Level 1 Talents
-Titan Reactor: Maximum mana is increased by 120 (+2/LVL)
-(D)Empowerment: Ally Minions and mercenaries affected by nano - repair have their attack speed quadrupled and take 40% less damage.
-Upgraded Scouting Drone: Cooldown: 60s. Place a stealthed drone that shows enemies within the area for 40s.
-(W)Increased Budget: Offensive Upgrade's duration is increased to 1.3s.
-Medic suit: After dying, Stetmann remains in a medic suit for 4s, still being able to auto attack.
Level 4 Talents
-Healing Drone: Cooldown: 35s Place a drone that heals allies for 3% of their health every second for 5s.
-(E)Chemical Warfare: Radioactive Pulse also damages enemies nearby the radius for full damage.
-(Q)Shocked!: Enemies hit by EMP shockwave have their ability power reduced by 20% for 5s.
-(Q)
Wooze mind: Enemies hit by EMP shockwave become vulnurable and take 25% more damage for 3s.
-Defensive Matrix: Cooldown: 55s. Shield target ally for 90% of the damage taken for 200, for 5s.
Level 7 Talents
Calldown: MULE Cooldown: 60s. Activate to call down a MULE that repairs structures, one at a time near target points for 40s, healing 100 health every second. Grants 1 ammo every 3 seconds.
(D)Healing Aura: Characters near the target Affected by your basic attacks are affected for 70% the amount.
(W)Stamina repair: Allies have their abilities cooldown 2.5x faster while under the effect of Offensive Upgrade.
Offense research: Allies nearby Egon have 10% additional ability power.
(Z)Swift Escape: Cooldown: 30s. Upgraded Thrusters instantly reaches full strength when your health reaches 15% or less.
Level 13 Talents
(D)Giant Guardian: Nano - Repair is now increased for 1.5% of the target's maximum health.
(Q)Static waves: Every 10 seconds, EMP Shockwave is activated around Egon.
(E)Toxic barrage: Radioactive Pulse has 2 Charges.
(W)EXU-Z46 Module Upgrade: Offensive Upgrade's cooldown is reduced by 3s whenever you use another ability.
Shrink Ray: Cooldown: 60s. Activate to reduce an enemy Hero's Damage by 50% And movement speed for 50% for 4s.
Level 16 Talents
Hardened Focus: While you are above 85% health, your basic ability cooldowns regenerate 50% faster.
(Q)Double Sho-: If EMP Shockwave hits a target, you can an additional free charge, and restore 5% of your maximum mana. Does not stack.
(W)Double Trouble: Whenever you use Offensive Upgrade on an ally, you also gain the effect.
(E)Poison Rampage: Whenever Radioactive Pulse hits it's target, you gain an additional free charge but with double the delay. Can Stack.
Minor Rewind: Cooldown: 45s. Activate to reduce the cooldowns of your basic abilities by 10s.
Level 20 Talents
(R)Nuclear Winter: You can have up to 4 radioactive clouds at a time, and a very small radius cloud around you.
(R)Absolute overcharge: Whenever an ally uses an ability, he will also heal allies for 0.7% of their health and mana.
(D)Gamma Ray: Basic attacks can now also deal damage to enemies for the same amount.
Storm Shield: Cooldown: 45s. Activate to Shield allies for 20% of their maximum health for 3 seconds.

Love the concept ideas put into this hero, he' be a very unique and fun character to play. Love the abilities as it promotes a skill cap and very unique play style. Would love to see this guy in heroes!
Just imagine all those crazy skins you could throw at him like a mad scientist or even a wow plague scientist hehe.

Very nice concept btw. I love unique heroes and this one is definitely a unique full on support that I would love seeing in game if blizzard ever happens to stumble across it :)

Emp could disable building/structures for a time too.

This is awesome. I think 4 or 5 Azmodon's would suffice tho. Also how bout making the secondary heroic ability reduce abilities by a percentage rather than .2 seconds. I think this would make more sense for the wide variety of abilities. Well done.
