A Healer who can sacrifice damage for healing power... or vice-versa.

Moira is a very flexible character, and would've been right at home under the old Multiclass Hero umbrella, owing to her ability to radically re-write her own damage and healing numbers over the course of the battle based on what the team needs... or what her player wants.

Moira's resource is Energy, which works very similarly to Morales, spending it when channelling her Q ability, and regaining it when not. One major difference is that Moira relies more on damaging heroes with basic attacks to restore her energy, as it otherwise restores at a significantly slower rate. Said basic attack works similarly to Tassadar's, being a stream of constant damage using her signature purple coils, but instead of slowing the target, it provides Moira with health and energy. Moira has 100 maximum energy.


Playstyle notes:
Because of the relatively short range of her Q and reliance on basic attacks to keep her resource up, Moira often needs to be in the thick of things, or account for her downtime and use her Biotic Orb and Heroic accordingly.

Her basic abilities (aside from Fade) all have Area of Effect healing, allowing her to restore health to her entire team at once.

When built fully into Order, Moira plays as a sustained group healer, keeping the entire team alive from close by. When built fully into Decay, she instead plays as more of a single-target auto-attack assassin with high self-sustain and the ability to occasionally throw out reasonably high AoE damage.

Moira's Auto-attacks hit every .25 seconds, and deals damage roughly on par with most other healers, simply spread out over more attacks.


Balance Disclaimer:
The healing/damage numbers given are very rough estimates. Numbers have been written without any trait bonuses applied, which means the values printed would most likely be double or even triple what is printed.


I'd also like to note that this was my very first moveset concept, and since I made it, many of my design philosophies have changed.

Combat Trait

Caduceus
Moira starts the game with 50 Order and 50 Decay. For every point of Order she has, her healing effects are increased by 2%. For every point of Decay she has, her damage is increased by 2%. Moira gains Order or Decay when picking Talents, but loses a proportional amount of the other when doing so.

Primary Abilities

Biotic Grasp
Cost: 20 Energy per Second.
Cooldown: 1 second.

Moira sprays a healing gas a short distance in front of her, restoring 19 health to all allies in its radius every .25 seconds. Moira can move at 75% of her normal movement speed while channelling Biotic Grasp.

Passive: Moira's basic attacks against heroes cause her to restore 30 health and 5 Energy per second.

Biotic Orb
Cooldown: 12 seconds.

Launch a Biotic Orb that bounces off of surfaces in the target direction. The Orb heals allies and damages enemies within its radius for 17 health every .25 seconds. Biotic Orb lasts 3 seconds.

Fade
Cooldown: 25 seconds.

Moira fades out for .75 seconds, becoming Immune and Invisible. While Fade is active, her movement speed is increased by 100%, and she can move through enemy heroes.

Heroic Abilities

Coalescence
CD: 80 seconds.

After 1 second, Moira fires a concentrated beam of Biotic Energy in the target direction for 3 seconds, healing allied heroes for 19 health and damaging enemy heroes for the same amount every .2 seconds. Moira cannot change the direction of Coalesence while channeling, and is reduced to 60% movement speed.

Biotic Surge
CD: 90 seconds.

After 1 second, Moira warps to target location, unleashing a wave of Biotic Energy, followed by two more waves over 2 seconds. Each wave heals allied heroes and damages enemy heroes by 174 health.

Level 1 Talents

This tier of abilities helps to define Moira's playstyle going forward, by giving her a choice of basic attack options.

-Q: Life for Life - Doubles the amount of Energy restored when using basic attacks. +3 Order, -3 Decay

-Q: Sustain Thyself - Increases Moira's self-healing when attacking enemy Heroes by 20% of the damage done (this amount is not increased by Order). +3 Decay, -3 Order

-Q: Biotic Extension - Increase the range of Moira's auto-attacks and Biotic Grasp by 15%.

Level 4 Talents

-Q: Personal Prescriptive - If Biotic Grasp hits only a single allied Hero, they receive 5% increased healing from Moira for 1.5 seconds, stacking up to 30%. +3 Order, -3 Decay

-Passive: Abundant Resources - While at 80% energy or above, using Moira's basic attacks on enemy Heroes restores 27 health to all nearby allies every .5 seconds. +4 Order, -4 Decay

-W: Pattern Forming - Quest: Deal damage to two heroes at once with Biotic Orb 50 times, each additional Hero hit grants 1 additional quest progress. Reward: Biotic Orb deals an additional 20 damage for each enemy hero it hits simultaneously, up to 100. +4 Decay, -4 Order

-W: Bio Reverb - Each time Biotic Orb bounces off a wall, it releases a pulse of energy. The pulse of healing orbs restores 81 health to nearby allies, with damage orbs dealing 81 damage to nearby enemies. This ability can trigger up to three times per cast.

