reduced 50%.
