Millhouse was trapped in the Arcatraz because he was at the wrong place at the wrong time. After he was freed by heroes he then joined the Twilight Hammer clan. He was thought dead after he was knowed off a cliff from Corborus. Suddenly he was found fighting in the Brawlers Guild and after that he became a follower of heroes from Azeroth. One day when the hero sent him to a mission on Dalaran, Millhouse was starting to cast the portal to Dalaran he suddenly sneezed and that somehow changed the location to the Nexus. Now the Gnome wonder, found himself in new adventures, trying to find a way back.

Frost comet: Slows the movement and attack speed of the enemy heroes by 20%
Arcane comet: Silences the enemy heroes for 2 seconds. You can cycle between the elemets. For each charge three comets fall.

To be honest i have no idea (or did any research for that matter) about scaling. I just threw some numbers. If you have any recommended numbers please tell me. I am guessing that he would be 15% more durable than li ming
Would be nice to see the numbers altered to be inline with the new scaling.. I can't tell how strong his skills are or how durable he is with the numbers presented...
Leaving mana shield untill destroyed doesn't seems right. Everyone will try to keep it full all the time and when some1 destroys it he will just recast it instantly.
I have suggestion:
After 12 sec amount of shield left is refunded to mana.
Meaning if you lost half of your shield before 12 runs out you will get back 7,5% of your total mana.
Yes you are right he can not do anything BUT he does not need to have vision of enemy heroes to cast it. Whenever he feels like it he is like ''ggonna cast my heroic now and BOOM thats it, all enemy heroes have 15% of their max health gone. And it is global.
Impending doom is too weak, maybe change the casting time to 5 seconds because for those 12 seconds he cannot do anything and is vulnerable and useless in teamfights.
Yeah mate i forgot the damage groth of Barrage of Magic XD. Gonna add it now. I am going to change the Impending Dooom range to Global and maybe increase the casting time of it i know that arcane blast has the stacking mana cost by i prefer to put it to arcane blast. Thanks for the comment :)
The concept is fine, however Independing Doom is too weak (remember, that typical team-fight lasts around 10 seconds or even less, it depends), Arcane Barrage has too small damage growth (for me) and Barrage of Magic has no damage growth (probably you just forgot to add it).
Also, if I remember good, Arcane Blast was stacking mana cost growth, so you should move this one from Arcane Explosion there. Also, if Independing Doom's range would be global, it also could add this uniqueness to your hero. (Ofc these are just my suggestions, I'm not any of these awesome hero creators and you don't have to involve any of my ideas there)
Keep inventing into this one as it can be fun. I really like his trait!
