I think Rehgar is too generic, and he lacks a proper identity.
What's changed?
Ghost Wolf now grants armor, adjusted CD.
Chain Heal heals main target for more.
Lightning Shield replaced with Elemental Fury

Ghost Wolf
D Cooldown: 5 seconds
Instead of using a mount, you transform into a Ghost Wolf with 20% increased Movement Speed and 10 armor. Basic Attacks in Ghost Wolf form cause you to lunge at your target and deal 75% bonus damage and granting 10 armor for 2 seconds. Dealing damage, using Abilities, and channeling cancels Ghost Wolf form.

Q 50 Mana | Cooldown: 8 seconds
Heal an ally with a wave of healing for 320 (+4% per level) Health. The wave then bounces 2 times to nearby allies within 7 range, restoring 220 (+4% per level) Health to them.

Elemental Fury
W 65 Mana | Cooldown: 15 seconds
Rehgar invokes the powers of the elements, swapping between Wind, Earth or Water based on his last used ability.
Haste of Wind
Casting Ghost Wolf causes Elemental Fury to become Haste of Wind, granting Rehgar or an allied Hero 25% increased movement speed and evasion for 2 seconds.
Earthen Frenzy
Casting Totemic Smash causes Elemental Fury to become Earthen Frenzy, granting Rehgar or an allied Hero a flaming aura for 3 seconds, dealing 72 (4%) damage per second to nearby enemies for 4 seconds.
Tidal Boon
Casting Chain Heal causes Elemental Fury to become Tidal Boon, healing an allied Hero for 180 (4%) health and removing Stuns, Silences or Roots.

Totemic Smash
E 30 Mana | Cooldown: 6 seconds
Rehgar summons a totem that slams into the ground, dealing 162 (4%) damage in a small area and summoning a totem that slows nearby enemies by 25%. The totem has 217 (4%) health and lasts 3 seconds.

Bloodlust
R 70 Mana Cooldown: 70 seconds
Grant nearby allied Heroes 25% Attack Speed and 25% Movement Speed, and causes them to heal for 30% of the Basic Attack damage to their primary target. Lasts for 4 seconds.
