A Ranged Assassin specializing in bursts of spell damage.
In Boom Laboratories, all sorts of mad scientists are given the freedom to do the experimenting they've only ever dreamed of. One such inventor, Electra Stormsurge, has found ways to duplicate powerful magics in the pursuit of true power. Given the opportunity, she would end up destroying the entire establishment just to perfect The Storm Bringer.
For 2 seconds, the next Basic Ability you cast or is cast on you by an enemy Hero is cast a second time 1 second later in the direction you cast it, on the target you casted it on, or on or towards the enemy Hero that cast it.
Primary Abilities

Lightning Bolt
Mana Cost: 60
Cooldown: 6 seconds
Throw a bolt of lightning in a direction, striking the first enemy hit for 260 (+4%) damage and any enemies around it within 1.5 range for 90 (+4%) damage.

Beakered Lightning
Mana Cost: 70
Cooldown: 9 seconds
Unleash a surge of electricity around you, dealing 600 (+4%) damage among all enemies around you over 1 second.

Voltaic Burst
Mana Cost: 50
Cooldown: 15 seconds
Summon 3 Sparks in an area that latch onto the nearest enemies to them for 3 seconds, prioritizing Heroes. Each Spark deals 30 (+4%) damage per second to that enemy. This damage is increased by any damage dealt to the enemy by your other Basic Abilities. Only 1 Spark can be latched onto an enemy at a time.

The Storm Bringer
Mana Cost: 100
Cooldown: 100 seconds
Summon the Storm Bringer for 8 seconds. It has 600 (+4%) Health and casts the next 5 Basic Abilities cast by allied Heroes within 8 range. If the spell is targeted, it the Storm Bringer casts it on an appropriate random Hero within range. If it is a skillshot, the Storm Bringer casts it at the same point as the caster.

Mana Cost: 80
Cooldown: 70 seconds
Continuously summon Sparks for 8 seconds (1 Spark per second) that last for 3 seconds each, latching onto the nearest enemy to you.
Passive: Your Sparks' damage is increased by 50% of all Basic Ability damage dealt to the enemy they are latched onto.
Talents (Coming Soon)
Before including Talents, I'll be posting this concept for anyone interested in giving feedback before moving forward. I want to put this idea out before making any crazy talent decisions on it.
This concept looks good and interesting, but I have some questions about The Storm Bringer ult. How does it work with Diablo's Shadow Charge or with ETC's Powerslide? Does it causes the Storm Bringer to charge to the targeted Hero or a Diablo image appears that will charge to the targeted Hero?
Thanks for the question and apologies for not replying to it sooner. I hadn't thought about Abilities like those at first, but the interaction seems fun. For shadow charge, I'd say a Diablo image randomly picks an enemy Hero in range to target and for powerslide, an image of ETC would slide at the point ETC cast it at. Images like that would disappear after the Ability finished. I'll try to make that more clear soon.
