Brigette Lindholm grew up on stories of both the heroes who lead the charge into battle, as well as those who supported them behind the scenes. With an aptitude for Engineering not unlike her father's, many expected her to follow in her father's footsteps. To the surprise of everyone, however, Brigette requested to be the squire of a rather... eccentric champion; the man who gave Brigitte her name, Reinhardt. While Reinhardt would jump headfirst into danger, Brigette was left to pick up his pieces, and began to realise that she could do much more than repair his armor. With Torbjorn's ingenuity and Reindardt's gallantry instilled in her, Brigitte Lindholm has taken up arms to defend those in need of protection.
Brigette is a healer-tank hybrid, bridging the gap between warrior and support, as she focused on taking hits for her teammates while keeping them fit to remain in the fight. With a trait that allows overhealing - that is, granting health beyond one's maximum - Brigette may pre-emptively prepare her allies for the fight ahead. Rocket Flail is a simple ability, yet its passive - alongside the first talent of the player's choosing - allow Brigette to shine in an area of the player's discretion. Repair Pack allows a solid healing ability that allies can pick up as needed, while barrier allows a more immediate damage mitigation, furthering this hero's desire to be in the forefront, protecting those who cannot protect themselves. As a multi-class hero, the player may choose talents that benefit Brigette's survivabilty in an effort to become one who soaks damage for her squishier allies, or perhaps talents that further her supportive role, allowing multiple methods to both heal and shield her allies.
Passive: Brigitte's healing may overheal her allies, granting them shielding equivalent to the excess healing done, for up to 15% of their maximum health.
Primary Abilities

Rocket Flail
Active: Extends Brigitte's flail, knocking back and dealing 142(+4%) damage to enemy units in a line. Stops at the first enemy hero hit.
Passive: For 3 seconds following Rocket Flail, Brigitte gains 1.00 attack range, and her basic attacks splash for 30% to enemy units surrounding her target.
Cost: 30 mana.
Cooldown: 6 seconds.

Repair Pack
Active: Throw a Repair Pack to the target allied hero. The Repair Pack heals its target for 160(+4%), and an additional 140(+8%) over 3 seconds. Alternatively, Repair Pack can be thrown on the ground, lasting for 1 minute and able to be picked up be allied heroes, or destroyed by enemies. Up to 3 Repair Packs may be on the map at any time.
Cost: 80 mana.
Cooldown: 5 seconds.

Barrier / Shield Slam
Barrier: Brigitte deploys her personal shield in the target direction, gaining 30 armor for its 3 second channel and intercepting hostile healing or damage projectiles, making herself the target. Brigitte can move while channeling Barrier.
Shield Slam: While Barrier is active, Brigitte may end it prematurely to cast Shield Slam, charging forward a short distance, stunning enemies hit for 1 second and dealing 96(+4%) damage.
Cost: 50 mana.
Cooldown: 9 seconds.
Heroic Abilities

Rally
Active: Raise the flag, rallying Brigitte's allies. Grants nearby allies 64(+4%) shielding every second for 6 seconds, granting them 20% movement speed while they have armor. The movement speed is lost when Rally ends. During Rally, Brigitte always maintains the 20% movement speed.
Cost: 50 mana.
Cooldown: 110 seconds.

