Level 1:
Blood Thief - (passive) each ranged minion drops 1 gold piece upon death.
Odious Collector - (passive) constructions drop gold: wall (2), well (3), towers (4), forts (6). Goblin's auto attacks will also deal +10% more damage to all constructions.
Gilded Baron - (passive) generates 1 gold every 20 seconds
Level 4:
Big And Loaded - Chest Fall talent - The chest falls after 2 seconds, but does 25% more damage and the area of effect is 10% bigger.
Small yet Fast - Chest Fall talent - The Chest falls after 0.5 second, but does 10% less damage.
Deeper pockets - Empty Promises talent - Gains 2 additional stacks.
Vicious Tricks - (passive) Every third attack does 50% more damage over 3 seconds. Bonus is increased +65% versus constructions.
Level 7:
Overwhelming fortune - Chest Fall talent - You may no longer control where the chest falls, but it does 40% more damage.
Greedy Little Things - Empty Promises talent - Charmed enemies receives additional 20% attack speed bonus and gain 40 armor, that reduces all received damage by 40%.
Never Look Back - Goblin's Portal talent - Moving speed bonus increases to +25%.
Really Really Fast - Goblin's Little Fast Feet talent - base moving speed increases to 10%.
Level 10 - Heroic Abilities:
Portal Push - Treasure Goblin opens a portal and pushes enemy Hero through it, teleporting him in a distance of 18 from the original location. If target dies in 5 seconds, the cooldown is reseted right away.
Rain of Gold - Goblin starts giggling and dancing, creating a rain of gold around him. Everyone in radius 8 is stunned for 1 second and slowed by 35% while they remain on the area of effect and for 1 second after leaving the circle. While the Goblin remains in the area, he gains 40% armor and +10% moving speed. Once he leaves it, rain stops and all effects are dispelled. Rain lasts up to 10 seconds.
Level 13:
Gelatinous Sire - (activated; cooldown: 50 seconds) - Create false copy of the Treasure goblin that runs into random direction. Copy has the same moving speed as the original Goblin. Both original Goblin and the copy receive additional +20% speed for 3 seconds.
Golden Motivation - Empty Promises talent - Bribed enemies deal additional 25% more damage and drop gold piece when killed.
Convincing Goods - Empty Promises talent - You may use 3 stacks at once to charm 1 enemy mercenary (excluding boss). After charming an enemy each of 3 skill stacks have 25% longer cooldown.
Jumping trickster - Goblin's Portal talent - Mana cost increases by 10, but gains additional usage.
Level 16:
Where did that come from? - Chest Fall talent - Upon hit, chest stuns enemies for 1.5 second.
Fast and Rich - Giggling Collector talent - The moving speed bonus for each gold piece increases to +0,75%.
Gimme, Gimme, Gimme - (passive) Goblin gains 1 gold piece every three hits.
Level 20:
Closure with a flash - Portal Push talent - Closing of each portal (in original location and landing location), causes a painful flash that deals 200 (200 + 2% per level) damage and blinds all nearby enemies for 1.5 second.
Molten Gold - Rain of Gold talent - summoned rain of gold is now of hellish temperature and deals 90 (90 + 2% per level) damage per seond for the whole duration.
X marks the spot - (activated) Upon usage, refills all gold quota. Maximum gold quota is increased from 32 to 48.
Greed Rush - (activated) Goblin Charges in straight line, causing 180 (180 + 2% per level) damage to everyone on his way. Every enemy also becomes stunned for 0,75 seconds.
First note is the most important one. You gotta give him a proper name! The probe hero is probius, the murloc hero is murky. Whats the treasure goblins name????
Secondly, number tuning aside, the only thing I dont like at all is his second ult. I dont feel like an automatically bribe refill is balanced in terms of it straight up doesnt have counterplay. Theres literally nothing you can do about it, if you decide to just use it right at a camp and then instantly spend the coins.
The as for a tuning suggestion, remove the capture speed bonus of using your trait, and just up the passive bonus of holding coins. Let that be the risk vs reward, once you've bribed an enemy camp and secure it, thats the reward. The + movement speed is kinda pointless unless you bbribed the camp with the enemy 2 feet near you which case you'll probally die anyway or simply escape using your E.
Otherwise with only one basic ability that actually does anything in team fights in terms of being offensive, he wouldnt get play outside of goofing around in quick match. Treasure goblins are fast. Having a really fast walking goblin bouncing everywhere would at least let you up his basic attack more so he has some viable way to contribute to team fights instead of just pressing Q every 9 seconds then reaping the reward for others actually securing kills.
If you decided to go this route, slow the attack speed, up the damage, lower the health (his health is already large for most non warriors as is)
-I gave him a proper name: Chortler. I think it should work well with a Treasure Goblin, heh.
-What was his 2nd ult, now is an optional activated talent player may take at level 20. It was replaced with a Rain of Gold, which can make him a bit more useful for his team and... well, he may cause quite a chaos with it, I believe.
-The speed bonus for capturing mercenary camp is there so he could make a small combo with his ult. Once there is some enemy doing a mercenary camp, he may run there, teleport the enemy Hero with his 1st ult, claim the camp and then run away really fast before that hero or some other enemy may actually stop him. It's also there to make it possible to get back to the lane as soon as possible to get more gold. Aaaand you won't need to use E for that - it may be kept for more dangerous situations.
-With his new ult he may cause some more chaos. His auto attack is much bigge than this of Murky or Probius, so he may be actually be helpful in some teamfights.
-I lowered his health a tiny bit. It may still look high, but actually he has less health than people's favorite goblin (1899) or Xul (1976)... won't even mention Azmodan.
-To make him more useful, Odious Collector talent now provides bonus versus buildings + added Vicious Tricks talent that makes his attacks more powerful.
Hope you'll like him even more now.
Anyway, because you're not the first one who's asking about bribing mercenaries, I added talent on level 13 that allows him to use 3 stacks and bribe one mercenary. Note that this merc would also get slightly buffed due to how the ability works. I believe it shouldn't be there, in basic version of the ability, as many players could consider this a bit too annoying. Anyway, thanks for your comment!
Maybe using ~10 Gold Pieces, you could bribe an enemy hero, reducing their ability power by 10%? He could supply some nice counterplay against ability driven supports like LiLi or Kharazim.
