Renegade Wizard

Unlike other Heroes, Li-Ming uses Arcane Power in place of Mana. This swiftly regenerating resource fuels the Wizard's abilities, and combined with her low cooldowns allows her to fire off timely spells or expend everything in a tremendous magical crescendo. Proper use of the Wizard requires meticulous management of your Arcane Power.

The Wizard's playstyle is fast and frantic, and although she has a ranged Basic Attack, Li-Ming thrives on blinking in and out of large-scale engagements, dealing heavy damage, and disrupting the flow of battle.

Health: 740 (+130 per level)
Health regeneration: 1.54 (+0.27 per level)

Arcane Power regeneration: 4

Creator's Note: I've kept exact damage numbers vague for balance reasons, even though this hero is probably either useless or broken anyway. An attempt was made! I also don't think the Arcane Power gimmick was fully explored and this would probably be a better design if she used plain ol' Mana. Either way, I'm happy with my first attempt at designing a HotS Hero concept.

Arcane Dynamo
Basic Attacks grant a stack of Arcane Dynamo for 3 seconds and refresh the duration of your stacks, up to a maximum of 4. Each stack increases your Ability Power by 5%.

Primary Abilities

Arcane Orb
Arcane Power: 40
Cooldown: 4 seconds

Hurl an orb of pure energy that explodes on contact, dealing heavy damage to the first enemy hit, and moderate damage to all surrounding enemies.

Wave of Force
Arcane Power: 50
Cooldown: 4 seconds

Discharge a wave of pure energy that deals moderate damage to nearby enemies and knocks them back.

Energy Twister
Arcane Power: 30
Cooldown: 4 seconds

Unleash a twister of pure energy that spins in place, dealing low damage to all enemies within its range and slowing their Movement Speed by 20% for 6 seconds. Only one Energy Twister can be active at a time.

Heroic Abilities

Arcane Power: 80
Cooldown: 70 seconds

Transform into a being of pure energy for 10 seconds. While in Archon form, stacks of Arcane Dynamo increase your Ability Power by 10% and the Arcane Power costs of your Basic Abilities are removed.

Disintegrate
Arcane Power: 60
Cooldown: 80 seconds

Channel a beam of destructive energy to deal moderate damage to units in a line. For each second channeled, increase damage dealt by 100%. Lasts 4 seconds.

Special Mount

Teleport
Cooldown: 30 seconds

Teleport through the aether to the selected location. Medium range.

Tier 1
Arcanot: Basic Attacks restore 4 Arcane Power.
Obliteration: Increases Arcane Orb range and travel speed.
Impactful Wave: Increases the knockback of Wave of Force.
Blur: Teleport increases your movement speed by 10% for 2 seconds.

Tier 2
Astral Presence: Increases your maximum Arcane Power by 20.
Wicked Wind: Energy Twister tracks the nearest Hero within range.
Combustion: Casting abilities deals low damage to surrounding enemies.
Debilitating Force: Wave of Force also slows by 20% for 2 seconds.

Tier 3
Calamity: Create an untalented Wave of Force after teleporting.
Singularity: Arcane Orb deals 50% extra damage if it only hits one enemy.
Downburst: When Energy Twister expires, it deals moderate damage to all enemies within its area of effect and slows them by 40% fading over 2 seconds.
Arcane Shield: Stacks of Arcane Dynamo each absorb 5% Basic Attack damage.

Tier 4
Archon: Transform into a being of pure energy for 10 seconds. While in Archon form, stacks of Arcane Dynamo increase your Ability Power by 10%, your primary ability and Teleport cooldowns refresh 150% faster, and your Arcane Power regeneration is doubled.
Disintegrate: Channel a beam of destructive energy to deal moderate damage to units in a line. For each second channelled, increase damage dealt by 100%. Lasts 4 seconds.

Tier 5
Gale Force: Increases Energy Twister area of effect by 30%.
Woh!: After casting Wave of Force, you may cast Wave of Force again for free within 3 seconds.
Arcane Attunement: Each enemy hit by Wave of Force increases your Ability Power by 2% for 6 seconds.
Dominance: Enemies hit by your Basic Attacks take 30% increased damage from your Abilities for 4 seconds.

Tier 6
Star Pact: Arcane Orb deals 250% damage but costs twice as much Arcane Power.
Raging Storm: Casting Energy Twister on an existing Energy Twister increases its slow and area of effect by 20%, and its duration by 6 seconds. This effect can only occur twice per Energy Storm.
Power Hungry: You can store 2 additional Arcane Dynamo stacks.
Deflection: Casting abilities reduces the damage you take from abilities by 50% for 4 seconds.

Tier 7
Improved Archon: Takedowns increase the duration of Archon by 5 seconds.
Chaos Nexus: Disintegrate also damages nearby enemies.
Aether Walker: Teleport cooldown reduced to 10 seconds.
Power Overwhelming: Activate to restore 100 Arcane Power.

I like it. Also nice job making the blink a mount ability. I was wondering how I'd work that in without making it seem like "just a ranged zeratul". I would lower the cool down quite a bit. Maybe to 15...maybe even 10 seconds, considering you are giving up a mount for it. I also really like how you did the arcane dynamo.

Good there are going to be even more people who know, how to make a nice hero concept. However, I would like you to add something here that would make this one unique in any one way, some unseen mechanics, unseen crowd-control or any other unique element, as most of your abilities are owned by other Hots heroes - Disintegrate-Diablo's Lightning Breath, Archon-Archon, Wave of Force-Facemelt, Arcane Orb-Baneling, with only Energy Twister being "brand new". So, I wish you good luck and maybe try to add some more "brand new" abilities!
