Ji's trait is suggestive of his playstyle, he needs to keep moving in order to fund his abilities and mobility to stick to his target and have competitive damage. This is why he has no auto-attack, instead relying on Fists of Fury which allows him to strafe alongside his target whilst waiting for Energy.
Granted, the movement penalty of FoF means you need to learn when to switch it on and off in order to not let your target escape. As Ji levels, interesting combos open up between abilities that better allow him to stick to targets.
Ji would be a good counter to enemy heroes who usually rely on kiting outside of constant snaring. His high consistent damage also means he would be a good counter for some warrior heroes.
Heroes who burst in short windows and have unpredictable mobility (Zeratul for example) would be a reasonable counter, as they don't stick around long enough for Ji to crank up his DPS on.
Also; any hero who can interrupt FoF will greatly reduce Ji's damage output, so the Ji player needs to be careful and be prepared to switch it off prior to interruption in order to have it readied quicker.
