First off good concept though there are some points on his kit that I would like to smooth out.
Instead of Goliaths why not High health hellbats that can tank for the minion wave?
Instead of Vikings why not Banshees or Wraiths? I think that the viking transforming is redundant with the marauder and goliath.
Also why not make the bunker permanent and just place a cap on how many bunkers can be made and you can just salvage them at will?
also I think the range increase should come standard at lvl 10.
I wanted Goliaths because they're one of the most iconic mech units for Terran (right behind Siege Tanks, I suppose). The talent choice between Barracks and Factory is more a question of whether one is going to invest more minerals in static defenses or unit production.
Banshees are already present in the game as one of Raynor's ults, and I wanted to introduce new units into the game. Wraiths could work, I suppose...might actually change them to that.
The intention of the Bunker is to provide a way for heroes to control objectives and siege forts/the core; it should pop up right before a teamfight, when all the allied heroes are present. Both of the SCV's ults are designed around joining up with the team for objectives. The bunker is the more specialist-focused ult that allows the SCV to leave after setting up a defense, whereas the Raven allows the SCV to participate in the teamfight from a safe distance. Might change the bunker a tad to reflect that.
