Info about this concept
This is my first concept and it took me a while to build, hope you like the ideas!
The images were taken from google and I don't own them.
If you guys have any suggestions, it could be talents name, abilities name, nerfs/buffs....
(I'm creative but English is not my main language so it's pretty hard for me to do nice puns).
If you guys could also give me some suggestions on who Mei could counter or not. I might add a category about that.
I plan to do more concept about Overwatch, next one might be Junkrat or Symettra, hope you guys appreciate it. Thanks for reading!

Combat Trait

Endothermic Blaster
Mana cost : 0

Small range
Mei has a short-range spray weapon that freeze the enemies. Mei's basic attacks will apply 1 stack of endothermic blaster and each stack will apply an additional 5% slow to the target every 0.25 second. If Mei applies 10 stacks to the target (after 2.5 seconds), the target will be stunned for 0.75 second and all its stacks will reset to 0. When the effect ends, the same hero can't get affected by the stacks for the next 5 seconds.
If an enemy hit with a stack of endothermic blaster is not attacked by Mei for 0.5 second, he loses all his stacks.

After a short delay, Mei shoots icicle in a line that damages the first enemy hit for300 damage (+4% / lvl).

Mei covers herself into a block of ice and stays invulnerable for 4 seconds

Normal range
Place 4 blocks side by side to form a ice wall and block enemies. Each block has 800 HP (+4% / lvl) and can be destroyed.
All the blocks disappear after 4 seconds. Mei can also cancel the wall after 1 second delay.

Normal range
Launch a control weather drone that freeze enemies in the area. The drone will slow the enemies in a good radius by 10% every 0.25 second to a maximum of 80%. It will also deal 75 (+4% / lvl (starting at level 10)) damage every 0.25 second. After 2 seconds, every characters that are still in the zone will be stun for 1.5 seconds. .

(Global Range)
Freeze the enemy core and prevent it to spawn the next wave of minion in every lanes.
The following wave in every lanes will give double XP to the ally team.

