This section details the finer points that wouldn't appear in her ability descriptions, and hopefully addresses any balance/functionality concerns. It also addresses potential problems I see and how I might fix them.
Moira's trait has a visual associated with it, a pair of bars on the bottom left that indicate her current Order and Decay values, visualised similarly to a set of scales. Also, all other players can check her current trait values on the Talents page, where her current stats are shown similar to a baseline quest, though perhaps only showing Order (Decay can be inferred if you can do basic subtraction from 100).
Moira's Q ability has relatively short range, and requires some degree of commitment, so while it can appear like a strictly better Morales Healing Beam due to its ability to restore the entire team, it has the downside of putting Moira much more directly into the line of fire. The ability has a cone-shaped Area of Effect, perhaps with rounded edges.
A rough estimate on Biotic Orb's range and speed would be around the reach of Zarya's exploding personal bubble, with a movement speed somewhere around 120% normal walking speed. Additionally, enemy Biotic Orbs could be given a slight red glow in the middle, to help distinguish them from allied Biotic Orbs.
Fade is a move that greatly resembles Tassadar's Phase Shift, the main differences being that Moira's has more mobility but less protection. It's the kind of ability that could easily be seen as 'strictly better' than its counterpart, though unlike Tassadar, Moira cannot reduce or reset its cooldown without a dedicated talent.
The range of Coalescence would be comparable to Li Ming's Disintegrate, albeit thicker and trading the ability to turn for a limited amount of character movement.
Biotic Surge is the Heroic more heavily impacted by her trait bonuses, as your choice of where to teleport to is likely to be influenced by whether your damage or healing is more impactful. Biotic Surge's Range is also around that of Tyrande's Starfall, and, unlike most of Moira's abilities, it can damage minions, monsters, and even structures. The warp range would be a little bit further than Bolt of the Storm.
Moira is a character who has a lot of multipliers. Her trait alone increases adds extra math the player must do when considering their options. If this proves to make playing her a bit too much of a headache, one thing that could help to mitigate that fact would be to make her trait be 100 Order and 100 Decay, with each one increasing its aspect by 1% each, and just doubling the impact of each individual talent, just to make things straightforward.