Level 7 Talents

-Active: Cleanse - CD: 60 seconds. Give an ally Unstoppable for 1 second. +8 Order, -8 Decay

-Passive: Prep Work - Moira's Basic Attacks lower the target's Spell Armour by 1% for 1 second, increasing Spell Damage taken by 1%. This effect's duration is refreshed every time the target is hit by Moira's basic attacks, and stacks up to 20%. +8 Decay, -8 Order

-W: Return Orbit - Reactivate Biotic Orb after firing to send it towards Moira's current position. After being re-activated, the Biotic Orb will vanish upon contact with Moira, reducing its cooldown by 4 seconds. Passive: Biotic Orb's Duration is increased by 1 second.

Heroic Talents

(See Heroic Abilities. Neither one influences Order or Decay.)

Level 13 Talents

-Active: Gene Drive - CD: 8 seconds per charge (stores 2 charges). Spend 20 energy to fire a long range burst of Biotic particles that heals all allies it passes for 88 health. +10 Order, -10 Decay

-Active: Virophagia - CD: 20 seconds. Activate while basic-attacking a hero to double Moira's basic attack range and deal 31 damage around the target every .5 seconds. Lasts until Moira stops targeting that hero. +10 Decay, -10 Order

-(D) Trait: Bio-burst - CD: 30 seconds. Activate Moira's trait to release a burst of Biotic Gas in a short radius around her that provides 91 healing to allies and deals 97 damage to enemies. Receives double the effects of Moira's Trait Bonuses.

Level 16 Talents

-Q: Gene Guard - Each time an ally is healed by Biotic Grasp they gain a shield equal to 20% of the amount healed. Shields last for 2.5 seconds after Moira stops channelling Biotic Grasp. +15 Order, -15 Decay

-Passive: Dominant Gene - While basic attacking heroes, if Moira has a higher health % than her target, her basic attack speed is increased by 25%. +15 Decay, -15 Order

-E: Swiftly and Deftly - After using Fade, its cooldown recharges 150% faster until Moira takes damage.

Storm Talents

-R1: Double Helix - Coalesence now fires instantly and gains a second charge, each with a 40 second cooldown, but each use only lasts 1.5 seconds.

-R2: Unyielding Surge - Biotic Surge now creates two additional waves over two seconds. Each time Biotic Surge Heals or deals damage, its cooldown is reduced by 2 seconds.

-Trait: I Am Optimized - Set Moira's highest Trait value to 120, but set the other to 0. If Order and Decay are equal, instead set both to 60.

-Active: Oroburos - CD: 90 seconds. Activate to Switch Moira's Order and Decay for 6 seconds. Cannot be taken if Order and Decay are equal.

Minutiae

This section details the finer points that wouldn't appear in her ability descriptions, and hopefully addresses any balance/functionality concerns. It also addresses potential problems I see and how I might fix them.

Moira's trait has a visual associated with it, a pair of bars on the bottom left that indicate her current Order and Decay values, visualised similarly to a set of scales. Also, all other players can check her current trait values on the Talents page, where her current stats are shown similar to a baseline quest, though perhaps only showing Order (Decay can be inferred if you can do basic subtraction from 100).

Moira's Q ability has relatively short range, and requires some degree of commitment, so while it can appear like a strictly better Morales Healing Beam due to its ability to restore the entire team, it has the downside of putting Moira much more directly into the line of fire. The ability has a cone-shaped Area of Effect, perhaps with rounded edges.

A rough estimate on Biotic Orb's range and speed would be around the reach of Zarya's exploding personal bubble, with a movement speed somewhere around 120% normal walking speed. Additionally, enemy Biotic Orbs could be given a slight red glow in the middle, to help distinguish them from allied Biotic Orbs.

Fade is a move that greatly resembles Tassadar's Phase Shift, the main differences being that Moira's has more mobility but less protection. It's the kind of ability that could easily be seen as 'strictly better' than its counterpart, though unlike Tassadar, Moira cannot reduce or reset its cooldown without a dedicated talent.

The range of Coalescence would be comparable to Li Ming's Disintegrate, albeit thicker and trading the ability to turn for a limited amount of character movement.

Biotic Surge is the Heroic more heavily impacted by her trait bonuses, as your choice of where to teleport to is likely to be influenced by whether your damage or healing is more impactful. Biotic Surge's Range is also around that of Tyrande's Starfall, and, unlike most of Moira's abilities, it can damage minions, monsters, and even structures. The warp range would be a little bit further than Bolt of the Storm.


Moira is a character who has a lot of multipliers. Her trait alone increases adds extra math the player must do when considering their options. If this proves to make playing her a bit too much of a headache, one thing that could help to mitigate that fact would be to make her trait be 100 Order and 100 Decay, with each one increasing its aspect by 1% each, and just doubling the impact of each individual talent, just to make things straightforward.
