Pharah

Security Specialist

Fareeha Amari's commitment to duty runs in her blood. She comes from a long line of highly decorated soldiers and burns with the desire to serve with honor. An altruistic individual, Pharah seeks to make the world a better place, and bring order out of chaos. She loves the feeling of entering the unknown, and has a udjat tatoo, bearing the Eye of Horus.

Pharah is a challenge to translate from Overwatch, as much of her kit in her original game revolves around the vertical mobility offered by her Jet Boosters, which cannot be directly replicated in HOTS. Instead of trying to match it in a gimmicky way, I focused on what the height advantage offered her and her team and tried to capture that. While airborne, Pharah is in a better position to bombard her foes, so I increased her attack range during Boosters. She also serves as a scout, so I increased her vision. To capture the feeling of being unreachable by certain enemies and vulnerable to others, I reduced her movement speed but made her immune to melee autoattacks. She would be unreachable by some heroes attacks, but very susceptible to Spell Damage and powerful ranged attacks, as she'd be unable to avoid them easily.

Overall, Pharah's design is meant to be simple, on the lower end of the skill requirements in the roster. My goal is for her to provide a consistent, steady output of AOE sustained damage for the team but not necessarily do much that would be flashy. She would excel on point control maps but do poorly in maps requiring a lot of rotation mobility. Maps where her vision shines would also be good. My thouhgts are that she would do best on Infernal Shrines, and probably worst on Hanamura.

Combat Trait

Armed and Dangerous
Pharah does not use mana. Instead, her Rockets and Concussive Blast abilities draw on Ammo. When Pharah runs out of Ammo, she must reload, which takes 1 second and can be interrupted following the rules of objective channeling. Reloading occurs automatically when the last charge of Ammo is expended, but can be triggered by pressing D at any time. Like Tracer, mounting automatically Reloads.

Untalented, Pharah has 10 Ammo.

Primary Abilities

Rocket Launcher
Pharah fires a rocket at up to about Valla attack range, which explodes on impact, dealing damage to all enemies hit. Deals 150 damage at center of impact (about size of Lunara's poison) and 90 in a larger area (about size of Tychus grenade).

This ability holds 3 charges, which do not recharge independently. When all 3 charges are expended, all of them will return after a 1 second delay.

Rockets cannot be cast simultaneously - the ability has a .25 second internal cooldown.

Concussive Blast
Pharah fires a blast from her wrist-launcher at a close-range target, knocking them back and dealing 75 damage.

If the target is at melee range, Pharah will be knocked back away from the target an equal distance.

5 second cooldown.

Jet Booster
Pharah takes to the air, which grants the following changes to her capabilities:



( ) Her vision range is increased 150% and the range of her Rocket Launcher increases to match.

( ) She can see over terrain

( ) She cannot be targeted by melee units

( ) She moves at 25% movement speed

( ) She gains the Secondary Ability, Ignition



This ability is considered a moving channel (can be removed by silence but not stun). It lasts 12 seconds or until canceled. Taking 10% of Pharah's health in damage while Boosted will also remove the channel.

10 second cooldown begins when she lands.

Secondary Abilities

Ignition
A short range dash (similar to Barrel Roll) that is only usable during Jet Booster. Can be used to pass over terrain.

4 second cooldown.

Heroic Abilities

Rocket Barrage
After a 1 second delay, Pharah unleashes a massive barrage of Rockets at the target area, dealing 750 damage over 3 seconds in 5 instances of 150 damage.

Can be cast at Rocket Range. AOE is similar to Big Red Button.

Aerial Superiority
Active:

For the next 6 seconds, Pharah's abilities do not consume Ammo.

20 Second Cooldown.

Passive:

Jet Boosters can no longer be interrupted (can still be cancelled). Pharah now moves at 50% movement speed while boosted.

Talents

Level 1:



Ballistics Research (Quest):



Hit 3 or more heroes with a single Rocket.

After 10 times, Increase the size of the outer radius by 10%

After 20 times, Increase the size of the inner radius by 10%

Recruitment Drive:



Every minion killed by Pharah's Rockets gives 1 stack. 20 stacks bribes a mercenary. Holds 80 stacks. Recruited Mercenaries receive a 10% bonus to health.

Hot and Ready:



The first Rocket fired after reloading will deal 10% increased damage. This effect has a 15 second cooldown.

Level 4:



Advanced Propulsion:



Rockets fired by Rocket Launcher travel 50% faster

Nerves of Steel



Reload can no longer be interrupted by damage. CC effects received during Reload have their duration reduced 25%.


Visor Upgrades:


Activating Jet Booster reveals invisible enemies and items in Pharah's expanded vision range. Targets revealed this way are revealed for 3 seconds.


Level 7:



Strafing Run:



During Ignition, perform a single auto-attack on all targets in range.

Lingering Concussion:



Concussive Blast now also slows targets by 40% for 2 seconds.

Such Great Heights:



Further increase the Vision and Range bonus from Jet Booster by 50%.

Level 10:



Rocket Barrage


Aerial Superiority


Level 13:



Emergency Thrusters:

Ignition can be used out of Jet Boosters, but using it this way adds 3 seconds to its cooldown.

Suppressing Blast:

Rocket Launcher reduces the attack speed of targets hit by 30%.

Counter-Measures:

CC effects reset the Cooldown on Concussive Blast, and refill Ammo.

Level 16:



Flush them Out:

Rockets leave a patch of flame behind that burns for 80 damage per second. Lasts 3 seconds.

Eagle's Roost:

Jet Booster grants a shield equal to 20% of Pharah's health.

Justice Prevails:

Any death, allied or enemy, grants Pharah 5% Ability Power.


Level 20:



Echoed Barrage:


A second Barrage follows the first, dealing 500 damage.

Assault Wing

Jet Boosters no longer expires. Pharah now moves at 75% movement speed while Boosted.

Justice Rains:

During Jet Boosters, periodically fire homing missiles at enemy heroes in its range that deal 110 damage.

Winged Victory:

Fly to Target Location (Global Movement). 40 Second Cooldown.
