Rexxar is a funky fellow. His current kit is very poorly thematic and niche, and is so much wasted potential. Rexxar himself is very squishy and has no defensive abilities because most of his abilities are centered around Misha. This means if a fight breaks out you want the enemy to be focusing on Misha, while Rexxar stays out of focus. This "playing by proxy" style is somewhat interesting and would work fine on a dps hero, but Rexxar is a warrior and is meant to be a warrior, so if he doesn't deal any damage and has no defensive abilities there's no point to having him there at all, which is precisely how he plays right now. He has very few advantages over other warriors: he can hold points forever by just keeping Misha alive while he soaks the lane, and he can jungle somewhat effectively if he builds into it. Besides that though, he's very redundant and not a realistic choice as a tank or off tank. Heck, Raynor is a better Rexxar with his Banshee.
So. Primarily this rework is meant to push his role in the right direction. I do this by removing Mend Pet as a standard ability, replacing it with a passive that prevents Rexxar from leaving Misha to her own devices, but still granting her good durability. I then amplify his health, which used to be lower than most melee assassins, to now being quite substantial (and in tandem with Misha you have a lot of health to work through, which potentially can make you work as a full tank) while nerfing his damage to compensate. Lastly I grant him a new self-serving ability that gives him a nice spike in damage and durability allowing him to hold his own to a degree (his dps is still lower than other warriors but with Misha there he can multiply her health restored as well). All in all, Rexxar can play much more aggressively alongside his bear, and the two of them synergize much more.
The rest of the changes are on smaller scales. Misha now innately has slightly higher movement speed than before instead of just when moving towards Rexxar to make controlling it smoother. I also remove a bunch of PvE talent in exchange for more utility options due to his base kit becoming better at that part anyways. Then Spirit Swoop gets some big changes by making it vector targeted with short range and allowing it to also be cast at Misha's position, which makes it more fitting (birds swoop down to attack and are not thrown like Javelins), more unique (it's functionally identical to The Butcher's Q and Varian's Q, while being weaker than both), and more useful (it allows for cool angles of attack, and cool talents like the revamped Aspect of the Hawk). Speaking of talents:
Level 1 is a utility tier with a jungling talent, damage talent, and Flare which now also provides a debilitating effect reducing enemies' waveclear and merc killing ability, which can be great for denying a boss or bolstering a push. Level 4 is a durability tier, one just for Misha, one for mid-game health regen, and one for a late-game risky health boost. Level 7 has all the Aspect talents together, letting you branch off into Misha's raw cc, Rexxar's poke and cc, and Rexxar's damage output. Level 13 is a Misha tier, granting heavy passive damage, high burst damage, and the old Mend Pet for more sustain. Level 16 is the same durability/utility tier it was before. Level 20 and her heroics were mostly unaltered, except the new Hardened Skin trades a temporary massive armor buff for a more consistent armor bonus. He has a couple build options throughout the game; early game you can spec into jungling or dueling, and either way from there you can spec into more cc/Rexxar durability as a tank, or into damage/Misha durability as a bruiser.
In the end Rexxar is a much more strategic and rounded hero than he was before. An old niche was lost but everything else was retained, and he gained new strengths as a double warrior with good PvE and solid cc/peel, but limited damage output and a weakness to heavy dive. He has more resistance to poke and has better engage but can get torn down like a regular tank and has to play more aggressively.
