Garrosh Hellscream, son of Grommash Hellscream is a Mag'har. An orc who stayed on Draenor during the First War and as such maintained his brown skin. Garrosh lived on Draenor for many years with all the other orcs who were too young, too old or too sick to go to war on Azeroth. Cut off from the majority of the orcish people and unaware of any of the events that transpired since they first went through the Dark Portal, Garrosh grew up believing himself to be the son of the orc who corrupted his people. It wasn't until the re-opening of the Dark Portal 30 years later that the Warchief of the new Horde, Thrall, told him about Grommash's heroic deeds later in life and how he finally saved the orcs from the demonic corruption.
Garrosh followed Thrall back to Azeroth as his advisor, and after successfully leading the military campaign against the Lich King in Northrend Garrosh was chosen as Thrall's successor as Warchief of the Horde. As Warchief, the honourable orc warrior Garrosh's hatred for the Alliance manifested itself and he began a downward spiral of hatred and madness. Garrosh lashed out in all out war against the Alliance. He even exiled those within the Horde that he believed to be weak. As Garrosh continued spiraling downward the exiles turned to genocide which lead to a raid on the Horde's capital city of Orgrimmar by the combined forces of the Alliance and a Horde rebellion lead by the troll leader Vol'jin.
The raid was successful and Garrosh was defeated, despite his increasing use of Old God forces. Vol'jin was promoted to the new Horde Warchief and Garrosh was taken into a Pandarian court of law in order to stand trial for his war crimes. During the trial, a mysterious Bronze Dragon broke him out from his prison and, using an artifact they traveled together to an alternate timeline Draenor where Garrosh reconnected with his father.
In the Game
Garrosh Hellscream is a balanced melee assassin with a focus on powerful basic attack damage and impactful abilities with long cooldowns. Despite most of Garrosh' damage coming from his basic attacks, he has a balanced amount of mobility, survivability, sustainability and crowd control in his basic kit. Those who play Garrosh should use his first ability, Ravager, partially as his main source of AOE damage and partially as a means to alternate between his two traits, Haemorrhage and Blood Rage.
Talent builds vary from a more tank-centric build based on Garrosh's third ability Mak'gora, caster assassin builds based on his first and second abilities and on-hit builds based on his basic abilities and traits.

Gorehowl
Haemorrhage - While Garrosh wields Gorehowl his basic attacks cause enemies to bleed, dealing X physical damage over 5 seconds and leaving a trail of blood where they walk.
Blood Rage - While Garrosh is unarmed he loses the bleed effect, but gains 15% attack speed and attack speed and his basic attacks heal him for 2% of his maximum health.
Primary Abilities

Ravager
Throw Gorehowl in the target direction that spins through enemies dealing X physical damage and applying one stack of Haemorrhage per second. After 2 seconds, Gorehowl reverses direction and returns to your location.
You are unarmed for the duration.
Cooldown: 8 seconds

Hellscream's War Song
Unleash a hellish scream. Nearby enemies take X damage. Enemy heroes facing away from you are slowed by 30% for 2 seconds. Enemy heroes facing towards you have their damage reduced by 25% for 2 seconds.
Cooldown: 12 seconds

Mak'Gora
Challenge an enemy to a duel for 5 seconds. During this time, the two heroes deal 25% increased damage to one another, whilst also taking 25% reduced damage from all other sources.
If the enemy hero dies, this ability's cooldown is halved.
Cooldown: 20 seconds
Heroic Abilities

Iron Star
Summon orc peons who quickly build an Iron Star. After 2 seconds the Iron Star is fired forward a long distance dealing X damage to all enemies hit and scorching the earth beneath is, dealing an additional X damage over time to enemies who stand on it.
Cooldown: 80 seconds

Shattered Time
Using a shard of the Vision of Time summon your father, Grommash Hellscream.
Grommash has his own Gorehowl and mimics Garrosh's abilities (except for Mak'Gora) and attacks whomever Garrosh is attacking. Lasts 15 seconds.
Cooldown: 100 seconds
Ability Breakdown
1 - Ravager
Ravager is Garrosh's primary source of Area of Effect damage. It slowly moves through enemies, dealing damage and applying stacks of Haemorrhage. Ravager is also Garrosh's primary means of switching between his two passives. When Ravager is active, Garrosh is unarmed.
Being unarmed activates his second passive, Blood Rage. Blood Rage is Garrosh's mobility and his sustainability so it important to know when to make the most effective use of it. The cooldown on Ravager is 8 seconds, and on average it will be active for 4 seconds. This means that if used properly, it can be active half of the time.]
I love this concept in general, it seems like you have done a very nice job with it.
I wouldn't mind seeing Mak'gora as a heroic ability, with the cooldown reduction or even a cooldown reset available as a storm talent on kill. As it is, it is definitely far too powerful to be a basic ability. Instead of his "Shattered Time" heroic, I think it would suit him better if he could get an enhanced version of himself temporarily, such as Tassadars archon form, or Illidans transformation, with the graphic being similar to his Y'shaarj form from the final encounter of Siege of Orgrimmar. Something that enhances his abilities in some manner, also on a long cooldown. This gives him a lot of flavor in his heroic choices. That's just my opinion though and I think you definitely have a very well constructed concept here.
This concept is pretty nice! However there are things that should be changed (naturally for me should be changed):
The first one: Mak'Gora ability is way too powerfull for justa basic ability - 5 seconds taunt is just too much. It could be heroic with reduced duration, sth around 3,5~4 seconds. Riht now I thick it could have 120 seconds cooldown instead of 20 seconds.
The second one: The Shattered Time just doesn't suit him for me - maybe try to add him heroic that will make him sort of a tanky assassin, as you've mentioned a possible build for him? Maybe Bloodbath - an ability that deals area of effect damage and grants lifesteal/whatever other than summoning the spirit of Grommash?
But still - I leave it to you, because it's still your concept and you should decide, what to do.
Also a minor issue: Change the rules text in Blood Rage so there won't be doubled attack speed. Just for you to know :)
