Emperor of the Dominion

Arcturus Mengsk, Emperor of the Dominion was a Terran from Korhal. He led the Sons of Korhal and orchestrated the downfall of the Terran Confederacy during the Great War. Mengsk ruled the Terran Dominion, the Confederacy's successor, with an iron first as Emperor Arcturus Mengsk I, until his death during the Second Great War at the hands of Sarah Kerrigan the Queen of Blades during her Swarm's crusade for vengeance.

Now Mengsk has arrived in the Nexus, bringing along with him his penchant for propaganda and tyranny. Resting comfortably on his throne in his Imperial Witness blimp, he will sit back and smile as he orders his allies to lay his enemies to waste.

Mengsk is a Support who uses propaganda to empower his allies as long as they follow his orders. Mengsk takes to the battleground in his Imperial Witness blimp.

Combat Trait

Imperial Mandate
Mengsk's Basic Attacks apply 1 stack of Mandate to enemy Heroes for 6 seconds, stacking up to 3 times. The next time an allied Hero other than Mengsk Basic Attacks them, consume all stacks of Mandate and causes the marked target to take an additional 65 damage, increased by 50% per stack consumed.

Mandate is applied after the Basic Attack hits.
Mandate is still applied even if the target is Protected or Parrying but not if they're Evading or when Mengsk is Blinded.
Enemy Heroes with Mandate will have a faint visual indicator visible for Mengsk's allies.
The visual indicator for Mengsk himself is much more pronounced.

[Basic Attack]
Mengsk's Basic Attacks will come from his Imperial Witness, which will also be his model in-game. Imperial Witness Basic Attacks in the form of laser shots (like a Battlecruiser's shots). Imperial Witness's Attack Animation is very fluid which makes it very mobile.

Primary Abilities

Q - Indoctrinate
Cooldown: 8 seconds
Mana: 30
Indoctrinate in a targeted area, becoming stationary and channeling for up to 6 seconds. Allied Heroes within gain 15% Attack Speed and enemy Heroes are demoralized, being Slowed by 20% and taking 45 damage per second. Mengsk can Basic Attack enemies while channeling. Can be canceled early.

Cast Range is 5.5. Cooldown starts once cast.
The radius of the Area is 3.0. Effects last for 0.5 seconds after leaving the AoE but are reapplied when entering it again.
While channeling, Mengsk cannot use Basic Abilities but he can still Basic Attack enemies.
During this cast, Mengsk can play several unique voice lines that are basically propaganda and his Imperial Witness will play a hologram of him.

W - Royal Guard Stimpack
Cooldown: 15 seconds
Mana: 60
Target an allied Hero and inject them with drugs that grant them 20% Movement Speed and 10% increased Attack Damage for 6 seconds.

Point-and-click ability. The range is 6.5.
Cooldown starts immediately once cast. Targeted allied heroes gain purplish highlights and the cast is accompanied by a distinct voice line and SFX.

E - Forced Conscription
Cooldown: 14 seconds
Mana: 50
Activate to deploy an Outpost that lasts for 12 seconds. Outposts attack nearby enemies, prioritizing heroes, dealing 75 damage per attack and applying Mandate. Outposts have 350 health, 5.0 range, and 1.11 Attack Speed.

When cast, Outposts drop from the sky immediately. Outposts' model looks the Supply Bunker in Mengsk's Commander Army in SC2 Coop.
Cast range is 5.5 and the radius is 1.8 (same as Zagara's Level 7 Roach drop upgrade).

Heroic Abilities

R1 - Kill Order
Cooldown: 40 seconds
Mana: 60
After 0.5 seconds, shoot a missile that hits the first enemy Hero to deal 135 damage and reduce their Armor by 20 for 6 seconds. While affected, allied Heroic Basic Attacks against them do not consume Mandate.

?Quest: Enemy Heroes killed while affected by Kill Order and within 1.5 seconds of its expiration increases Mandate's bonus damage by 10.

Cast Range is 8. The width of the projectile is 2. The speed of the projectile is around the same as Sylvanas's Mind Control. The quest component rewards takedowns while Kill Order is active and increases Mandate's base bonus damage by 10.

