The Warden

Hies!
Noname Game designer and big Maiev fan here. Just wanna share my vision of the hero with you.
If you don't know who Maiev is (and missed all previous concepts haha), all her lore and stuff can be found here.

Basic Game Design points
1. We dont need another Zeratul.
2. We dont need another stealthy assassin at all.
3. Actually, we need quite the opposite: something about punishing enemies for any crime they dare to commit against her team.
4. So Maiev must be good at engaging, locking down and bursting her foes.
5. But she still has to refer to her Warcraft 3 abilities as well as WoW Wardens' abilities.
6. Hero's basic kit should be simple and most of complexity must came from Talents. Thats the basics of HotS design.


Don't forget that it's just a concept, so any numbers present here cannot be trusted without some balance tuning and playtests (which surely won't happen as I'm not working on Heroes).

Combat Trait

D - No mercy for the guilty
Range 5, 8 sec cooldown
Blink to a Hero who recently committed a crime against your team, dealing X damage and rooting them for 1 second.

Maiev can use D only on a target with a 'Guilty Mark' on them. An enemy hero gets a Mark for 8 seconds if he commits anything of the list below:
1. Taking down a hero
2. Taking down a fort / keep
3. Taking a merc camp
4. Securing a map objective (turning in / capturing anything)

Primary Abilities

Q - Glaive Toss
Range 4, 6 sec cooldown
Throw a Glaive that deals solid damage in a thin arc and then returns to Maiev. Deals Y more damage to Guilty targets.

Note! Can be Fan of Knives, but I've decided to move it to talents. Cos we know, Zeratul and stuff.

W - Crippling Throw
Range 4, 10 sec cooldown
Throw a knife in the target, dealing slight damage and slowing them for 30% for 3 seconds.

E - Shadowmeld
16 sec cooldown
Delve in the shadows, gaining Stealth for 2 seconds. No unit collision while Stealthed. First second is Unrevealable. Attacking or using Abilities will break the stealth early.

Heroic Abilities

Avatar of Vengeance
90 sec cooldown
Summon an Avatar in target location. When an enemy within 5 range of the Avatar becomes Guilty, summon a Spirit of Vengeance attacking them for X damage over 5 seconds. Spirits can refresh duration but can't stack.
The Avatar lasts for 15 seconds. Recast to move the Avatar.

Note1: Easier version! Just spawn Spirits around Maiev for the duration. Less stuff on the map.
Note 2: Complex version! Avatar also mirrors Maiev's basic attacks if the target is within range.

Imprison
Range 8, 40 sec cooldown
After 0,5 second delay, put target Guilty enemy in stasis for 3 seconds. Recast to cancel the effect early.

Note. Stun for 1.5-2 sec instead?

Talent Examples

Level 1 - Awareness tier



Active - Warden Owl
Global range, 40 sec cd
Summon an Owl to fly over a target area, granting Vision. Owl lasts for 40 sec or until hit with 2 basic attacks.
(basically flying version of Lunaras Wisp that flies fast but can't be retargeted)


Q - Blessed Glaive
Glaive leaves trail of light on its way, granting Vision over it. Also enemies hit by Q are Revealed for 4 sec.

Active - Can't Hide From Me
15 sec cd
Activate to see over obstacles and detect stealth. Lasts for 5 seconds. Mounting will cancel the ability.

Active - Motivational Speech
Using D on a Hero gives a stack of Motivational Speech.
Use 2 stacks to Bribe a mercenary. Max 8 stacks.

Level 4 - Shadowmeld tier



E - Shadowy Ambush
Shadowmeld lasts indefinitely as long as you don't move.

E - Deep Shadows
Gain 75 spell armor while Shadowmeld is active.

E - Displacement
Gain 25% movement speed while Shadowmeld is active and remove all snares and roots upon casting it.

E - Elune's Embrace
Heal for X each second in Shadowmeld.
Note: also make it 1 sec longer?


Level 7 - Damage tier



Q, W - Poisoned blades
Q and W deal X additional damage over 3 sec.

Q - Glaive Thrower
Q damage is increased by X and range increased by Y, but it doesn't come back.

E - From the Shadows
Gain 50% attack speed for 4 sec after Shadowmeld ends.

D - Verdict
Active, range 5, 30 sec cooldown.
Target a Hero to consider them as Guilty (even if they aren't).

Level 13 - CC tier



W - Harpoon
W duration is increased for 1 sec. Recast W to pull the target slightly (1-2 yards) in your direction.
The knife becomes harpoon!


W - Chains of the Warden
W slow is increased to 35%. W duration extends up to 6 sec unless the target moves more than 4 yds from Maiev.
The knife becomes chain!


D - Heavy Punishment
D now silences enemy for 1 sec instead of rooting them.

E - Blinding powder
Upon using E, blind all nearby enemies for 4 sec.
Note: stun for 1 instead?


16 - Takedown tier



D - You Picked The Wrong Side
Killing a Guilty hero makes all enemy Heroes in 5 range Guilty and resets cooldown of D.

D - Guilty Killer
Basic attacks on Guilty targets deal additional 3% of their Max health as Damage

Q - Fan of Knives
After launching the Q, deal X damage in a short radius around Maiev.
Note: After using D instead?


Warden's Bait
Active, range 3, 2 charges, 30 sec cooldown
Places a trap on the ground. Enemy Heroes caught lose 25 Armor for 4 sec and receive a Guilty mark. Max 2 traps.
Note: Some damage as well? Some cc?


Level 20


R1 - Vengeance Incarnate
Avatar moves 15% faster. Avatar and all ally heroes in range of the Avatar deal 15% more damage.
Note: also transform Maiev into an Avatar when she dies?


R2 - You're not going anywhere
After Imprison ends, all enemy heroes in range 3 become Imprisoned.

D - Noone Goes Unpunished
D has global range and enemies are revealed for 3 sec whenever they get a Guilty mark.

D - I Will Have My Vengeance!
After using D, gain Unstoppable for 2 seconds. D cooldown reduced by 2 sec.

Summary

So Maiev becomes what she really is in Warcraft: an unrelenting justicar that sticks to those who trespass the 'Law' (though the Law is like Maiev gonna win this game :P) and punishes enemies for every advantage they get during the game. The intent is to make her a real threat when enemy gets an upper hand, but weaker if they dont.

Here's some behind-the-scenes of the design:

1. Her iconic Fan of Knives and Poison Dagger were moved to talents because I really wanted some refreshing Basic abilities on the Hero.
2. Also, things like Throw Glaive (and Imprison and even the trap talent) are acutally Maiev's abilities in WoW so I think it'll be fine.
3. She still has Shadowmeld, but its more of repositioning / disengage tool like Dehaka's E. Still with a talent option to become good ol' night elf racial.
4. And of course she still has blink, but it may used only offencively (which also grants sume surprise effect if used from bushes or from Shadowmeld).
5. All her CC is point-and-click just to make her a good counter to high mobility heroes (and Illidan ofc).
6. And hell yeah her talents were fun to work on! Pity there's no more tiers left.
