Blood Raven

The Corrupted Rogue

Blood Raven is the corrupted form of the Rogue named Moreina, who contributed to the the death of Diablo beneath Tristram.  She fires flaming arrows and can use powerful elemental abilities.

Health- 700 (+110/lvl)
Mana- 500 (+10/lvl)
APS- 1.67
Range- 5.5
Damage- 20 (+6/lvl)
DPS- 33.4(+10.02/lvl)

Combat Trait

Burning Arrows
Passive

Basic attacks ignite enemies causing them to burn for 30 (+6/lvl) damage over 4 seconds.  Attack and movement speed is increased by 5% for every burning enemy hero.  Damage does not stack on a single target.  

Primary Abilities

Elemental Essence (Q)
Activating Elemental Essence will cycle through 3 element types.  Reactivating will select the current element.

Blood Raven will receive a passive bonus based on her active essence.

Essence of Lightning- Reduce duration of all crowd control effects by 25%

Essence of Ice- Generate a shield over time at a rate of 25 (+5/lvl) per second, absorbing at most 100 (+20/lvl) damage.  Taking damage will stop shield generation for 3 seconds and the shield will fade after 4 seconds without Essence of Ice.

Essence of Poison- Basic Attacks return 5 mana per hit.

Elemental Arrow (W)
Cooldown: 10s
Mana: 75
Moderate Range

Fire an an arrow of Blood Raven's current elemental infusion that will strike the first target it meets. The effect of the arrow will depend on the element type.

Lightning Strike- Deal 60 (+15/lvl) damage to the first enemy hit and stunning them for 1.5 seconds.

Ice Bolt- Deal 80 (+20/lvl) damage to the target and slowing their basic attack and movement speed by 50% for 2 seconds.

Poison Gas- Create a cloud of poison on the first enemy hit, poisoning all targets within a short distance dealing 60 (+15/lvl) damage over 4 seconds to all targets caught in the cloud.

Enemy heroes suffering from Blood Raven's passive burn effect will ignite in flame, dealing damage equal to 300% of their remaining burn damage and removing the effect.

Heroic Abilities

Tortured Soul (R1)
The soul of Moreina grows more discontent with every life claimed by her corrupted host, Blood Raven.  She gains stacks of Torment, up to 100, for each of Blood Raven's kills (1 for minions, 10 for heroes), and at 100 stacks of Torment she will be able to burst in a torrent of energy, the effect of which depends on Blood Raven's active Elemental Essence. 

Lightning Storm- A lightning storm will surround Blood Raven for 6 seconds.  A lightning strikes will deal 90 (+18/lvl) to a random enemy hero within a large radius upon activation, and every 2 seconds after.

Ice Trap- Ice engulfs Blood Raven, leaving her immobile, but immune to all damage for 4 seconds.  Shards of ice whirl around her, dealing 20 (+5/lvl) damage per second in a moderate radius and slowing all enemies affected by 30% for 2 seconds.  

Poison Cloud- Burst in a cloud of poisonous gas that covers a moderate radius and persists for 4 seconds, dealing 60 (+15/lvl) damage over 4 seconds.  Enemies poisoned by the cloud will take 25% more damage for 2 seconds.

Shallow Graves (R2)
Cooldown: 60s
Mana: 100
Duration: 7s

Hungry Dead will reach from their graves, dealing 10 (+8/lvl) damage per second to enemy heroes within a large radius of Blood Raven and pulling them into the grave, slowing their movement speed by 40%.

3.  Potent Poison (Q)- Basic attacks return 10 mana per hit while Essence of Poison is active.  

4.  Lightning Reflexes (Q)- Dodge a basic attack every 5 seconds while Essence of Lightning is active.

Tier 2

1.  Envenom

3.  Blazing Speed (D)- Basic attack and movement speed increased to 8% for every burning enemy hero.  

4.  Slow Burn(D)- Enemies burn for 50% longer, but damage is reduced by 33% per second.   

5.  Leeching Poison (Q)- Basic attacks heal for 20% of the damage dealt to primary target while Essence of poison is active.  

Tier 3

1.  First Aid

2.  Disdain- Consecutive basic attacks on a single target increase attack speed by 3% up to a maximum of 15%.

3.  Long Bow (W)- Increase range of Elemental Arrow by 20%

4.  Easy Ignition (E)- Reduce the cooldown of Feed the Fire by 4 seconds.  

Tier 5

1.  Spell Shield

2.  Giant Killer

3.  Frosty Armor (Q)- Basic attacks against Blood Raven while her Essence of Ice shield is active will reduce the attackers basic attack and movement speed by 50% for 2 seconds.  

4.  Fiery Grave (D)- Enemy heroes who die while burning will continue to provide the benefits of Flaming Arrow until the respawn.  

Tier 6

1.  Berserk

2.  Blood for Blood

3.  Infernal Flames (E)- 50% of Feed the Fire damage is done to nearby enemies.   

4.  Master of Elements (W)- Lightning Strike, Ice Bolt, and Poison Gas no longer share a cooldown and their mana cost is reduced to 40.    

Tier 7

1.  Burning Soul (R1)-  Each stack of Torment increases all damage by .1%.

2.  One Big Burial Ground (R2)- The Hungry Dead find the Enemy heroes wherever they are within the Nexus.

Notes

Blood Raven is remembered from Diablo II for her extreme mobility and hard hitting arrows.  To stay faithful to that I designed her so she will almost always have a speed buff active in combat.  That buff can stack up to 40%, which is faster than mounted speed.  Her basic attack rate can also stack to extreme levels.  This is meant as a throwback to the Diablo 1 Rogue, who's auto attack was absurd. 

Between her high mobility, powerful skill shot, and flexible skill system, Blood Raven provides plenty of opportunity for a skillful player to shine.

I completly agree with Chatpelier.

I would add that Frosty Armor (Q) seems to me kinda OP and I think it could be connected to all essences.
Could be named Elemental armor. With frost essence it slows attacks, with poison essence it gives back to attacked weak dot, with lighting essence you get reduced duration of CC by 50%.
And I then you could change effect of lighting essence on Q to something more offensive like: Dealing 4 hits on same target in 10 seconds makes him vulnurable for 4 seconds.

Also I don't like generic talents and even Blizz is getting rid of them lately, thus it could be nice idea to make them more unique.

Nice concept, would really like to see her ingame.

I've got a big issue with Tortured Soul though, as of now, it's way too hard to get the stacks. Imo you should give it a CD and a mana cost to launch it. Kills nearby would lower its CD by Xs for minions and mercs and Ys for heroes. It still fits your basic idea, but it way more usable.

---> Way too good, more mana on kills or health on hit could be better here (but you already did that in tier2)

She'd be really fun AND hard to play. Hope this helps. :)