R2 - Contaminated Strikes
Cooldown: 80 seconds
Mana: 80
Channel in place to bombard an area for 2 seconds, dealing 100 damage every 0.5 seconds. The impact area lasts for an additional 1.5 seconds, dealing 55 damage every 0.5 seconds. Enemies damaged by Contaminated Strikes at least 5 times go Berserk for 1.5 seconds, attacking their own allies, prioritizing Heroes.

The cast range is 9.5. The impact radius is 3.5. The impact area will have a nuclear symbol on it while it's bombarding which will fade out over time. The damage over time is in the form of a noxious orange cloud. When going Berserk, enemy Heroes' models become larger and gain red-tinted highlights.

Level 1

Q - Master Propagandist
Increase the Radius of Indoctrinate by 25% over its duration. Indoctrinate now grants a 155 point Shield for 6 seconds.

W - Chemical Imbalance
Royal Guard Stimpack grants an additional 30% bonus Movement Speed for the first 2 seconds of its duration.

E - Call to Arms
Gain 1 additional charge of Forced Conscription. Additionally, Outposts gain 100 additional Health.

Level 4

Trait - My Word is Law
Consuming maximum stacks of Mandate deals an additional 100% more damage and Slows the target for 20% for 1 second.

Trait - Vaster than Empires
Basic Attacks against targets with maximum Mandate bounce to all nearby enemy Heroes, dealing 75% damage and applying Mandate.

Trait - Loyalty Rewarded
Allied Heroes who consumes Mandate are healed for 125 Health per stack consumed. Increased by 50% if maximum Mandate is consumed.

Level 7

Q - Media Silence
Enemy Heroes that are affected by Indoctrinate for at least 4 seconds are Silenced for 1.25 seconds.

W - Diplomatic Immunity
Royal Guard Stimpack grants its target and Mengsk Evasion for its duration.

E - Shrike Turrets
Outposts now attack 1 additional target. Additionally, they burn to deal 44 damage per second to nearby enemies.

Level 13

Q - Father Eye
Indoctrinate Reveals in its area for its duration. Additionally, it also grants allied Heroes within 20% additional Attack Range for 3 seconds.

AA - Disruption Munitions
Mengsk's Basic Attacks Slows enemies by 2% and grants Mengsk 2% Movement Speed for 1 second, stacking up to 15 times.

E - Stormsiege Plating
Allied Heroes near Outposts gain 20 Armor. Additionally, Outposts take 50% less damage from instances below 100 damage.

Level 16

Active - Might of the Empire
Cooldown: 40
Activate to instantly consume all Mandate, healing Mengsk for 60% of the damage dealt and granting him Unstoppable for 2 seconds.

Q - Political Warfare
Enemies affected by Indoctrinate have their Attack Speed reduced by 5% per second, stacking up to 6 times for 1.25 seconds.

AA - Blackhammer Missiles
Basic Attacks against enemies with maximum Mandate deal an additional 0.5% of their maximum health as damage. Consuming Mandate deals an additional 1.75% of their maximum Health as damage per Mandate consumed.

Level 20

R1 - Warhound's Call
Increase the Armor reduction of Kill Order to 50. Reduce the cooldown by 20 seconds.
Passive: Consuming Mandate deals its damage in an area.

R2 - Psychoactive Payload
Berserk enemies gain 100% increased Attack Speed. Increase the Berserk duration by 1 second. Additionally, increase the cast range and radius of Contaminated Strikes by 25%.

W - Project Cerberus
Upon taking fatal damage, Royal Guard Stimpack's target resurrects with 75% of their maximum Health that decays over 10 seconds. Upon resurrection, they gain a free Royal Guard Stimpack. During this time they cannot be Healed and will die when their Health runs out. If they participate in at least 1 takedown, their death timer is reduced by 35%.

E - Planetary Fortress
Outposts can be cast on destroyed Forts or Keeps. When used this way, they have no duration and gain 100% more Health and Damage. Additionally, they Reveal nearby enemies and gain 25% increased Attack Speed and Attack Range. Up to a maximum of 3 Outposts can be cast on destroyed Forts or Keeps.
