Jeff from the Overwatch Team [WIP]

Game Director

Wrestle with Jeff, prepare for death.

Jeff Kaplan is an aggressive ranged support character, often built to push with his teammates and keeping allies in longer while cutting down enemies quickly. Jeff however, is squishy and can be killed by even Sombra.

For reference:
Suggestions for changes are welcome and encouraged!

Combat Trait

Loot Box - Active Ability [D]
Deploys a consumable that lasts 10 seconds for your allies that grants them a shield that prevents 500 (+5% per level) damage until the shield is destroyed. If Jeff picks up a Loot Box, he regenerates 5% of his missing mana per second for 5 seconds.

Anything They Can Do
Whenever one of Jeff's basic abilities affects an enemy hero, heal a nearby allied hero for 115(+4% per level) health per second for 2 seconds. Stacks up to 3 times. Prioritizes lower health heroes.

Primary Abilities

Are You a Hanzo Main?
Ignites an enemy hero's PC, silencing them and slowing them by 40% for 2 seconds. They deal 20% less basic attack damage for 5 seconds.

Long-Range Beam
Deal 250(4% per level) damage to the first enemy hit. This deals more damage the lower the enemy's health, up to 50%.

Negative Experience
Decreases an enemy's physical armor by 15, increasing the damage they take from basic attacks by 15% for 4 seconds.

Heroic Abilities

Fantastic Ass
After .5 seconds, Jeff sprays hot water in a cone behind him dealing 320(+4% per level) per second for 2.5 seconds. Any heroes killed during restore 30% of Jeff's total health and increases the duration of Fantastic *** by .5 seconds.

Public Testing Realm
Jeff activates a Public Testing Realm around himself, causing allied heroes to have a 25% increased attack speed and regenerate 3% health per second. Enemy heroes are silenced in the Public Testing Realm. Last 5 seconds.

Level 1 Talents

1. With No Hands
Whenever a nearby ally dies, Jeff is healed for 5% of their total health.

2. Bastion Buff
All allied structures now have 50% more ammo.

3. DLC Cosmetic Rewards
Quest: Every Loot Box collected by other allied Heroes grants Jeff 1 bonus mana regeneration per second.
Reward: After 15 Loot Boxes have been collected, Jeff gains an additional 125 total mana.

Level 4 Talents

1. On the Payload
When a map objective is completed or captured, Jeff gains 20% movement speed and regenerates 5% of his total mana per second for 10 seconds.

2. Calldown: MULE
Activate to calldown a MULE that repairs Structures, one at a time, near target point for 40 seconds, healing for 100 health per second. Grants 1 ammo every 3 seconds.

3. I'm Being Targeted!
When Jeff is below 30% total health, his mana regeneration is increased by 200%.

Level 7 Talents

1. Jeff Can Do Better
Whenever Anything They Can Do is activated, another hero is healed for 90 (+4% per level) health, regardless of distance from Jeff. Prioritizes lower health heroes.

2. This Particular Flavor
Killing an enemy with Long-Range Beam deploys a Loot Box.

3. Ban Hammer
Jeff equips a hammer, reducing his range severely, but increases his basic attack damage by 50%.

4. Salty Tears
Negative Experience also reduces Spell Armor by 10, increasing the damage they take from spells by 10%.

Level 10 Talents

1. Fantastic ***

Level 13 Talents

1. Mini-McCrees
Allied Forts and Keeps increase allied attack speed by 10%, with a range of 3, for 3 seconds. Occurs every 10 seconds.

2. If I Go Down
When Jeff is killed, nearby enemy heroes take 75 (+4% per lever) damage every second for 6 seconds.

3. Long-Range Penetration
Long-Range Beam now pierces through the first target it hits.

Level 16 Talents

1. Make Overwatch Great Again
Allied Structures gain a Shield equal to 10% of its remaining health. It regenerates after not taking damage for 3 seconds.

2. Working As Intended
Using Are You A Hanzo Main on an enemy minion instead converts it to your cause.

3. Lifelong Enemies
Using a basic ability on an enemy hero adds a stack of Lifelong Enemy on them, stacking up to 4 times. When either you or an enemy with Lifelong Enemy stacks dies, Jeff deals 75 (+4% per level) damage in an area around him for each stack, and then the stacks are reset.

4. In 17 Seconds
If two allied heroes are killed within 17 seconds of each other, Jeff is healed for 20% of his remaining health.

Level 20 Talents

1. Elliptical in Shape
Fantastic ***' cone width and length are increased by 40%, and it now lasts 4 seconds.

2. Balance Update
Allied Heroes killed in the PTR will respawn in 10 seconds, rather than waiting the normal respawn timer. The PTR's duration is increased by 100%.

3. Nexus Legend
Jeff takes no damage from every 5th enemy Hero Basic Attack.

4. Flask of Dinosaurs
Activate to unleash a pack of dinosaurs, that are equivalent to 2 bruiser mercenary camps.
