Level 1|Tier 1
Hardened Warrior - Gain charges of Block, reducing physical damage taken.
Every 12 seconds, gain 50 Armor against the next Heroic basic attack to hit you. Charges refresh 30% faster for each unique hero to damage you in the last 3 seconds.

(!)Growing Rage - Quest: Generate Rage to enhance yourself.
Quest: Generate Rage to grant yourself bonus effects.
Reward: After generating 500 Rage, increase your maximum Rage to 150.
Reward: After generating 1000 Rage, every point of currently stored Rage grants 0.5% increased attack speed.
Reward: For every 100 Rage generated past 1000 Rage, gain 10% more Basic Attack damage.
Battle Thirst - Gaining Rage increases movement speed until damaging an enemy
Whenever Broxigar gains Rage, he gains 5% increased movement speed, stacking up to 5 times. All stacks are lost, and the ability to gain stacks is set on a 2 second cooldown, whenever Broxigar deals damage. Damage that consumes stacks of Battle Thirst is increased by 10% per stack, up to 50% increased damage on the first attack from Battle thirst.
Level 4|Tier 2
Vigorous Frenzy - Broxigar heals during combat.
For every second Broxigar remains in combat(taking/dealing damage in the last 3 seconds), he is healed for 5 health per second, stacking up to 40 health per second. This value is halved if there are no Enemy Heroes within range 7.5. Stacks decay at a rate of 2 per second when leaving combat.
Blood Rush* - Attacking Bleeding targets grants health.
Brox gains 30% lifesteal on Basic Attacks versus Bleeding targets.

Never Surrender - Ignore Pain heals for missing health.
Activating Ignore Pain heals you for 20% of your missing health.
Level 7|Tier 3
Raging Weapon - Enemies nearby the landing point of a Thrown Weapon take damage per second.
Enemies nearby the landing point of your Thrown Weapon take 24 damage per second.
Sweeping Strike - Rending Strike cleaves in a small area.
Enemies within range 1.5 of your Rending Strike target take 35% of the attack's damage. This area damage does not apply Rending Strike's bleed.
Battle Fervor - Basic Attacking bleeding targets reduces Rending Strike cooldown further.
The cooldown reduction from attacking Bleeding targets is increased to 1.25 second reduction per attack.
In For The Kill - Maim refunds cost against low health enemies.
When using Maim against Enemy Heroes with 30% or less health, refund its Rage cost.
Level 10|Tier 4
Heroic Stand - Become immune to death and unstoppable temporarily.

Execute - Instantly slay a low health enemy hero.
See 'Execute' under Heroic Abilities above.
Level 13|Tier 5
Frothing Berserker - Gain bonus movement speed, attack speed when reaching 100 Rage
Hitting 100 Rage gives you a bonus 15% Movement Speed & 25% Attack Speed for 4 seconds. This effect has a 6 second cooldown.
Unexpected Blow - Picking up your Weapon enhances your next basic attack.
Your next basic attack within 3 seconds of picking up your weapon after Weapon Throw deals 50% increased damage.
Absorbing Wound - Maim absorbs healing.
Maim causes the next 600 points of Healing within 1.5 seconds to be Absorbed, negating it.
Level 16|Tier 6
Anger Management - Spending Rage lowers Heroic cooldown.
Every 25 Rage spent lowers your Heroic cooldown by 2 seconds.
Brutal Retrieval - Weapon Throw embeds axe, Maim retrieves brutally.
Weapon Throw no longer causes Broxigar's axe to drop to the ground when hitting enemy heroes, instead embedding it within them. Broxigar does not instantly retrieve his weapon while embedded, instead retrieving it over 1 second. When casting Maim on targets with Broxigar's axe embedded, it costs no Rage, and Broxigar brutally tears the axe from the target, causing Maim to deal 50% increased damage, and doubling the duration of its secondary effects.
Rip and Tear - Maim deals bonus damage versus Bleeding targets.
While a target is Bleeding from Rending Strike, Maim deals 50% increased damage. Additionally, Maim benefits from Rending Strike's cooldown reduction when Basic Attacking Bleeding enemies.
Level 20|Tier 7
Wrath of the Red Axe - Heroic Stand triggers automatically, grants bonus effects.
Heroic Stand now automatically triggers when you would normally die. Additionally, it generates 4 Rage per second while active, and you heal for 10% of your maximum health whenever you get a takedown during Heroic Stand and when it ends.
Decimate - Execute ignores shields, fears nearby enemies.
Execute now ignores shields when determining an enemy's current health percentage, and additionally fears all enemies within range 4 of the target upon Execution for 1 second, increased by 400% on non-heroic targets.
Always Angry - Rage no longer fades passively. Activate to gain Rage.
Rage no longer passively fades out of combat. Additionally, see 'Always Angry' under Combat Trait above.
Axe of Cenarius - Basic Attacks, Weapon Throw ignore protections.
Your basic attacks deal bonus damage equal to 3% of the target's maximum health. This damage ignores all forms of protection that still allow you to target the enemy. This bonus damage is lost while not holding your weapon. Additionally, Weapon Throw deals 5% maximum health damage to enemy heroes hit, with the same protection ignoring effect.
Warrior's Snowball - Warrior's Rage's passive effects stack.
Warrior's Rage's on-hero-death effects may now stack in both Duration and Effect, up to 5 times.

As for more health, I'm a bit worried that giving him too much health will probably result in him being too hard to kill or something. Feels better without him being at Butcher's level of HP, I'd say. Then again. Hard to say without it in the game, so, uh.... Who knows.
This is getting great!
One problem is: Hamstring was already taken by Butcher! xD
I'll give you some suggestions:
Rending Strike could be a melee AoE DoT. Activating would strike everyone around you, like in Diablo 3. You could make it even stack!
I suggest replacing Hamstring to Revenge!
When hit by 3 Basic Attacks, activate it to slam the ground around Broxigar, dealing damage + recovering 5% health for each target hit by Revenge. 10 seconds cd.
Hamstring will be renamed to Maim, keeping the effect(as the effect itself was different from The Butcher's Hamstring, as its single target, not fading.).
As for Rending Strike, keeping it how it is should be fine. Though; A talent for % cleave is actually a good idea.
