Tier - 1:
Seasoned Marksman - For every (6) Minion or captured Mercenary kills near your Hero, gain (1) Basic Attack damage. Hero Takedowns count as (3) Minion kills.

Venom - Increase the duration of this ability by (4) seconds.

Regeneration Master - Collecting Regeneration Globes permanently increases Health Regeneration by (1.5) per second.

Weapon Block - Every (4) seconds, you can Block an incoming basic attack with your Claws instead of your shield, reducing its damage by (50%).

Tier - 2:
Vampiric Assault - Basic Attacks heal for (15%) of the damage dealt to the primary target

Dragon Talon - Kick slows enemy Heroes hit by (20%) for (2) seconds.

Mind Blast - Decrease the cooldown of this Ability by (4) seconds when a hero is hit.

Blade Shield - Increase the damage from the razor blades by (100%)

Tier - 3:
Battle Momentum - Basic Attacks reduce Ability cooldowns by (0.5) seconds.

First Aid - Activate to heal (11.07%) of your max Health over (6) seconds.

Dragon Tail - The Assassin delivers a kick so powerful, an explosion occurs at the impact point, increasing the abilities damage by (75%) and the knockback by (15%).

Blade Shield - Increase the shields duration by (3) seconds.

Mind Blast - Increase the radius of the blast by (40%)

Tier - 4:
Phoenix Strike - Turn your blades into a powerful elemental energy source, giving each of your next (3) strikes a different elemental damage effect (fire, frost, lightning)

Shadow Master - Project a powerful shadow avatar that lasts for (30) seconds and has (750) HP. The shadow has access to all your primary abilities and trait. All attacks are (40%) less effective than yours.

Tier - 5:
Giant Killer - Basic Attacks against enemy Heroes deal bonus damage equal to (1.5%) of the Hero's maximum health.

Venom - Increase the Poison damage by (5%)

Blade Fury - When Blade Shield is active, the Assassin has the option to recast the ability, shooting all rotating razors at target enemy.

Mind Blast - Increase the stun duration by (0.5) seconds and increase the impact damage by (50%)

Tier - 6:
Burst of Speed - Activate to increase your Attack Speed by (40%) and Movement Speed by (15%) for (5) seconds.

Dragon Flight - After using Dragon Talon, the Assassin has (3) seconds to recast the ability and execute Dragon Flight. The Assassin will lunge to her target and deliver a devastating kick for (75) damage.

Blood for Blood - Activate to deal (10%) of target enemy Hero's Max Health and heal for twice that amount.

Stoneskin - Activate to gain (30%) of your maximum Health as a Shield for (5) seconds.

Tier - 7:
Phoenix Strike - Increase all effects by (15%)

Shadow Master - Shadow HP increased by (20%) and lasts indefinitely until killed. All attacks are now (40%) less effective than yours.

Nexus Claws - Basic Attacks deal (20%) more damage and slow enemy Movement Speed by (20%) for (1) second.

Bolt of the Storm - Activate to teleport to a nearby location.

seems ridiculously underpowered

at level 20 with the new scaling, stats are only about 2.1x the base.

i like the formatting though, definitely required a lot of effort. :)

I was afraid this concept, as well as my others, would have some scaling issues with the (numbers). I found a document that breaks down the new scaling patch so I'll have to dig in deeper and make an update.
