Naga Sea Witch

Ranged Assassin

Lady Vashj, the Naga Sea Witch that follows Illidan and helps Kael during WC3:TFT. That's how I envision her coming to the Nexus.

Themes:
* Being a Sea Witch, Vashj has abilities that represents her powers over lightning, water, cold, and wind.
* Almost identical abilities to the Naga Sea Witch Hero from Warcraft 3: Frost Arrows, Mana Shield, and Tornado as Heroic Ability. Forked Lightning was replaced by Call Lightning (which fitted her design better) but comes as a talent. Her second Heroic Ability is a Whirlpool.
* Being an archer, Basic Attacks are also an important part of her design. You can build her to be more attack-based assassin, or more ability power-based assassin.
* While more notoriously associated with Kael'thas and Illidan, the Naga also suffered from Mana Addiction, so this concept entered as her trait and is a big part of how she's played.

Design:
* Because of her trait (Mana Addiction), she has powerful Basic Attack DPS while with high Mana, but all her abilities are very powerful but Mana-consuming.
* Interplay between saving Mana to deal extra DPS with basic attacks, or spending Mana to use her powerful abilities is the central design of the kit.
* Call Lightning (Q) is a powerful AoE nuke (a la Flamestrike) that costs high Mana, but allows you to regain part of that Mana if you move into the zone left behind by the ability. This promotes a high-risk-high-reward play; gathering Mana is important for her DPS and Abilities, but moving into the zone might be dangerous.
* Frost Arrows (W) increases her basic attack DPS and adds a bit of slow. This ability is best used when you have lots of Mana (since you'll have more Attack Speed). If the ability is activated but you don't get to make lots of basic attacks, you end up wasting a lot of Mana.
* She is a rather fragile Hero with no tools to escape, so Mana Shield (E) is essential to her kit. Once again, it's a tradeoff between DPS and powerful abilities.
* Both of her Heroics (Tornado and Whirlpool) deal damage, but are more useful for the battlefield control they provide.
* Many of her talents also provide different ways to regain Mana or to spend Mana for useful effects, fitting into her design.

Combat Trait

[Trait] Mana Addiction
Your Basic Attack speed increases by a value equal to your current Mana percentage.

(This is a direct relation. If you have 80% of your total Mana, you gain +80% Attack Speed.

Primary Abilities

[Q] Call Lightning
After a short casting time, calls lightning to strike enemies in an AoE, dealing high damage. Leaves behind a zone of static energy for 4 seconds; if you move into the zone before it ends, you absorb its energy and regain some Mana.
High Mana cost.

[W] Frost Arrows
Activate to enchant your arrows with frost for 6 seconds. For the duration, basic attacks deal increased damage and slow targets 15% for 1 second.
Cooldown: 6 seconds.

(Costs Mana all at once when activated, not Mana per second nor Mana per attack).

[E] Mana Shield
Toggle on/off. While active, each time you take damage, 50% of that damage is negated, but you lose an equivalent amount of Mana.

Heroic Abilities

[R1] Tornado
Creates a tornado at range that lasts 10 seconds. The tornado keeps moving in the chosen direction; you can change the direction by activating the ability again (but the Tornado keeps moving, and doesn't change direction instantly).
Enemies hit by the tornado are knocked back and take damage.

[R2] Whirlpool
Creates a large whirlpool, an AoE zone that deals small damage over time to enemies in the zone, and increases your movement speed by 30% while on the zone. Lasts until you cancel it or until your Mana ends.
Drains Mana each second.

TALENTS

LEVEL 1
Manage Addiction [D]: Attack Speed does not drop below 20% when you are below 20% Mana.
Resource Management [W]: Decrease the duration and cooldown of Frost Arrows to 3 seconds, and decrease its Mana Cost by 50%.
Witch's Pursuit: !Quest: Gathering a Regeneration Globe permanently increases your Mana Regeneration, to a maximum. !Reward: After gathering 15 Globes, permanently decrease the amount of Mana lost when taking damage with Mana Shield.

LEVEL 4
Forked Lightning [Q]: When you absorb the zone from Call Lightning, you can cast Forked Lightning (Q) within the next 5 seconds, dealing high damage to enemies in a cone in front of you. Costs Mana.
Cold of the Depths [W]: When Mana Shield is active and your current Mana is 80% or more, Frost Arrows cost no Mana.
Lightning Enhanced Shield [E]: When you take damage while Mana Shield is active, release a medium range pulse of 3 lightning charges in unpredictable directions that damages enemies. Has a short cooldown.

LEVEL 7
Mana Pool [D]: Activate to create a Mana Pool, a small AoE centered on you. While inside the zone, you regain Mana over time. Lasts 6 seconds.
Soul Mana [D]: When an enemy Hero dies, it leaves behind a small energy zone that lasts 4 seconds. If you move into the zone, you regain Mana.
Storm Born [Q]: !Quest: Absorbing Mana from Call Lightning permanently increases Call Lightning damage, to a maximum. !Reward: Permanently increase the amount of Mana absorbed from that ability.

LEVEL 13
Quick as Lightning [Q]: When you absorb the zone, gain 40% movement speed for 3 seconds.
Freezing Arrows [W]: When you are below 25% maximum Mana, increase the slow of Frost Arrow to 40%.
Relentless Shield [E]: When Mana Shield is active, reduce the duration of silences, slows, stuns and roots against your Hero by 50%. Mana Shield can be activated even when you are stunned or silenced.

LEVEL 16
Tidal Archery: Basic Attack now shoots 3 arrows at 3 different targets, but each arrow deals 50% damage.
Static Shock [Q]: Increase the duration of the energy zone created by Call Lightning by 2 seconds, and enemies take moderate damage over time while standing on it.
Perma Frost [W]: When you activate Frost Arrows, if you Basic Attack at least once each 0.5 second for the entire duration, the next Basic Attack you make after the ability ends will deal extra damage and root the target for 1 second.

LEVEL 20
Gale Speed [R1]: Increase the duration of Tornado by 5 seconds. When the Tornado passes through you, gain a 20% bonus to Movement Speed for 3 seconds.
Maelstrom Pool [R2]: Whirpool gradually increases its area over time, to a maximum of 100% increased area after 10 seconds.
Sea Witchery [Q]: Call Lightning costs no Mana. Decrease its cooldown by 2 seconds.
Hunger for Mana [E]: When Mana Shield damage absorption ends your Mana, gain 60% bonus to Attack Speed for 5 seconds, and Frost Arrows will be automatically activated and costs no Mana for the duration.
