Medivh is one of the hardest yet strongest characters. His success varies greatly between levels of play, leading to low popularity and poor performance in low ranks, yet extreme strength in high ranks. His talents are an absolute mess too.
The idea behind this rework is to mitigate, if not remove, the many issues of the Last Guardian.

If you want to make Medivh balancable just remove (or redesign) Portal from his basic abilities. The ability is completly gamebreaking by itself, but it also has the awful interaction with Raven Form enabling Medivh to not only scout but also dismount in places like middle of enemy base.
