Raynor (Reworked)

Renegade Commander

This re-work proposal aims to do a couple of things for Raynor. First, it makes Raynor more interactive to play, while still keeping him new player friendly. It does this by 1) making Adrenaline Rush activateable baseline while it stays automatic when dropping below 25% HP, 2) making the former Seasoned Marksman talent his trait "Commander", 3) having his trait reward kills while Inspire is active, and 4) changing Raynor's talents a bit so that new high-skill talents are included as options to increase Raynor's high level viability. Other changes include making his former Seasoned Marksman (now trait Commander) not operate as a feast or famine concept, providing an anti-snowball series of late-game talents in the event Raynor's team is down, and changes to make talents feel more diversified. Lastly, these Raynor changes give him a high level niche role of being anti AoE Burst, in that his activateable Adrenaline Rush can be talented to punish haphazard AoE burst damage against him.

In the end, the goal is to keep the Skill Floor where it was, raise the Skill Ceiling, and make Raynor a defensive ranged assassin with mid to late game power spikes.

Combat Trait

Commander
Each time a minion dies near Raynor while Inspire is active, increase Raynor's auto attack damage by 0.2. Each time an enemy hero dies near Raynor at any time, increase Raynor's auto attack damage by 0.5.

Reward: When Raynor reaches 20 additional Attack Damage, activate the Commander Trait to increase Raynor's auto attack damage by 35% for 3 seconds. Cooldown 60 Seconds.

Reward: When Raynor reaches 40 additional Attack Damage, activating Commander results in two additional seconds of increased damage (5 total seconds).

Penetrating Round
Deals 240 (+4% per level) damage and knocks enemies back.

Inspire
Gain 30% bonus Attack Speed for 6 seconds. Nearby allies gain half of the bonus. Nearby enemy deaths occurring while Inspire is active will empower your Commander trait.
40 Mana, Cooldown: 10 seconds

Attack speed bonus is halved, duration is not.
Attack speed stacks additively with other sources of attack speed.

Adrenaline Rush
Manually activate to heal for 460 (+4% per level) and gain 25 Armor for 3 seconds.
Automatically activates to heal for 400 (+4% per level) when Raynor is below 25% Health but does not grant Armor.
Cooldown: 30 seconds

Heroic Abilities

Hyperion
Order the Hyperion to make a strafing run dealing 74 (+4% per level) damage a second, hitting up to 4 enemies. Also occasionally fires its Yamato Cannon on Structures for 794 (+4% per level) damage. Lasts 12 seconds.

Raynor's Raiders
Summon two Stealthed Banshees that attack an enemy. Each Banshee deals 50 (+4% per level) damage a second and lasts 22 seconds. Can reactivate the Ability to retarget the Banshees.

Level 1 Talents

Give Me More!
Increases the healing effect of Adrenaline Rush by 25% if it automatically activates. If Adrenaline Rush is manually activated, it adds an additional heal for 70% of damage taken during Adrenaline Rush over 4 seconds.

Scouting Drone
Active: Places a Scouting Drone at target location, granting vision and revealing a large area around it for 45 seconds. This drone cannot be hidden and is killed by enemies with 2 Basic Attacks. When an enemy hero is within your Scouting Drone's vision, reduce basic ability cooldowns by 20% for 6 seconds. Stores up to 2 charges. Cooldown: 45 seconds.

Spray the Pepper
When Raynor's Penetrating Round hits two enemy heroes with one shot, reduce the cooldown by 8 seconds.

Just Like the Vulture
Increase Raynor's mounted movement speed by 20%, and his overall movement speed by another 10% for 6 seconds when exiting the Hall of Storms.

Level 4 Talents

Sharp Shooter
Attacking enemy heroes near Raynor's maximum range does an extra 15% damage.

Vigorous Assault
Basic Attacks heal for 15% of the damage dealt.

Confident Aim
Quest: Hit enemy heroes with Penetrating Round.
Reward: Each five heroes hit with Penetrating Round increases the range of Penetrating Round by 0.5. Dying resets the quest.
Reward: After hitting twenty heroes, expand the width of Penetrating Rounds and make the effects permanent even after death.

Level 7 Talents

Adrenal Overdrive
When Raynor manually activates Adrenaline Rush, if he takes damage greater than 15% of his maximum health within the next 3 seconds, gain attack speed and movement speed for 5 seconds.

Puttin' On a Clinic
Whenever an enemy Minion Raynor has recently damaged is destroyed, his Ability cooldowns are reduced by 1.5 seconds.

Calldown: MULE
Active: Summon a Mule that repairs Structures, one at a time, near target point for 40 seconds, healing for 100 Health every 1 second. Cooldown: 60 seconds.

Level 10 Talents

Hyperion
Order the Hyperion to make a strafing run dealing 74 (+4% per level) damage a second, hitting up to 4 enemies. Also occasionally fires its Yamato Cannon on Structures for 794 (+4% per level) damage. Lasts 12 seconds.

Level 13 Talents

The Marshal
Against enemy heroes, bosses, and monsters, basic attacks do damage equal to an additional 1.5% of the target's total maximum hit points.

Double-Barreled
Penetrating Round gains a second charge, but the cooldown is increased by 2 seconds.

Steel Resolve
Increases Inspire's duration by 50% and causes Inspire to affect all nearby allied structures' rate of fire.

Level 16 Talents

Bullseye
Enemies hit by Penetrating Round are Stunned for 0.75 seconds.

Commanding Leader
Activating Commander casts Inspire on nearby allies at its conclusion.

Back in Action
The Death Timer for Raynor's team is reduced by 40%, 30%, 20%, and 10% depending on if he has died zero times, one time, two times, or three times in the past.

Level 20 Talents

Scorched Earth
An additional set of lasers blast the ground 5 times per second, dealing 40 damage in an area.

Dusk Wings
Banshees can be called in globally, remain Stealthed while attacking, and fire 50% more frequently.

A Card to Play
Whenever a Hero (ally or enemy) is killed, the cooldown of Raynor's Heroic Ability is reduced by 20 seconds.

Nexus Frenzy
Increases Attack Speed by 20% and Attack Range by 1.1.