Level 1 talents
Endothermic Blaster (D) Basic attacks can pierce one target and applies the same effects on the target behind.
Icicle Launcher (Q) Can now pierce all targets but will deal 50% less damage to the next targets.
ACTIVE Deploys a snowman that has 550 HP (+4% /lvl) that attacks only minions but kill them in one shot (The snowman shoots 1 bullet every 2.5 seconds) The snowman gives XP to the ally team (30 sec cooldown).
QUEST Icicle Launcher (Q): After hitting 10 heroes with Icicle Launcher, gains another charge. After hitting 25 heroes with Q, applies a 25% slow to the enemies hit.
Level 4 talents
Ice wall (E) Ice wall will also slow the enemies by 50% decaying over 2.5 seconds
Icicle Launcher (Q) Enemies that are affected by any crowd control effects will take 30% more damage for the next 3 seconds by Icicle Launcher
Cyro-Freeze (W) When Mei is in her Cyro-Freeze, she now recovers 5% of her max mana per second.
QUEST Mei has 25% reduction on all slow effects that affect her. After being slowed for more than 30 seconds. She will never be affected by slow effects anymore.
Level 7 talents
PASSIVE Everyone that attacks Mei has their attack speed reduced by 30% for the next 2 seconds.
Ice wall (E) Ice wall explode when it expires dealing 250 damage (+ 4% /lvl) to enemies in a radius.
Icicle Launcher (Q): Every enemy hit by Icicle Launcher will be revealed for 5 seconds and will reduce all the abilities cooldown for 1 second
ACTIVE Shoots a snowball in a line, the first hero hit will take 30% more damage from all sources for 4 seconds.
Level 13 talents
Endothermic Blaster (D) It will now stun the targets for 1.25 seconds
Endothermic Blaster (D) It will take only 8 stacks (2 seconds) to stun a target.
Cyro-Freeze (W) Mei can now ice-block an allie or an enemy for half the duration but she can't cancel it. (Very Small range)
Cyro-Freeze (W)Can stay in Cyro-Freeze for 8 seconds but she will take 60% reduced damage instead of being invulnerable.
Level 16 talents
Cyro-Freeze (W) When Mei is in her iceblock, she now recovers 12% of her max HP per second.
Ice Wall (E) Mei can now reactivate her ability to rotate her wall by 90 degree.
Ice Wall (E) Mei's wall is now indestructiblebut will remain 3 seconds instead of 4.
Icicle Launch (Q) Explodes on impact and deals AOE damage in a small radius.
Level 20 talents
Ice Wall (E) Mei has a greater range on her wall and will reduce the cooldown by 50%.
Blizzard (R1)Increase the radius of the ultimate by 15% and give 25% more movement speed to Mei and her allies in the radius.
It's Cold Outside (R2)Also prevent the core to attack for 10 seconds.
ACTIVEFreeze all mercenary camps on the enemy side and the boss on the map.
Pros / Cons
Pros
Good crowd control.
Good global presence.
Good utility.
Many ways to build.
Good sustain.
Mei is one of the overwatch characters like Mercy, Roadhog or Reaper who are hard to translate to hots because their kits are already too similar to existing characters.
D- Basically, skullcracker on muradin but with a lot of extra word fluff. Which isnt really a bad thing honestly, mei is really annoying in OW and skullcracker is an annoying talent on muradin. My suggestion to you is to make the wording simpler. It doesnt need 5 sentences explain it
Q-Ok heres the issue with charge based abilities. They are redundant and pointless. It only works when theres a reason to delay the charges for a better gain. such as varian, he has 2 charges of parry because sometimes you dont need to use them right after another. On zarya, you dont want to use all grenande charges at once because maybe you'll be at higher energy later which means more dps
With mei, theres no reason to really stagger your Q charges. They do more DPS than outright basic attacking and ever being at 3 charges is a straight dps loss in any scenario. Just make it a short cd like 2 seconds or something, charges just for the sake of charges is silly.
W- Literally iceblock in every sense as a basic ability. Which is exactly the same thing dehaka has.
E- Is the only unique basic ability mei brings to the table, about a combination of zombie wall and force wall, just being a destructable big wall which has great play making potential.
R1- Nothing much to say, its very slow but it can be effective i suppose so its a fine ult, just like in OW
R2- its cool but boring and bad at the same time. Its almost like ragnaros where instead of killing all minions you just outright not make them not spawn. Which is why i understand the second part of making the minions grant double exp to make up for it.
But its bad because it doesnt actually do anything if the enemy team just responds by getting easy pushed up soak. It doesnt change the pace of the game at all. Even though lava wave isnt that good of an ult, it instantly forces a reaction from you and regardless of what happens, it gets free value no matter what because it gets global exp. and excels against map objectives.
On the talent side, some of these are outright overpowered. like at 13, she can cast iceblocks on allys? Auriel needs her ult + a 60 second cooldown to do that but mei can do it every 14 seconds.
On a personal note, I just dont feel like mei is one of those heroes that you cant really make in HoTs, her kit isnt anything super new except icewall and her ult so it would take a lot of creative freedom and iteration to not only make her kit different and unique but also still true to the character.
Which isnt trying to shoot down your ideas im just saying you would have to put a lot of thought and work into it to make it a mei concept that also feels moba appropriate, unique and different.
But, Mercy, Roadhog, Reaper, Mei, Widowmaker, Bastion. The chances of these guys being in hots doesnt seem likely at all.
EDIT: I thought of a way you can make her Q interesting. Make it a low CD skillshot that does average damage, but triple damage against stunned targets, that way it gives some synergy with your basic attack and emulates the freeze and headshot combo she does in overwatch. (also good synergy with other stun heroes)
Then after that, replicate the mechanic to both her ultimates (as in also redesign her second ultimate to support it).
Im not sure what you can do to her W to make that not a boring generic iceblock, if i think of something ill let you kno
Thanks for the feedback, I appreciate, I'm sure as hell Mei is not the best character to add in the game right now but I think she could fit with this concept. Even tho I agree with you on some points, I disagree on some others, Mei's passive is definetly not like Muradin SkullCracker. And Muradin SkullCracker is a talent that some people (As a main Muradin) I don't take often so I don't see the problem there! :)
On the Charge side, I completely agree with you, and I'll change it thanks, I'll probably give her like 2.5 sec cooldown or 3 second cooldown, I was thinking about it and I was trying to be cool but indeed, she doesn't need charge! :P
On the side of W, I can't really make anything else since it's the ability in Overwatch. I'm taking suggestion tho.
I agree with you with R2 too. It's cool and can be boring. Looks a bit like Ragnaros but I wanted it to be in all 3 lanes, and it's also with level 20 talents to combine in some situation where it can be very interestint to prevent the core to attack so they can sneak destroy the base easy.
Where I say that she can Iceblock an ally, it's for 2 seconds, she can't get any bonus (healing/shielding) and it's very small range, Mei literally has to be very close of the ally or the ennemy. So it's really the same Ult of Mei. Even tho I still agree a bit with you that it's similar.
And by the way, your idea to triple the damage with Q is good (with a lower base damage on Q) on stunned targets.
But did you consider my talent number 4 where it gives 30% more damage on all CC target, thats the damage build path.
