Mikhael "Twin Scythes" Jones was the best and, surprisingly, brightest of the Dominion Reaper Core. His instinctual combat knowledge allowed him to graduate from the Icehouse at the top of his class. He went on to a career full of blood and carnage, sowing death across the Koprulu sector. After a tour of bringing sudden, screaming death to Zerg, Protoss and Terran alike, Mikhael looked forward to reenlisting for more fun. He vanished during skirmishes with Protoss forces less than a month before his tour was done. His body was never found.
"Fear the Reaper, man"
The "fantasy" of the Reaper: -Highly mobile harass unit. -High risk, high reward. -Extremely fragile, easily killed if focused. -Can scout enemy territory relatively safely. -Works himself into a murderous frenzy the longer combat goes on. -Shock and Awe, baby!
The Reaper is a short ranged assassin with incredible scouting potential. He should be constantly on the move, looking for opportunities to strike his foes quickly and without mercy. In teamfights, he should look to cull the weak, waiting for an opportunity to strike and eliminate a weak target, snowballing into a whirlwind of death and destruction. Reaper has a fairly low health pool to make up for his mobility (Yes, his trait is active even in combat. Sorry Falstad!), so DON'T get caught out!

Deuterium 8 Charge
Reaper throws a D-8 Charge a short distance, sticking it to the first target or object hit. If no target is hit, the charge lands on the ground. After 2 seconds, the charge explodes, dealing damage in a small area and knocking back enemies surrounding the target. Deals 600 (100+22.5 per level) damage to all targets. 8 second cooldown. Costs 75 mana.

Chemical Rage
Reaper injects himself with a chemical cocktail, enhancing his accuracy. Reaper gains 30% (15+0.75 per level) increased attack speed and all his auto attacks are critical hits for the next 4 seconds. Costs 5% of his maximum health. 5 second cooldown. Stacks.

Nitro Packs
Reaper fires his jets to dash in a straight line a short distance, scorching the earth behind him. Ground burns for 2 seconds, dealing 70 (30+2 per level) damage per second to enemies standing on it. If Reaper collides with a wall or enemy, Reaper is stunned for 1 second. Enemies struck are also stunned for 1 second. 45 mana. 10 second cooldown.

Grim reaper has arrived
Reaper upgrades his weapons and targeting software, allowing him to attack two enemies at once with a higher rate of fire. Each of Reapers pistols switch to 3 round burst. Each attack command will switch one of his weapons to the new target in order of selection, i.e. the oldest target will be replaced first. Reaper is able to move at 40% of his normal speed during the effect. Lasts 6 seconds. Costs 120 mana. 85 second cooldown.

Reaper launches himself into the air, becoming untargetable by melee for 3 seconds. He cannot auto attack, but his other abilities are usable. He is granted three stacks of D-8 Charge upon ability use. Charges benefit from all applicable talents. 50 sec cooldown. Costs 75 mana.

Reaper is able to jump a short distance, including over walls. 20 sec cooldown.
Level 1 Talents
Seasoned Marksman - For every 6 enemy Minion or Mercenary kills near your Hero, gain 1 Basic Attack damage. Hero Takedowns count as 2 Minion kills.
Float like a butterfly... - Gain 150% increased range on Rocket Jump.
Shaped Charge - D-8 Charge slows all targets hit by 75% for 1.5 seconds. D-8 charge no longer knocks back.
Anarchists' Recipe - D-8 charge deals 30% additional damage to Mercenaries, minions, and structures.
Level 4 Talents
Sting like a bee! - Reapers first two attacks after using Rocket Jump deal 100% increased damage.
No Escape - Chemical Rage grants Reaper an additional 15% move speed.
Hit and Run - Nitro Pack no longer stuns Reaper on impact.
Back Blast - Rocket Jump knocks back enemies in a small arc behind Reaper when he jumps.
Level 7 Talents
Aggressive Relocation - Rocket Jump can be cast twice more within 5 seconds.
Grenadier - Reaper gains an additional charge of D-8 Charge.
Searing Attacks - Activate to increase Basic Attack damage by 50% for 5 seconds. Each attack costs 15 Mana
Level 10 Talents

Blitzkrieg - Nitro Packs refreshes the cooldown of Chemical Rage
Level 16 Talents
Never Coming Down - Every attack during Chemical Rage reduces Chemical Rage's cooldown by 0.25 seconds.
No Side Effects - Chemical Rage no longer costs health.
Precise Demolitions - D-8 Charges now last for 5 seconds and can be triggered early. Pressing Q again will detonate the Charge.
Level 20 Talents
Wheat Before the Scythe - Upgrades Grim Reaper Has Arrived. Reaper can now target one enemy with both of his weapons during Grim Reaper Has Arrived.
Angel of Death- Upgrades Death From Above. Reaper stays aloft 2 seconds longer, gains 1 additional charge of D-8 Charge, and can throw charges 20% further.
Masochism - Each instance of damage taken increases reapers attack speed by 0.75%. Can only occur once every second.
Nexus Frenzy - Increases Attack Speed by 20% and Attack Range by 20% .
Skin Ideas
I would personally love to see an Angelic Reaper Skin. The wings would come out of his jets instead of flowing from his back, and his armor would be shiny and golden. Alternatively, we could have Gnome Tech Reaper, a more steampunk skin based off of Gnome (or Goblin, for that matter) tech. If Goblin Tech, expect a LOT more explosions!
Thanks! I really wanted to capture the mobility, so I'm glad that I was at least partially successful. I agree that the ults could use a little work, though I do like Grim Reaper. It was somewhat difficult coming up with something that felt Reaper-like and still mechanically unique.
I absolutely love this concept. Before HotS came out, I spent a lot of time playing a MOBA like game in the Starcraft arcade - Hero Attack. In that game, Reaper was my favorite character, and I feel that you've represented him very well here. While it may need some balancing, I think his extreme mobility is a core part of the reaper, and I really like how you've done it here. I feel as if his ults could use some changing (maybe have one that increases mobility further or something?), but all in all this is a really good concept.
