When Imperius kills his "Nemisis"(Hero who has killed him more then 3 times in a row) he gains a large permanent power boost, when Imperius kills a Hero he gains a small power boost.
Primary Abilities

Cone, conjure flames that reveals Hidden and Evading Heroes and eliminates buffs.(Duration is 3 seconds)

Holy Flash
Self, teleport globally.

AoE, Silence and area.

AoE, all allies in the area gain a massive temporary power boost to all stats and become much faster.

Skill Shot, stab in a large area in a direction that does massive damage.
Not a bad concept at first glance, but missing a lot of information. I can't really judge anything until...
1: Cooldowns for every ability are listed. For instance, Holy Flash would almost need the cooldown of a Heroic Ability.
2: Damage is listed. Does Holy Flames do damage? Does Silence! do damage? Heck, does Holy Flash do damage when you land?
3: Approximate ranges are listed or at least hinted at. Silence! Could be terribly overpowered or rather weak depending on the radius, for instance.
If Holy Flames does damage, it doesn't make sense to say it reveals Hidden (I assume you mean Stealthed) Heroes, as any skillshots that do damage will do that.
Other than that, I actually liked the concept, especially the passive "Vengeance". I think it could easily make Imperius too snowbally, but the mechanic is cool.
