Khadgar is a mage who relies upon careful management of his mana and stacks of arcane charges. This hero was designed in order to be similar to the current Arcane Mage playstyle in WoW.
Combat Trait

Evocation
Passive: Every spell Khadgar lands grants him an Arcane Charge (max 4) which increases both his damage and his mana costs by X%.
Active: Channel over 4 seconds to regain all mana. 30 sec cd. Any damage taken will cancel the channel. (Like Zul'jin)
Primary Abilities

Arcane Missles
Fire 3 missiles in a line one after the other, dealing damage to the first enemy hit. (Like D.va's Big Shot Upgrade at 20, but only hitting one target)
Hitting a Hero will generate an Arcane Charge (Max 1 per cast)
4 Second Cooldown.

Arcane Explosion
In a short range circle around Khadgar explode with arcane energy dealing damage to anyone within it.
If it hits a hero generate 1 Arcane Charge. (Max 1 per cast)
2 Second Cooldown.

Arcane Barrage
Point-click ability to shoot out arcane energy, resetting Arcane Charges when doing so.
8 Second Cooldown.
Heroic Abilities

Mass teleport
After a 2 second channel Khadgar and any allied Heroes within Range are teleported to a designated allied structure.
60 second cooldown.

Rune of Power
Place a Rune of Power on the ground which increases allied Heroes' spell power by 20% while standing in it. (Very similar to Azmodan's Black pool, but perhaps slightly smaller.
20 Second Cooldown, 2 Charges.
