Level 1: Conjurer's Pursuit:Collecting Regeneration Globes permanently increases mana regeneration by 0.1015 per second. Time Flies:Increase the distance you travel during Timeline and its speed by 20%. Emergence: Gain 25% increased attack speed for the duration of Diverge. The Road Less Traveled: Gain a 25% movement speed increase that decays over 5 seconds when you use Diverge. Forethought: If the shield from Foresight lasts its entire duration then its cooldown is reduced by 2 seconds.
Level 4: Serendipity: Nearby enemy minions have a 10% chance to drop a health globe when they die. This bonus health globe can only be picked up by Itherael. Focused Attack: Every 10 seconds your next basic attack against a hero deals 75% additional damage. Basic attacks reduce this cooldown by 1 second. The Darkest Timeline: Itherael cloaks for 1 second after using Timeline. Eyes Open: Casting Foresight on a target allied hero allows them to see nearby cloaked units for 1.5 seconds.
Level 7: Clairvoyance: Activate to reveal an area for 10 seconds. Enemies in the area are revealed for 4 seconds. Shared Fate: Basic attacks you deal to an enemy hero also damage 1 other enemy hero if they are within range of your first target. It Is Known: Allies can now also see nearby enemy hero's cooldowns when Itherael has an active Foresight. As Expected: Itherael takes 25% reduced damage for 2 seconds after using Timeline.

Level 13: Predestined: Reduce the cooldown of Talus'ar, The Scroll Of Fate to 20 seconds. Presence Of Mind:The effectiveness and duration of Foresight is doubled if it is cast on Itherael. Eventualities:Allies are healed for 7.5% of their health if an ability of theirs comes off cooldown while they are under the effect of Foresight. Slider:After casting Timeline it can be used again for free for 2 seconds.
Level 16: Hindsight: Foresight heals its target over 3 seconds for 25% of the health they lost in the 3 seconds before Foresight was applied to them. Echoes In Eternity: Basic attacks increase the duration of Diverge by 0.5 seconds. Opportunities: If both Itherael's health is reduced below 75% during Diverge then another copy with full health is summoned. Fate Fulfilled: Enemies take 5% increased damage from all sources for every ability they cast while under the effect of Talus'ar, The Scroll Of Fate until the effect ends.
Level 20: Manifest Destiny: Targets under the effect of Destiny grant an aura to nearby allies that increases their movement speed by 50%, and Destiny's duration is increased by 1 second. Divine Providence: Increase the duration of marks of Providence by 2 seconds for every teammate that is currently dead. Prophet:Allies have access to vision provided by Talus'ar, The Scroll Of Fate and it gains a second charge. Nexus Frenzy: Increase attack speed by 20% and attack range by 20%.
While the concept is good and very interesting, didn't Itherael specifically state that he doesn't want to fight in anyway and instead just observe and record events?
In the Diablo universe he might have said that, but this is HotS. We have Glam Rock Tauren fighting Easter Bunny Murlocs. I think Itherael would fit in fine.
I feel like Blizzard might use this to decide on characters.

Exactly. I think if Blizzard can come up with a kit that fills a niche in the game they'd be pretty open to most characters being added.
