Deckard transmutes the gear of opponents to create a new item for a friendly hero -
Opponents:
5% permanent damage output reduction to all opponents in range of the targeted friendly hero.
Damage reduction only expires on death of the effected opponent, or death of the friendly hero.
Damage reduction can be stacked indefinitely, each stack is represented as a separate icon corresponding to the friendly hero that must be killed to remove the debuff.
Friendly hero:
5% permanent damage output increase to targeted friendly hero per opponent that was debuffed.
Damage increase only expires on death of the effected opponent, or death of the friendly hero.
Damage increase can be stacked indefinitely, each stack is represented as a separate icon corresponding to the opponent that will strip the buff on their death.
Knowledge cost of 50.
Cooldown of 15 seconds.
