Story:
Raafam has "collected" artifacts from countless worlds with his thief's cunning and powerful magics. Now in the Nexus, he aims to steal the skills and magics of the heroes and villains of legend.

Being the first Major character invented for Hearthstone, I felt he was the best candidate for a Hearthstone Hero.

Difficulty: Medium
Health: 1706 (+4%)
Mana: 500 (+10)
Basic Attack Damage: 97 (+4%)
Basic Attack Speed: 1.15
Basic Attack Range: 5.5

Combat Trait

Arch-Thief
(Targeted) Replace this trait with a base version of the last Basic Ability used by the target enemy hero. Once the Ability is used, you switch back to Arch-Thief and it’s cooldown begins. Channeled Abilities like Morales' Healing Beam will last until the channel is broken. If the target hero has not used an Ability yet or has none, gain Curse of Rafaam instead. Cooldown: Same as the stolen ability that was last used. Mana Cost: Same as the Stolen ability.

Exceptions:
Abilities with use a different resource, like Sonya's or Chen's, have their normal cost converted into Mana.
Abilities with charges start with their max number of charges.
Stealing a sub-ability,like Tyrael's teleport from El'Druin's Might, will give you the original ability.
All channeled abilities last until the channel is broken.
All toggled abilities last until toggled off.
Xul's Cursed Stikes and similar abilities do not change Rafaam's Attack Range, however, Sgt. Hammer's Siege Mode remains intact.
Greymanes' Darkflight and Disengage abilities do not transform Rafaam in any way, only the first effect occurs.
Stealing Gall's Rune Blast gives you Cho's Rune Bomb instead.
You cannot steal other traits.
Cannot steal special mounts, like Rehgar's, or abilities added through talents, like Protective Shield. However, Xul's Bone Armor can be stolen, but it doesn't have it's Level 1 talent.
Cannot steal passive abilities, even if they have talents that make them activatible (Unless you take Perfect Copy at Level 20).

Curse of Rafaam
(Targeted) A curse that deals 700 (+4%) damage to an enemy hero over 10 seconds OR until that hero uses a Basic Ability. Cooldown (for Arch-Thief): 7. Mana Cost: 40.

Primary Abilities

Excavated Evil
(AoE) An ancient evil is unearthed at the target area, instantly dealing 180 (+4%) damage. Deals 100% bonus damage to Minions and Mercenaries. Mana Cost: 60. Cooldown: 10

Unstable Portal
(Summon) After a 1.5 second channeling time, Rafaam summons a Mummy Zombie that deals 48 (+4%) melee damage and has 362 (+4%) health. Duration: 12. Mana Cost: 70. Cooldown: 14.

Blessings of the Sun
(Buff) Increases the Basic Attack Damage of yourself or an ally by 50% for 4 seconds. Effect and Duration are increased by 400% on Minions and your Summons and also gives them +150% Health. Skelesaurus Hex does not receive the buff bonus. Mana Cost: 65. Cooldown: 12.

Timepiece of Horror
(AoE) Deals 180 (+4%) damage per second to enemies and applies 40% slow that fades out after 1 second in a target area for 6 seconds.  Mana Cost: 60

Mirror of Doom
(Summon) After a 1.5 second channeling time, summon 8 Mummy Zombies with all the talents you gave them. Mana Cost: 70.

Lantern of Power
(Buff) Increases the Basic Attack Damage and of yourself or an ally by 100% and increases Ability Power by 20% for 8 seconds. Effect is increased to 500%, Increases Health by 300%, is Permanent on Minions and your Summons and makes them PermanentMana Cost: 65.

Heroic Abilities

Staff of Origination
Passively grants your Basic Attacks 100% splash damage to nearby enemies (2.0). Activate to summon Skelesaurus Hex after a 3 second channeling time. Once Summoned, Skelesaurus will attack the nearest target, preferring heroes and will move into the nearest lane if no target is found. Skelesaurus does not follow Rafaam, allowing you to split push , but reducing your effectiveness in team fights. Skelesaurus has 1965 (+4%) Health and deals 148 (+4%) damage and an additional 100% damage to structures. Skelesaurus does not receive the non-hero bonus of Blessings of the Sun.  Duration: 25. Mana Cost: 80. Cooldown: 50.

Artifact Collection
(Self Buff) Activate to replace all your Basic Abilities with enhanced versions of themselves. After using one, the effect is lost and the cooldown begins. Mana Cost: 40. Cooldown: 60.

Quick question.. If you take the 'Borrowing without Permission', and you take the 'Cursed Magic' talent for your trait; Would using an ability such as Morales' Healing Beam on her trigger the effect? If not, I'd recommend saying 'Cannot effect allies' under 'Cursed Magic'.

Besides that little bit, great concept! Seems fun to play. (^_^)

No, it will not affect allies, I've updated the talent to clarify this. Thank you for pointing that out to me.

Made quite the overhaul with this concept, changing the functionality of some abilities and changing, removing, and adding several talents.
Primary Changes:
Arch-Thief now shares it's cooldown with the ability that was stolen and Curse of Rafaam has it's own cooldown.
Skelesaurus Hex does not follow Rafaam now, allowing him to be used to split push, but he can now longer be commanded to attack specific targets and it now deals 100% bonus damage to structures.
Timepiece of Horror now functions completely different, turning it into a Psionic Storm on steroids.
Lantern of Power now makes your summons permanent if cast on them.
Added a Level 20 talent that allows Rafaam to steal Heroic Abilities.

Actually there was a discussion in a Q&A (i belive in the 2015 blizzcon) about adding a Heartstone tag for HotS, because Rafaam, Elise, Finley and Reno (and technically the Inkeeper) are not in the Warcraft game universe, only in HS, and if they would like to add them to the game it should be under the sign of Hs not Warcraft(because it was asked if they thinkin about adding one of these heros to the game and where would it belong, and the developers said they like the idea).

I like this one, however hearthstone heroes are world of warcraft heroes, so your dream about hearthstone heroes never will come true. Also, almost everything is nice, however I noticed one combo with his abilities:

PLUS
Staff of Origination
Passively grants your Basic Attacks 100% splash damage to nearby enemies (2.0). Activate to summon Skelesaurus Hex after a 3 second channeling time. Skelesaurus has 1520 (+4%) Health and deals 177 (+4%) damage. Reactivate to command Skelesaurus to move to a location or attack a selected target. Duration: 20. Mana Cost: 80. Cooldown: 60.
RESULTS IN:
Skelesaurus lv 10 with:
*5625 Health
*1310 Damage per hit
*Infinite Duration
OR
Skelesaurus lv 20 with:
*8326 Health
*1939 Damage per hit
*Like at level 10, is permanent
OR Skelesaurus lv 30 with:
*12325 Health
*2870 Damage per hit
*Not mentioning about infinite duration
Plus add +50% damage dealt from Storm Talent and +100% damage to non-heroics from perk and this will kill Core with two hits. Good luck.

Probably everything other is well done, didn't notice other things that should be changed.

Thanks, can't believe I missed a problem that big.
Simple fix though, Skelesaurus Hex now receives the same bonus Heroes get.