Whiplash
Active: After a short delay (0.5s), Brigitte slings her flail in a cone from left to right, knocking aside enemies and dealing 248(+4%) damage, stunning enemies for 2 seconds if they hit a wall, slowing them by 50% for 1.5s otherwise.
Cost: 70 mana.
Cooldown: 90 seconds.
Level One Talents
Flagbearer - Protect: Brigitte may use basic attacks during Barrier, extending its duration by 0.2 seconds with each basic attack.
Flagbearer - Engineer: Brigitte's basic attacks reduce the cooldown of Repair Pack by 0.5 seconds.
Flagbearer - Inspire: Brigitte's basic attacks heal a nearby hero (prioritising the lowest health) for 48(+4%).
Level Four Talents
Upkeep: Collecting regeneration globes increase the maximum shielding Protective Coating provides on Brigitte by 1%, up to an additional 20%. Resets upon death. Reward: Upkeep is no longer lost upon death.
Mechanical Engineering: Repair Pack grant 80 shielding for 3 seconds when thrown at an ally. Any shielding remaining after this duration is converted to healing.
Flailing About: Rocket Flail deals an increased 32(+4%) damage, and slows targets hit by 90%, decaying over 1 second.
Dampening: Increases mana regeneration by 50%. Barrier restores 10 mana to Brigitte per ability blocked.
Level Seven Talents
In Her Father's Footsteps: Repair Pack gains an extra charge. Reduce the cost of Repair Pack by 20 mana.
Makeshift Crusader: Block 1000 damage with Barrier. Reward: After blocking 500 damage, gain an additional 10 armor during Barrier. Reward: After blocking 1000 damage, increase the range of Barrier by 50%.
Whip It Good: Rocket Flail now passes through all units. Reward: Hitting 2 enemy heroes with one Rocket Flail increases Rocket Flail's range by 30%. Reward: Hitting 3 enemy heroes with one Rocket Flail increases Rocket Flail's width by 30%.
Level Thirteen Talents
A Squire's Oath: Links Brigitte with the target allied hero, redirecting 20% of all healing Brigitte receives, and causing Brigitte to redirect 10% of all damage her target receives. The link is indefinite, but has a range of 1200 units; leaving this range will put A Squire's Oath on cooldown for 30 seconds.
Undying Resolve: Gain 20 armor while stunned, rooted, or silenced. Damage taken during Undying Resolve reduces the cooldown of Barrier by 0.1s.
The Best Defense...: Enemy heroes hit by Rocket Flail deal 30% reduced damage for 3 seconds.
Level Sixteen Talents
Heavy Maintenance: While out of combat for more than 6 seconds, and at full health, Brigitte gains 50 shielding, up to Protective Coating's maximum.
Ready, Willing, and Able: While above 50% health, Brigitte gains 20% movement speed toward enemy heroes. While an allied hero is below 50% health, Brigitte gains 20% movement speed toward that hero. These buffs do not stack.
Unsung Hero: Activate to grant target allied hero 50 spell armor for 4 seconds. While Unsung Hero is off cooldown, Brigitte gains a passive 10 spell armor. 45 second cooldown.
Level Twenty Talents
Call to Arms: Reduce the cooldown of Rally by 1 second everytime an allied hero gains shielding during Rally. While active, allied heroes gain an additional 20% movement speed when moving toward Brigitte.
Crowd Control: Hitting 3 heroes with Whiplash allows you to cast it once more within 3 seconds. This follow-up cannot stun.
Far-Flung: Rocket Flail's passive is always in effect.
Storm Shield: Activate to give all nearby allied Heroes a Shield for 20% of their max Health for 3 seconds. 45 second cooldown.
Since the previous comments have just been complaints about previous wordings and talent names that clearly make no difference, i suppose i'll be the first to actually say this is a really good concept. Hybrid heroes that allow various gameplay based on enemy / ally compositions are always fun to play. My only suggestion would be to increase the trait's maximum percent value up, as 10% isn't really that effective, especially seeing as how her only baseline heal is on a 12 second cooldown. Additionally, i suggest lowering the cooldown of Repair Pack so it has better synergy with her trait.
Eeeeeeem....... The trait makes no sense. If she can give you armor up to 10% of your health this means that even a murky can get an instant 75 armor which is the maximum anyways. This is not only extremely op but your wording makes no sense. You seem to have problems understanding how armor works. Also you don't use her inspire passive from ow which would have been much better than than the wording mess you have here

I thought of her as a multi-class warrior/support, as in OW she's intended to bridge the gap between tanks and healers, so making players decide whether they want healing or damage mitigation in the talents would be more in tune with what I'm after.
It's (sorta) there. Flagbearer - Mender (level one talent) gives healing to an ally on hit. I considered a weaker AoE heal - akin to Inspire, but I felt like it'd just be something too passive in the early game. :)
I think he means 64 armor per second effect is broken. at 1 second you already get 64% less damage from everything at 2 seconds you are basically immortal until the effect ends. I think you meant it to give 64 point shield per second not armor.

As for range, that's my bad. Been playing a lot of League, forgot Heroes measures range differently. Adjusted.
