Leeroy's design is focused entirely around one thing; charging into the middle of a fight and doing as much disruption and damage as possible. leeroy thrives in the thick of a fight, as his death will mean little due to his trait. The main idea behind leeroy is to be as much of a nuisance as possible before his health bar runs out, and then to get the hell out after pals for life triggers.
The fine tuning of the numbers is, as with any custom character, just a ballpark figure. Some of his talents and abilities will have to be tweaked, I'm sure, though I don't think any of them are too overpowered, as I did take them from other similar warriors like Tyrael, Muradin, and Stitches, with tweaks here and there as I saw fit.

Pals for Life!
Activateable Trait: Cooldown 90 seconds.
Activate to designate a nearby ally as your pal for 20 seconds. If Leeroy dies while an ally is his pal, he will be revived at the ally's location with 15% HP in 3 seconds and silenced for 5 seconds, so long as that ally is alive. This puts Pals for Life on its full cooldown.
If Leeroy is able to revive, the enemy team will receive 0 XP for killing him.

Range: Medium Targeted (As Illidan's Dive.)
Leeroy Dashes at an enemy hero, stopping at the first enemy hero hit and stunning them for 1 second, as well as dealing 60 + 10 per level damage.

War Bellow
Cooldown: 8 seconds
Mana cost: 75 mana
Range: Large frontal cone AoE (Stitches's Slam)
Leeroy shouts with tremendous force, dealing 70 + 7 per level damage and knocking back enemies in a cone in front of him.

Cooldown: 22 seconds
Mana Cost: 75 mana
Range: Personal
Leeroy stops to enjoy some of his favorite meal, instantly healing him for 15% of his maximum health.

Range: Large AoE around leeroy (Uther's Divine Storm at base range.)
Leeroy calls in his friend to do some fancy mathematics, and it turns out the battle is in your favor! Struck by this realization after 1 second of channeling, enemies around Leeroy are slowed by 33.33% and silenced for 3 seconds.

Mana Cost: 50
Cooldown: 65 seconds
Range: Large area in front of Leeroy (Leoric's Entomb.)
Leeroy revs himself up for 0.5 seconds before rushing forward, bowling over any enemy he hits, stunning them for 1.25 seconds and dealing 100 + 20.5 per level damage. After using this ability, Leeroy is winded, and ends up stunned for 2 seconds.
Level 1 Talents
Block - Reduce enemy basic attack damage by 50%. Stores up to 2 charges.
Long Charge - Increase the speed and range of Charge In by 20%
What a Pal! - When Pals for Life is triggered, Leeroy's pal gains a shield equal to 35% of their health.
Follow me Fellas - Charge In leaves a trail behind Leeroy that increases allied movement speed by 20% for 1 second.
Level 4 Talents
11 herbs and Spices - Bite of Chicken heals Leeroy for an additional 10% of his life over 5 seconds.
Need a Res! - Pals for Life now revives Leeroy with 45% of his maximum health.
Chicken Breath - Bite of Chicken increases the damage done by war bellow by 75% for 4 seconds.
Vampiric Strike - Basic attacks heal for 25% of the damage dealt to the primary target.
Level 7 talents
Battle Momentum - Auto attacks reduce the cooldown of your abilities by 1 second.
Chicken Out - bite of chicken grants leeroy an additional 25% movement speed for 3 seconds.
War Belch - War bellow leaves behind a zone that deals 12 + 1.5 per level damage per second to enemies inside it and slows them by 5% per second, stacking up to 5 stacks. The zone lasts 5 seconds.
Bowling Ball - If Leeroy hits another hero while using Charge in, they are knocked aside and Leeroy will continue to charge.
Level 13 Talents
Glitchy Walls - Charge now ignores collision with walls
Megaphone - Increases the range and knockback of War bellow by 35%
Tinnitus - War Bellow also slows the targets by 50%, fading out over 2.5 seconds.
Stick with the Plan - If pals for life expires before leeroy dies, reduce its cooldown by 50%
Level 16 Talents
Stoneskin - Activate to gain 30% of your health as a shield for 5 seconds.
Hearty Meal - Bite of chicken removes all movement impairing abilities and makes leeroy unstoppable for 2 seconds.
Imposing Presence - Enemy heroes that attack you have their attack speed slowed by 40%
Time's Up - Every time Leeroy uses a basic ability, it reduces the cooldown of his trait and heroic ability by 1.5 seconds.
Tank and spank - For each unique enemy hero attacking Leeroy, he takes 5% less damage from heroes.
Level 20 Talents
...JENKINS! - Increases the range by 30% and Leeroy no longer stuns himself upon casting.
Repeating, of course - Number crunch occurs an additional time 3 seconds after casting.
Hardened Shield - Activate to reduce damage taken by 75% for 4 seconds.
Bolt of the Storm - Activate to teleport to an area
True Pal - If leeroy is alive when his pal dies, they are granted the effects of pals for life. This effect has a separate, 60 second cooldown.
