Crushing Wave
Active Cooldown: 12 Seconds
Send a powerful Wave that Deals 120 ( +4% per Level) Damage to all Enemies on its path. Crushing Wave also Carries all enemies hit with it to the end of its range.

Coral Scales
Active Cooldown: 10 Seconds
Gain 25 Armor and Deal 40 ( +4% per Level) Damage per Second to all Enemies in your Melee Range for 5 Seconds.

Ocean Trident
Active Cooldown: 16 Seconds
Rush towards chosen direction and Impale First Enemy Hit, Dealing 160 ( +4% per Level) Damage to them and carrying them on your Trident for 1.5 Seconds. You can move while carrying enemy.

Create a Whirlpool around you, circulary pulling all Enemies towards it center. Enemies in Whirlpool have their Movement Speed Slowed by 50%. Whirlpool lasts for 5 Seconds.

Create a Mist on chosen Area, it Blinds and Completely Reduces Vision of all Enemies who find themselves withing its Area. Mist lasts for 5 Seconds.

Level 1
[Passive]Oceanic Might- Quest: Collect 25 Regeneration Globes, each one Increases your Health Regeneration by 1. Reward: Increase your Armor by 10 and Health by 500 Hit Points.
[Q]Sea Master- Quest: Hit 40 Heroes with [Q]Crushing Wave. Reward: Increase [Q]Crushing Wave's Size by 20% and Reduce its Cooldown by 4 Seconds.
[W]Hardened Scales-
[W]Coral Scales now Grant you 2 Stacks of 50% Physical Block against next 2 Heroic Basic Attacks against you.
Level 4
[Q]Wave Rider-
[Q]Crushing Wave Increases the Movement Speed of All Allied Characters within its area by 25%.
[D]Depth Chant-
Ability affected with [D]Blessing of Nazjatar has its Cooldown Reduced by 50%.
[Passive]Sea Javelin-
Reduce Basic Attack Speed to 0.5 per Second but Increase its Damage by 50% and make it Reduce your Basic Ability Cooldowns by 1 Second.
Level 7
[Q]Mighty Crush-
Increase Damage of [Q]Crushing Wave against non-Heroes by 200%.
[W]Urchin's Defense-
Melee Attacks against you while [W]Coral Scales are active Deal 80 ( +4% per Level) Damage to the attacker.
[E]Quick Strike-
Increase Speed of [E]Ocean Trident by 50% and its Range by 25%.
Level 10

[W]Coral Scales makes you Unstoppable every 1 Second for 0.25 Seconds for its Duration.
[E]Siphoning Blades-
Hitting an Enemy Hero with [W]Ocean Trident Heals you for 220 ( +4% per Level) Health over 2 Seconds.
Level 16
[Q]Hurricane-
[Q]Crushing Wave now Stuns Enemies Hit for 0.75 Seconds.
[W]Restless Waters-
[W]Coral Scales now Slow Movement Speed of nearby Enemies by 25% and they slowly Pull them towards you.
[E]Pierce-
[E]Ocean Trident now Decreases Armor of Enemy hit by 25% for 5 Seconds.
Level 20
[R]Call Of The Depths-
Increase [R]Whirlpool's Pull Speed and Movement Speed Slow by 50%.
[R]Fog Of Death-
[R]Noxious Mist now Silences enemies within its Area.
[Active]Abyssal Trident-
Deal 240 ( +4% per Level) Damage to First Enemy Hit and Reduce their Armor and Movement Speed by 50% decaying over 5 Seconds. Cooldown is 30 Seconds.
[D]Queen's Favor-
[D]Blessing Of Nazjatar now Applies for your next 2 Basic Abilities.
It's nice to see a Naga concept pop up: they aren't so common around here! This is a cool concept but I got some questions and suggestions.
First, you didn't list his Mana and Mana Regeneration: I suppose this means he doesn't use Mana or any other resource. Maybe it's still work in progress ?
Secondly, Level 1 talent Oceanic Might: I'd rather have him get 10 flat armor or something like than to have % scaling for armor. If based on %, it will scale and be somewhat effective only on higher levels. Just a flat armor bonus would work better.
As for Level 4 talent Subside: similar to Dehaka, definitely an interesting talent. However, all maps are "ground" based so it's kinda impossible to dive underwater while on the ground. Makes no sense. I would rework it so that the effect is the same or remove it.
Lastly, Level 13 talent Siphoning Blades healing seems waaaay overpowered: it needs to have a limit for healing increase. I suggest you add a limit how many times you can increase it (maybe add a penalty if you die you lose some of the stacks). Other option would be to drastically reduce its healing (for example from 500% to 50%), but have a very high stack rate (like 10 stacks, that way it would be 50x10=500) without penalty or a minor one (you lose half or 2 stacks per death).
Apart from that it's really good. His pool/push mechanics would contribute to some interesting plays.
We really need Naga in HotS. Vash'j is obvious choice but I also think it would be cool to have some other naga representatives, for example WC3 Mermedions on which this concept is based upon.
Yeah! We need more of those big beefy tanks in our frontlines! :D
