First of all, you need to implement talents to your hero. No hero can exist without talents, so it's like you made half the character.
Secondly, damage dealt by her abilities is just too low. Compare it with damage dealt by Johanna (she deals not much damage at all, yet her abilities deal about three times that much damage). Of course you can say "She isn't damage dealer. She is supposed to heal and protect her allies and support them overall." Naturally this is true, but it doesn't mean that she should deal damage with her Jab or Blackout Kick three times lesser than Raynor's attack (Jab deals five times less damage if not even lesser).
Master Tsu is missing an ability with crowd-control. If you will look at other supports, you will notice, that each of them has certain slow/stun/root or other disable. Any other than yours. And if she wants to protect her allies, she cannot only protect them with healing over time effects. It's just not professional. You can add some sort of stacking slow on Jab (in example 5% for 5 seconds, stacking up to 5 times, sth like it) or light knockback to her kick.
If possible, add statistics (may be in the form of specific numbers, scale or words), especially write down planned range, as it is the most important from all of the stats.

I was still working on the talents, I've added talents now which may change or even get replaced in the future.
After looking over it i have to agree with you there, i made this late at night so i may have slipped here and there. Her damage in the Crane stance has been buffed to account for this, her serpent stance is her healing stance so damage isn't really a part of that and comes from her melee stance so to speak.
I do think heroes should have some cc, I've decided to run on your idea of adding a slow aspect to some abilities. The jab now has a stacking debuff that slows heroes and even the kick will stun when used under certain conditions. As well as the soothing mist effecting the enemies movement and attack speeds (which is likely to changed to balance it out).
I usually include this part on concepts and abilities xD but it must of slipped my mind last night, the stats and ability notes are up and like everything in this concept it's up for alterations.
