The idea behind Kadala is to introduce a level of randomness in a Hero. Kadala herself is very vulnerable and weak in combat, but introduces tons of buffs to her team and large amounts of healing between fights.
The
Blood Goblin could behave similarly to Zagara's Hunter Killer, but it can be told to come back to you at the press of a button, and returns what it gathered. For flavor the goblin can appear, and exit from, a portal.
Her
Gamble ability always grants a base effect so it is never useless when used at the right time. The talents for this ability provide a ton of Diablo loot based bonuses that bring lots of flavor into her character. Each Legendary effect has its own chance to apply and for every failure, the chance rises for the next cast.
The
Stash is a very passive form of healing, but when used at the right time can give your entire team a heal when needed, such as just before going to an objective.
The
Ancient Set heroic is an idea to introduce role based buffing, making not only her, but her team composition play differently with this ability. Of course, not all Heroes in a given role may benefit from the buff they would get.
Bounty on the other hand, is a global vulnerability and reveal on a Hero of your choice. Just like doing bounties in Diablo, your team will want to rush to the target and reap the rewards granted by it.

Yet a hardly remembered fallen shaman is OK as long as it isn't the same as the ones seen on the Battlefield of Eternity? It's a for fun concept to create ideas for a support that hasn't been realized in the game, no different than your own ideas. What's the point of creating a concept based entirely on Blizzard's backlog? I just make concepts for fun. Don't you?
I didn't choose Bashiok out of all Fallen Shamans because people remember him or anything. But I had to give him some sort of name, didn't I? Plus the name is supposed to be a reference to the Blizzard employee named Bashiok who was well known in the Diablo forums until he quit and he had a Fallen Shaman as his forum portrait. And there's a Fallen Shaman demon in Diablo III named after him. But anyway, the reason why I made a Fallen Shaman demon hero concept in the first place was that I think that out of all demon minions in Sanctuary the Fallen are perhaps the most iconic and well known. They originate from as far back as Diablo 1 but people really remembers the ones from Diablo II and now III the best. I have seen many fan art pieces of those demons as well so clearly people know and like them. Plus I just liked the idea of a demonic support kinda hero and out of all demons the Fallen Shamans seemed the most appropriate. While I'm not expecting that Blizzard will add a Fallen Shaman demon like hero to the game I have this very small hope that they could at least consider the idea for the reasons I mentioned above.
But you're right. I make these concepts for fun. Well, partly anyway. But I also make hero concepts that could theoretically have at least small chances to be ever seen in Heroes of the Storm one way or another. If I personally thought that the heroes whom I have made hero concepts of doesn't deserve their place in Nexus, like Kadala in my opinion for example, or if they're not very well known or popular within Blizzard games community (like Grom, Kel'Thuzad and Rexxar are) or if I was 100% convinced that Blizzard will never ever even consider the idea I would not bother to make concepts of them. Bashiok may not be a known Diablo character himself but at least he's representing the Fallen demons Diablo fans know very well from Diablo games. Just like Stitches is representing the Abomination and Brightwing the Faerie Dragon units from Warcraft III. What is Kadala representing? Nothing. Is she any way important or even iconic Diablo character? Not in any stretch of imagination. That's why I don't care for this hero myself.
But, whatever. Do what kinda hero concepts you want. I'm not telling you or anyone else not to do that. But what I will do is to come and say if I like the idea or not, tell you why and then move on with my life.

I would rather see the Treasure Goblin himself as a hero (and even that I bet won't happen, unfortunately) than this merchant character who is basically a nobody. What's next? Squirt the Peddler merchant from Act II? The fat ink merchant? The mayor of New Tristram?? THE CRAZY SPIDER HERMIT??? Seriously now, Blizzard is not running out of potential Diablo heroes just yet.
