Level 1:
[Q] Psionic Grasp: (Quest) Land 50 Basic Attacks on leashed Heroes.
(Reward) Increases Psionic Leash range by 30%.
[E] Accelerated Planning: Reduces Mind Blast priming time by 0.5 seconds.
[Trait] Ghost Optics: (Quest) Successfully landing Catalyst Round increases it's damage by 10%, up to 150%.
(Reward) Upon reaching 150% bonus damage, increase range of Catalyst Round by 25%.
[Active] Spectre Recruiting: Enemy Minions killed near you grant a stack of Bribe. Hero Takedowns grant 10 stacks of Bribe. Use 25 stacks to bribe a Mercenary, instantly defeating them. Does not work on Bosses. Maximum of 100 stacks. If a camp is defeated entirely with Bribe, the camp does not appear on the mini map.
Level 4:
[Q] Psionic Tether: Slow amount increased by 5% per additional enemy Hero leashed, to maximum bonus of 20%.
[Q] Psionic Dominance: Psionic Leash deals 400% bonus damage to non-heroic units.
[W] Expendable: (Quest) Consume 25 minions.
(Reward) Consumption refreshes Catalyst Round
cooldown.
[Trait] Invigorating Shot: Successful Catalyst Round attacks instantly

Level 7:
[E] Target Acquired: Damaging Heroes with Mind Blast grants 25% Basic Attack range.

Level 16:
[Q] Shock Collar: Psionic Leash deals 50 (+4% per level) damage per second to leashed Heroes.
[W] Psionic Power: Consumption grants 25% Ability Power for 5 seconds.
[E] Mind Games: Creates 4 decoy rings randomly around target location. Reduces
cooldown by 3 seconds.
[Trait] Exposing Shot: Successful Catalyst Round attacks lower target's Armor by 25.
Level 20:
[R] Nyx-Class Cloaking Module: Basic Abilities no longer break Stealth.
[R] Ultra Capacitors: Ultrasonic Pulse also grants all friendly Heroes
Unstoppable for 1.5 seconds and 30% move speed for 5 seconds.
[Q] Heel: (Active) Activate to pull all leashed Heroes to Tosh,
Rooting them for 0.75 seconds. 45 second
cooldown.
[Active] Psionic Shield: Activate to become
Protected for 1 second for every 25% maximum

I mean he had perma-cloak in SC (as part of the spectre kit), but still = not quite sure if something like that to be used for a heroic TBH, feels nigh unimpactful. I mean I can see why you didn't want to use the Psionic Shield (didn't want to make him a support I guess) but still = having 1 heroic be stealth feels somewhat quite unimpactful (to me at least TBH, might be wrong IDK lol)
And as others have said = the other abilities' CDs seem quite high (or mana cost low) for having the justification to have "Consumption", like maybe if Psionic Leash was something like on a 4sec CD (something similar to Jaina's frostbolt or Li Ming's missiles) the Consumption might mean something, this way as is = hardly anyone will use it (I think), so yeah = you might make the Psionic Leash stackable and increase the effect of Catalist Round or sth, that way feels like you can actually get a reward for spending your mana faster IMO :D
Without these three things, it will Never be added
1. Add an effect to Catylyst while there's no CC (extra damage? maybe it itself stuns), so that if he used his cooldow, and he's ambushed he isn't instantly dead
2. Mobility. Bolt-of-the-Storm equivelent? I don't know...
3. Get rid of Consumption, and add either Mobility or Damage. His mana consumption is really low, and having a minion die for something you don't need anyways sucks.
- His trait seems a bit unhealthy for the game despite being an interesting concept.
- His overall output seems... miserable. Outside of his trait and having a few good talents, he generally does nothing for how squishy he is.
- Consumption CD could stand to be lower unless it's given a rather large range.
Overall I think his value is centralized around his trait which contributes to stun meta (Tyrande still gives many nightmares from what I hear). I think he could have a little more health given the risk of having to place himself close to the enemy team for Psionic Leash. His utility isn't enough to justify a pick IMO, just look at Medivh for example.
- He brings a massive amount utility with 2 CC's in his base kit, an ult with structure disable and massive attack speed reduction, and can double the duration of the average CC if played correctly. Not to mention at 20 he can AOE cleanse. If that seems unhealthy, then that's why he deals low damage.
- If you want to sacrifice utility for damage, you can do that. If talented correctly, he can split push with wave clear and hiding mercenaries, as well as increase ability damage to Heroes.
- Consumption's cooldown is 10 seconds lower than Innervate and restores more Mana.
Also just so you know the stun meta hasn't been around for a while. Tyrande is the 41st most popular hero in competitive matches this last month. In the 2016 Fall Championships Stage Dive was by far the more popular ETC ultimate. So if anything this would revive the stun meta, and popularize Uther and cleanse again.
