Marks every enemy hero in your vision radius, and after a short delay shot them, deal damage equal x% of their max health. You are slowed for the duration.

Test your luck
If only one bullets left in your gun, you can activate this skill. You lock on one enemy, spin the cylinder then aim at its head and fire, the process require 1 second. You have 1/6 chance that you fire the last bullet and instantly kill the hero. You cant move while you locked on a target. If you miss the CD is reset.
There are serious problems with this design. Both his trait and one of his ults include randomness. Randomness is not skillful or fun. One of his ults also instantly kills the target, with very little risk to the player. This is not skillful or fun.
Compare to Kael'thas' Pyroblast, which is a decently balanced heoric ability. It can almost one-shot heroes such as Valla and Nova, and requires 2 seconds of channel time and risk. Kael'thas has low mobility as well, to increase risk. It is slow to kill and can be outhealed ahead of time or dodged with various ivincibility effects.
McCree, especially this McCree, does not belong in HotS.
The trait is for reload gun before engaging or using your Q. Sometimes you do a little extra damage with an AA is not a big deal. The second heroic is similar to KT's you are right, but without aoe, and has bigger risk. I'm talking here about mechanics and basic ideas, not balancing and numbers.
