Seems pretty good, although the trait feels undertuned. Just not enough healing, even with Amp It Up, compared to other supports. And movement speed changers bother me when they're not a multiple of 10(10%, 20%, etc.), but that's just me. Still a pretty good concept, though.
Healing Brew. . . . .204(CD:3). . . . . 68 . . .Only 1 . . .30

Holy Light. . . . . .444(CD:12). . . . . 37 . . .Only 1 . . .90

*I calculated Heal/sec based on keeping the ability always on cooldown.
Lúcio's Crossfade and Soothing Mist's Brightwing work in a very similar way and, as you see, both heal almost the same amount of healing over time.
Besides I picked one low cd healing ability (Li Li's Healing Brew) and one high cd healing ability (Uther's Holy Light) to compare. Holy Light is a very useful burst healing ability but has a very bad healing over time output. On the other hand, Healing Brew is a very good sustained healing ability. Comparing them with Crossfade, you can appreciate that it's more useful than Holy Light for sustained healing if you have at least one allied Hero nearby, and it's more useful than Healing Brew for sustained healing if you have at least 2 allied Heroes nearby. The counterpart of Crossfade is that considering the burst potential it's the worst healing ability betweem them, but it's partially solved with Amp It Up. Maybe it was my mistake that I didn't clarified that I designed this Hero as a pure support, not only as a healer because he gives more utility than healing (he can deal damage, heal, increase movement speed, and considering the talents also reveal enemies, restore mana and increase attack speed).
About using multiples of 10 for the Movement Speed bonus I'm totally agree with you, 7.5% is an ugly number and increasing it to 10% won't hurt anyone.
Thank you for feedback and sorry for the long post, but I hope it clarifies the utility of Crossfade.
Oh, fair enough. I suppose I'm bad at judging low healing over time. Must be Morales' healing getting to me or something. Seems perfectly fine then. (^_^)
Considering one target, without a doubt Morales' Healing Beam has better healing over time than Crossfade (the best HoT right now I think). But its counterpart is that it cannot be cast on yourself and only heal one target. Besides Morales lacks survival and mobility, while those are two of the strongest features of Lúcio.
