Nova Rework

My Suggestions

Nova is in a terrible spot right now. She is one of the weakest heroes in the game, and only an extremely small percentage of players can make her useful. The idea of this rework is to make Nova a viable pick among all players instead of one-tricks only.

Stats
Health increased from 1300 to 1400
Attack Speed reduced from 1 to 0.4
Attack Damage increased from 105 to 368

Combat Trait

C-20A Canister Rifle (Trait)

Basic Attacks instantly kill Minions and reduce the Spell Armor of Heroes hit by 15 for 2 seconds.

Permanent Cloak (Trait)

Gain Stealth when out of combat for 3 seconds. Nova is Unrevealable for the first second in Stealth. Taking damage, attacking, using Abilities, or Channeling ends Stealth. Remaining stationary for at least 1.5 seconds grants Invisible.

Ghost Protocol (D)

Cooldown: 60 seconds
Instantly grant Stealth to Nova and spawn a Holo Decoy at her location.

Snipe (Q)

Mana: 50
Cooldown: 10 seconds
Deals 368 damage to the first enemy hit. Takedowns reset the cooldown of Snipe.
Range: 10

Pinning Shot (W)

Mana: 50
Cooldown: 14 seconds
Deal 80 damage to an enemy, Slow them by 30% for 2 seconds and reduce their Physical Armor by 15 for 2 seconds.
Range: 6.5

Holo Decoy (E)

Mana: 50
Cooldown: 14 seconds
Create a Decoy for 7 seconds with 100% of Nova's current Health that attacks enemies, dealing 10% of Nova's base damage. Decoys take double damage.
Using this Ability doesn't break Stealth.
Range: 8.0

Heroic Abilities

Mana reduced from 100 to 60
Cooldown increased from 100 to 120

Precision Strike (R2)

Damage increased from 435 to 500

LEVEL 1

Duty Calls (New)
?Quest: Takedowns permanently increase the damage of Snipe by 10.

Covert Ops (New Functionality)
Increase the Slow of Pinning Shot to 40%.
?Quest: Takedowns increase the Slow of Pinning Shot by an additional 1%, up to a total of 50% Slow.

Advanced Cloaking (New Functionality)
Gain 20% Movement Speed while Stealthed.
?Quest: Takedowns increase this bonus by 1%, up to a total of 30% Movement Speed.

LEVEL 4

Rapid Projection (New Functionality)
Reduce the cooldown of Holo Decoy by 50%.
Passive: Basic Attacks restore 10 mana.

Holo Stability (New Functionality)
Increase the duration of Holo Decoy by 100%. While Stealthed, increase its cast range by 100%.

Lethal Decoy (Moved from Level 16)
Bonus reduced from 30% to 25%.

LEVEL 7

Perfect Shot
Cooldown reduction reduced from 4 to 3 seconds.

One in the Chamber
Bonus reduced from 60% to 25%.

Anti-Armor Shells (New Functionality)
Basic Attacks reduce the Physical Armor of Heroes hit by 10 for 2 seconds.
This Armor reduction stacks with other reductions.

LEVEL 13

Psionic Efficiency (New Functionality)
Increase the range of Snipe by 15%. Takedowns increase this bonus to 30% for 2 seconds.

Crippling Shot (Moved from Level 16) (New Functionality)
Pinning Shot also reduces the Spell Armor of Heroes hit by 15 for 2 seconds.

Ionic Force Field (Adjusted Functionality)
Gain 25 Armor while Stealthed and for 3 seconds after losing Stealth.

LEVEL 16

Explosive Rounds (New Functionality)
Basic Attacks deal 80% damage to enemies near the target.

Double Tap (Moved from Level 13)
No longer increases the cooldown of Pinning Shot.

Apollo Suit (Moved from Level 20) (New Functionality)
Reduce the cooldown of Permanent Cloak by 1 second.
Basic Attacks reduce the cooldown of Ghost Protocol by 10 seconds.

LEVEL 20

Piercing Bullets (New)
Shots pierce non-Structure enemies in their path, dealing 50% of the damage.

Precision Barrage
Unchanged.

Ghost Visor (New)
Increase Nova's Basic Attack Range by 1. While Stealthed, she reveals area in her vision.

Phase Reactor (New)
Ghost Protocol teleports Nova to a target location.
Range: 5.5

The problem with Nova isn't that she's too weak, it's that she's an incredibly one-dimensional design that is absolutely unfun to play against if she is too strong, while being useless for literally everything besides hero killing.

There's a difference between being strong at hero-killing, and being useless at everything except hero-killing. There are plenty of ranged assassins that excel at hero killing while still being usable elsewhere; Siege, waveclear, camp clear, or at least pre-fight poke. Nova has none of that; She's absolutely useless against everything *except* hero killing, so the only way for her to be 'balanced' is by being overpowered at it. But as we saw, that leads to a completely unfun game, where Nova's team has to pick up the slack of lacking a dps who can even remotely clear waves, and the enemy team isn't allowed to play the game.

Genuine question, what do you believe is Nova's issue and in what way do you think this concept is solving it for her to be up to par with the other heroes? Because to me, this rework does not fix her core issues.
