I like Hanzo too.I hope he will be added in heroes of the storm next year
1: Love the concept and the depth of details you have put into it. Despite how much I despise Hanzo in Overwatch: by this concept's metric, he would be fine and PLAYABLE in HotS.
2: Where did you get your hands on all those nifty sized icons that match the abilities so well? Are they self made or did you happen to find them someplace? Asking as I am working on own hero concepts and if there is a place that hands out HotS themed small icons of abilities and so on like the ones you have used - I'd love to know where they came from.
When i first read the spells i missed one, where he can stretch his bow. But then i saw you write something like this= instant response. But it should basicly increase also his attackrange when charging his Storm Shot in my opinion.
Well... I also put a talent at lv 4 , and Hanzo can have the same range of Hammer with Siege mode.

Did this means 20% per charge of Storm Shot(till 100%) or +20% maximum range?
I would say, this is not correct. Seargent Hammer basic-attackrange has 20% more then other heroes. His range in siegemode is increased by further 90%. All in all he has 110%(210%) more range in siege mode then other ranged heroes without any talents, when im not wrong.
Other Heroes like Greymane have a talent on lvl 7, what permanently increased there basicattackrange by 20%. I would say, more range for this ability is fair. Also how much are the stormaim-bonus and the damagebonus of Stormshot?
